About this file
This is a Statement of Work (SOW) for repair and reprogramming of Harsh Environment Uninterruptible Power Supply (HEU) Lighting Inverters at Cheyenne Mountain Space Force Station, Colorado, prepared by the 21st Civil Engineer Squadron dated February 18, 2026.
The contractor must troubleshoot and repair three nonfunctioning HEU Lighting Inverters (Crucial Power Products Model HU3.0R2500N1-VA) and replace eight 12VDC batteries (Part Number 7050-436) in all seven existing inverters. All seven inverters must be reprogrammed to operate in normal mode during standard operation and automatically switch to emergency mode upon loss of main power. Work must be executed by licensed electricians and performed between 7:00 a.m. and 4:00 p.m., Monday through Friday, excluding federal holidays, unless otherwise approved in writing by Requirements and Optimization (R&O) or the contracting officer. The contractor is responsible for furnishing all necessary labor, tools, materials, supplies, and equipment to complete the work according to current applicable codes, regulations, standards, and Air Force Occupational Safety & Health (AFOSH) standards (29 CFR 1910 and 1926). All work procedures and materials require approval from 21 CES R&O prior to start.
The worksite is located in a restricted area requiring contractors to obtain proper authorization and submit a CMSFS Visitor Request no later than 15 business days before work begins. The contractor must coordinate with CMCC at shift start and end (719-474-3575/3558) and notify OMCS personnel before disconnecting control panels (719-474-2156/3000). Environmental and hazardous materials handling must comply with federal, state, and local laws; the contractor must maintain Safety Data Sheets and submit an AF Form 3952 to 21 CES at least 15 business days prior to work start. Final acceptance requires demonstration that the three repaired inverters power on with stable output per manufacturer specifications and that all seven reprogrammed inverters successfully transfer to battery backup when main power is simulated as lost. Deliverables include all operational and maintenance documentation, a detailed condition and maintenance report, and test results, all of which become U.S. Government property.
