RFIs and Responses, Attachment 1:
1. Question: Contractor stated the solicitation calls for a 20% bid bond and a performance bond. He wondered if only one 10% bond would be sufficient.
Answer: As stated in the RFP, a 20% Bid Bond is required (52.228-1: Bid Guarantee, Sept.1996) as well as Payment and Performance Bonds (52.228-15: Performance and Payment Bonds, Construction June 2020).
1. Question: Contractor also noted that the solicitation requires the proposal be submitted electronically and via hard copy. He asked if electronically would be sufficient.
Answer: Please submit proposals electronically in accordance with Block 8 of the SF-1442.
TECHNICAL QUESTIONS.
1. Question: The Scope of Work calls for 2" of sediment to be removed from all detention ponds and then all disturbed earth be hydroseeded. This scope of work was written months ago. The current landscaper improved the grounds, and now a firm bed of grass has established in the NW Deep, SW Deep, SE Shallow detention ponds. We will check with IITF Agronomist and ask if only the pipes need to be cleaned and these ponds left as is. We also will ask if we should delete hydroseeding the other detention pond and swales.
Answer: Any and all swale or ponds that has healthy grass growing on it will not be disturbed. Any and all areas that do not have grass or looks disturbed will be hydroseeded. These will be determined on the ground and approved by the government prior to execution. All surface water pipes related to the ecological parking must be cleaned.
1. Question: Contractor suggested that grass pavers won't do well because the sun is blocked by extensive tree canopies and parked vehicles. The manufacturer suggests using Gravel Pave vice Grass Pave. We will consult with the manufacturer.
Answer: This will remain unchanged. We will replace ecological parking in kind. In other words, we will use grasspave not gravelpave.
1. Question: Zoysia sod is a viable option. It can grow with lots of shade and traffic. However, the final grade would need to match the current grades. Sod comes with a thickness that would necessitate additional excavation. We will also discuss this with the IITF Agronomist.
Answer: All the areas as described above and, in the SOW, will be hydroseeded with Zoysia seed. We will not use Zoysia sod.
