About this file

This is a Statement of Work (SOW) for the design, furnishing, installation, and commissioning of a vehicle exhaust source capture system at Building 145 of Fresno Air National Guard Station, located at 5323 McKinley Avenue, Fresno, CA 93727. The project is identified as HAYW262015 and is under the 144th Fighter Wing, California Air National Guard. The work scope encompasses a three-bay firehouse apparatus garage (approximately 70' long x 57' wide x 19' high) that currently houses six emergency response vehicles producing harmful diesel and gasoline exhaust emissions, with no adequate removal system posing health and safety risks to personnel.

The Contractor shall design and install a complete direct source capture exhaust system accommodating one gasoline vehicle (Silverado 1500) and five diesel vehicles, including two high-flow Aircraft Rescue and Firefighting (ARFF) vehicles. Required deliverables include six individual exhaust hose drops with appropriate tailpipe adapters, appropriately sized exhaust fans and ductwork routed to the building exterior, structural steel support approved by a qualified California-registered structural engineer, electrical wiring and control panels with automatic activation and hose disconnect features, and a makeup air system. The Contractor must provide comprehensive testing and commissioning, minimum four hours of onsite training, daily site cleanup, and as-built drawings. Deliverables also include manufacturer Operation & Maintenance manuals, a system testing and commissioning report, and training documentation. The work must comply with UFC 4-730-10, Air National Guard Engineering Technical Letters, NFPA 1500, International Mechanical Code, National Electrical Code, and applicable state and local building codes. The period of performance is 60 calendar days from contract award, with the government providing facility access, existing building drawings, and vehicle availability for testing.

1. Description of Services

1.1. The facility at Building 145 includes a three-bay firehouse apparatus garage, approximately 70' long x 57' wide x 19' high (75,810 cubic feet). This garage houses six emergency response vehicles which produce harmful exhaust emissions, including diesel and gasoline particulate matter and carbon monoxide.

1.2. Currently, the apparatus bay lacks an adequate exhaust removal system, posing a health and safety risk to personnel and allowing contaminants to spread into adjacent administrative and living quarters.

1.3. This project requires a Contractor to design, furnish, install, and commission a complete and operational vehicle exhaust source capture system compliant with all applicable Unified Facilities Criteria (UFC), Air National Guard Engineering Technical Letters (ETLs), and National Fire Protection Association (NFPA) standards.

2 Project Location

a. All work will occur at Building 145 of Fresno Air National Guard Base 5323 McKinley Ave.

Fresno, CA 93727.

3 Statement of Work

The Contractor shall provide all necessary project management, supervision, labor, materials, tools, and equipment to engineer, install, and validate a complete vehicle exhaust source capture system. The system shall serve six (6) vehicle bays as specified.

3.1. System Design:

3.1.1. The Contractor shall design a complete direct source capture exhaust system. The design must accommodate the specific vehicle mix, including one (1) gasoline vehicle (Silverado 1500) and five (5) diesel vehicles, two of which are high-flow Aircraft Rescue and Firefighting (ARFF) vehicles (P 19, SP 19).

3.1.2. The design shall include all components, including but not limited to: exhaust fans, ductwork, flexible hoses, nozzles, automatic activation sensors, disconnect releases, and structural mounting hardware.

3.1.3. The Contractor shall provide a complete design package, including drawings and technical specifications, for government approval prior to the start of any installation work.

3.2. System Installation:

3.2.1. Source Capture System: Install a complete overhead, direct source capture system (e.g., rail-based or boom-based) capable of serving all six vehicle bays.

3.2.2. Vehicle Drops: Provide and install six (6) individual exhaust hose drops, each with an appropriate tailpipe adapter nozzle.

* Five (5) drops shall be rated for high-temperature diesel exhaust. Two of these must be sized to handle the higher CFM output of the ARFF vehicles.

* One (1) drop shall be rated for gasoline engine exhaust.

3.2.3. Exhaust Fan and Ducting: Install appropriately sized exhaust fan(s) and all associated rigid and flexible ductwork required to route captured emissions from the apparatus bay to a safe location on the building's exterior. All roof and/or wall penetrations shall be properly sealed and weatherproofed.

3.2.4. Structural Support: Furnish and install all necessary structural steel, brackets, and hardware to securely support the overhead system components from the building's structural frame. All attachments must be approved by a qualified structural engineer registered in the State of California.

3.2.5. Electrical and Controls: Install all required electrical wiring, conduit, control panels, and safety disconnects. The system shall include an automatic activation feature that starts the exhaust fan upon vehicle ignition or garage door opening, and a feature for automatic hose disconnect as the vehicle exits the bay. All electrical work shall be performed by a licensed electrician.

3.2.6. Makeup Air: The design and installation shall incorporate provisions for a makeup air system to ensure proper ventilation and prevent negative pressure within the facility, as required by applicable codes.

3.3. Testing and Commissioning:

3.3.1. Upon completion of installation, the Contractor shall perform a comprehensive system startup and functional performance test to verify that all components operate as designed.

3.3.2. The Contractor shall demonstrate that the system effectively captures and removes exhaust from each vehicle type and that all automatic start/stop and release functions are operational.

3.4. Training:

3.4.1. The Contractor shall provide a minimum of four (4) hours of onsite training to government personnel on the proper operation, user-level maintenance, and safety procedures for the new system.

3.5. Site Cleanup and Restoration:

3.5.1. The Contractor shall be responsible for daily cleanup of the work area and shall remove all construction debris from the site upon project completion.

3.5.2. The Contractor shall repair any damage to government property that occurs during the performance of the contract work at contractor’s expense.

4.0 APPLICABLE DOCUMENTS & STANDARDS

The Contractor's work shall comply with the latest editions of the following standards and regulations:

• UFC 4-730-10: Fire Stations
