STATEMENT OF WORK
IITF ECO-PARKING RENOVATION
June 2023
The project is located at the International Institute of Tropical Forestry, at San Juan, PR. The Eco-Parking and site drainage system were built in 2010 and are now due for replacement work.
Perform all work according to this Statement of Work and the attached drawings and specifications.
WORK ITEMS
1. SITE DRAINAGE. See Parking Lot Plan
A. Provide before and after project site condition photographs to the Contracting Officer Representative (COR).
B. Remove two inches of sediment from the bottom of sites labeled Shallow Vegetated Area, Vegetated Swale, and NE Shallow detention Area.
C. Repair erosion damage on the concrete perimeter gutter located at the northeast corner of the Headquarters building. Fill hole with well graded gravel and compact. Seal area with concrete. Form and pour repaired gutter section with either 4,000 psi ready mix concrete, or Sikacrete 211 (or equal). Roughen the surface of the existing concrete to get a good bond between the existing concrete and the new concrete. Use a concrete bonding agent such as Sika Armatec 110 or Sika Armatec 1c, or equal, to enhance the bond between the existing concrete and the new concrete. Existing concrete surface must be roughened, clean, and saturated surface dry (SSD). Use a 5/8"X5/8"X5/8" bead of SikaSwell S2, or approved equal, swelling water stop in the construction joint between new concrete and existing concrete. Ensure watertight seal between concrete gutter and 8” diameter PVC drainpipe using polyurethane sealant.
2. ECO-PARKING. See Parking Lot Plan
A. Porous flexible parking surface. Basis of design is GrassPave2.
B. See areas labeled “Proposed Parking 39 Spaces, Plus 4 ADA Handicap Spaces” and “Additional Parking 19 Spaces”. Remove existing plastic grid, GrassPave 2 permeable parking system from all parking spaces. Excavate and remove top 2”, which consists of 1” plastic grid and an additional 1” of existing sand bed. Properly dispose of existing top 2” of plastic and sandy material offsite.
C. Limit of work: replace grass pavers in the semi-circular drive to the entrance, and the parking stalls in the locations labelled “Proposed Parking 39 Spaces, Plus 4 ADA Handicap Spaces”. Note: the rest of the driveway is paved.
Grass pavers must be replaced in the entire parking lot labeled: “Additional Parking 19 Spaces”.
D. Add 1” of clean, new sand to serve as a setting bed. Compact, grade and level the surface as required to accommodate a new surface consisting of Porous flexible parking surface, GrassPave2 or approved equal. Fill plastic cores with 1” new, clean, sand to manufacturer’s specifications. Sand gradation, depth and compaction shall meet manufacturer’s specifications. Submit in advance samples of proposed sand for COR approval. The finished elevation shall match the existing surface elevations in all parking areas, unless otherwise noted.
E. Finish elevation in lot labelled “Additional Parking”: regrade to gently drain westward, towards detention pond.
F. Hydroseed all areas covered with grass pavers and any areas disturbed during construction. Seed mixture must contain fertilizer type and spread rate recommended by grid manufacturer. Submit seed mixture in advance for COR approval.
G. Re-install existing wheel stops at all parking spaces. Mount with new steel dowels of the same dimensions as the existing.
H. Perform work in two phases to provide parking during construction. Phase 1 will consist of the “Proposed Parking” area, and Phase 2 will consist of the “Additional Parking” area.
I. Contractor shall place temporary barricades to ensure no vehicles park on newly installed porous flexible grass parking areas until grass matures. Remove barricades after Contracting Officer approval.
3. STONE PAVER ENTRANCE. See Parking Lot Plan
A. Repair section of the Stone Paver entrance that has been lifted by tree roots. Remove and place aside for reuse all the stone pavers in and around the affected area. Excavate and dispose of all sand and sub-base material to find and expose the roots affecting the entrance. Notify the COR when the root is exposed for approval to cut the root. Cut the section of root as directed by the COR. Place and compact new COR approved sub-base material to fill the excavation. Place 6” compacted new layer of sand as base for the stone paver, grade to ensure that the finished stone paver surface is even along the entrance. Reinstall the stone pavers and set in place to match the rest of the paver surface.
