About this file

This is a Statement of Objectives (SOO) for a Fiber-to-the-Desk (FTTD) network infrastructure project at Hanscom Air Force Base in Massachusetts, issued by AFNWC/NCO. The contractor shall install fiber optic cabling throughout the second floor of a designated building, connecting to systems furniture, conference rooms, and other specified endpoints. The project includes recommending and procuring equipment and mounting hardware to attach to existing pre-installed cable trays, with work to be completed within 90 calendar days of award. All materials and components must be Trade Act Agreement (TAA) compliant, and installation practices must adhere to TIA-606 labeling standards and certified firestopping systems for wall penetrations.

The contractor must achieve four primary performance objectives: (1) establish a fully functional FTTD network providing connectivity from the second-floor alcove patch panel to all specified endpoints; (2) meet or exceed OM4 multi-mode fiber optic cabling performance standards validated through comprehensive Tier 1 and Tier 2 testing per ANSI/TIA-568.3-D standard; (3) deliver a secure and maintainable installation with all central patch panels housed in lockable enclosures and a Class 5 GSA-approved Intrusion Prevention System (IPS) container; and (4) provide comprehensive documentation including maintenance manuals, warranty information, and detailed as-built drawings prepared by a Registered Communications Distribution Designer (RCDD). On-site work must be coordinated with the Government Project Manager, including participation in virtual kickoff and recurring progress meetings, with various submittals including material cut sheets and test plans required by specified deadlines.
