About this file

This is a Scope of Work (SOW) document for Insurance ID Verification Services for the State of Maryland, designed to protect organizations from fraud by authenticating user identities. The project requires the contractor to provide comprehensive insurance identification verification services that validate and confirm the authenticity of insurance identification documents and user information. The SOW outlines the contractor's responsibility to develop and maintain a verification system capable of processing identification requests, cross-referencing insurance carrier databases, and providing real-time authentication results to authorized users within Maryland state agencies and partner organizations. The service must accommodate high-volume transaction processing while maintaining accuracy rates and response time standards specified in the performance metrics section of the SOW.

The contractor shall implement verification protocols that comply with state and federal data protection regulations, including secure handling of personally identifiable information and insurance-related data. The SOW establishes performance requirements for system availability, data accuracy, processing speed, and customer support services. The contractor is responsible for maintaining current insurance carrier databases, updating verification algorithms as insurance industry standards evolve, and providing detailed reporting and audit trails for all verification transactions. Specific pricing terms, award dates, contract duration, and renewal options are to be determined through the procurement process. The engagement requires the contractor to demonstrate experience with identity verification systems, knowledge of insurance industry standards, and capability to scale services to meet anticipated transaction volumes across Maryland state operations.

Background, Purpose and Goals

LABOR would like to obtain an Identity Verification Service to assist in adjudicating a large backlog of pending issues impacting individual eligibility for Unemployment Insurance (UI) benefits.

LABOR provides resources to Maryland workers and employers and public safety and regulatory functions to the State. LABOR provides Maryland employers with recruitment assistance, workforce training, labor law education, layoff transition assistance, and labor market information. LABOR also assists Maryland workers through job training and job search, unemployment benefits during periods of job loss, and in recovering unpaid wages.

LABOR provides unemployment insurance services in a fair, timely, accurate, and efficient manner to the citizens of Maryland in efforts to stabilize the workforce and to minimize the impact of unemployment on the State’s economy. The UI program provides temporary partial wages to workers who have become unemployed through no fault of their own. The program is funded by employer-paid premiums.

To be eligible to benefits a claimant must be able and available for work, register with the LABOR

Division of Workforce Development and Adult Learning, and be actively seeking work. LABOR must have a reasonable level of assurance of the real-world existence of each unemployment insurance claimant. Due to the unprecedented volume of unemployment claims benefits resulting from the negative economic impact of the COVID-19 pandemic, LABOR is seeking to supplement its own identity verification process and, as needed, use a third-party service that provides, for each claimant identify referred to it by LABOR UI, verification with greater than 95% accuracy.

LABOR administers the Maryland UI program in accordance with and following: Section 303(a)(1) of the

Social Security Act (SSA); 20 CFR Part 602, Appendix A; the Employment Security Manual (ESM), Part

V, Section 6013; ETA Handbook No. 301, UI PERFORMS: Benefits Timeliness and Quality - Non

Monetary Determinations Quality Review; and UIPL 15-01 (refer to Appendix 2 – References).

Project Goals

A. LABOR’s goal is to eliminate the surge backlog of claimant identity verification issues and lessen additional backlog.
