About this file
This is a Statement of Work (SOW) for the procurement of extended reality equipment to support naval research and development initiatives. The United States Navy's Naval Air Systems Command (NAWCTSD), located in Orlando, Florida, requires the purchase of one Varjo XR-4 Secure Focal Edition head-mounted display (HMD) and one Varjo Base Pro software license to support the Naval Innovative Research & Engineering (NISE) effort focused on Cross-Cockpit Viewing Solutions for XR Trainers. The equipment will be utilized for ongoing research and development to evaluate chroma-key and rotoscoping techniques for minimizing visual anomalies in extended reality flight trainers, as well as to support future R&D initiatives within the GT525 visual laboratory.
The contractor must procure equipment that meets specific security and performance requirements that are not available from alternative vendors. Key specifications include Trade Agreements Act (TAA) compliance with assembly in Finland (a NATO member country), high-resolution display capability at 51 pixels per degree (PPD), video pass-through cameras with automatic focusing, large field of view, inside-out tracking capabilities, integrated chroma-key and rotoscoping support software, and ergonomic design for extended use. The Varjo Base Pro software includes built-in tools for chroma-key and rotoscoping integration, eliminating the need for additional software purchases, and operates in offline environments suitable for secure or restricted settings. The inside-out tracking capability reduces the quantity of additional equipment required to complete the research effort.

3. REQUIREMENTS
3.1 General
The contractor shall procure the following supplies: One Varjo XR-4 Secure Focal Edition headset, and Varjo Base Pro software. The headset and software are required for ongoing R&D efforts for evaluating chroma-key and rotoscoping techniques to minimize visual anomalies in XR flight trainers. The headset and software will also be used to support future R&D efforts where the GT525 lab supports ongoing R&D in XR technology for flight simulation.
3.2 Detailed Requirements
3.2.1 Unique Requirements
The contractor shall procure the Varjo XR-4 Secure Focal Edition headset and support software that are designed to be deployed in secure or restricted environments like in the GT525 visual lab. The XR-4 Secure Editions is compliant with the Trade Agreements Act (TAA) and is assembled in Finland, a NATO member country. The Varjo Base software has tools to integrate chroma-key and rotoscoping techniques which will enable the completion of the NISE Cross-cockpit Viewing Solutions for XR Trainers without additional purchase of software and can operate in an off-line environment.
These supplies will support R&D efforts that require a unique combination of security and visual performance specifications that cannot be met by another vendor, including: TAA-Compliant manufacturing process; High resolution display with 51 PPD; Video pass-through cameras with automatic focusing lens'; Large field of view; Inside Out tacking capabilities; chroma-key integration support software; rotoscoping support software; and ergonomics to support comfort. The Varjo XR-4 inside-out tracking capability allows for less equipment to be purchased to complete the R&D effort.
