About this file

This is a Questions and Answers document for federal contract opportunity B1109 covering Fiber-to-the-Desk (FTTD) and Video Teleconferencing (VTC) infrastructure improvements.

FTTD Scope: The project requires installation of fiber-to-the-desk infrastructure on the 2nd floor only, serving approximately 96 endpoints with no expectation to exceed this number. Each desk will receive 4 strands of TAA-compliant multi-mode duplex LC/LC OM4 OFNP red jacket fiber, with 2 strands remaining dark for future expansion. All fibers terminate at desks and at dedicated IDFs on each floor (second floor comms closet houses the IDF). The contractor is responsible for procuring fiber, providing lockable patch panels with fans, and running fiber from the first floor MDF to the second floor IDF. Fiber installation must be visible, inspectable, and testable per TIA 568.3-D standards. Cable management will utilize J-hooks and Panduit, with all penetrations fire-caulked. Approximately 200 strands total (~192 strands patched at the head end) will be required. LC connectors are the approved termination method, and labeling must follow ANSI/TIA-606-C standards. The Government will provide SFP transceivers (96 modules total) and Cisco-compliant transceiver modules. Davis-Bacon prevailing wage requirements apply.

VTC Scope: VTC systems are required for first, second, and third floor conference rooms with 2 workstations per room (1 per classification: unclass and classified). The contractor must procure and install all materials including racks, cabinets, ceiling speakers (2 per system or 2 total if KVM allows switching), and table microphones with 3.5mm interface. Computer inputs include 2 DisplayPort, 1 HDMI, 1 audio out, and 1 fiber NIC with LC connector. KVM switches are needed only on 2nd and 3rd floor conference rooms to switch between classified and unclassified systems. Every conference room will have 2 secure displays (non-RF) with DP and HDMI inputs, with backing installed by the Government. Door STC rating must be 45. No A/V cable testing is required; however, fiber optic cables require TIA 568.3-D certification. Tracking cameras are already Government-procured. The expected period of performance is 30 days from award, with completion expected ASAP. Network connectivity will be provided by 66ABG/SCOI, and switch programming will also be handled by that entity.

Q+A: B1109 FTTD/VTC

Question Effort Answer What is the fiber count to each desk? FTTD 4 strands

Will the fiber cabeling run back to a dedicated IDF on each floor or collapse to the 2nd floor alcove area IDF? FTTD Dedicated IDF on each floor Will all fibers be terminated at the desk and the IDF or will some fibers remain dark? FTTD

All fibers terminates at the desk with 2 strand spares remaining dark for future expanision.

Is a fiber conncetion/s needed from the server room back to the IDF? FTTD No this will be done by 66ABG/SCOI.

Will there be another site visit scheduled for fiber only to clear up additional questons? FTTD

If something requires additional clarification that only a site visit would warrant otherwise no.

Where is the fiber-to-the-desk (FTTD) needed? FTTD 2nd floor only Will this exceed 96 endpoints? FTTD No Will every cubicle be live? FTTD Yes Will 6 fibers be needed at every desk? FTTD 4 strands Preference of fiber FTTD TAA Compliant Multi-Mode Duplex LC/LC OM4 OFNP - Red Jacket Who provides the optices? FTTD Don't understand question Do we run the tray on wall or leave them in trays? FTTD Contractor will provide Do we need to purchase/provide patch panels? FTTD Yes - lockable unit with fans

Is the procurement of fiber the responsibility of the contractor? FTTD Yes Does the fiber need to be visible? FTTD Yes - inspectable and testable.

Will the cabling be ran on the wall? FTTD

To be determined - The plan is to assume we will want to use panduit to run cables along the wall as needed, in the event of undesired cable tray placement in certain areas.

Will each location get NIPR and SIPR? FTTD Yes Around how many strands? FTTD ~200 (96 endpoints) Are there 4 strands per chop? FTTD Yes Will the switches be programmed? FTTD Yes by 66ABG/SCOI What type of multimode OM? FTTD OM4

Who will map this out? FTTD Government will direct where things go and the contractor will help map out

What is the spec on the speakers? VTC

We would like for the contractor to look at the spec sheet of the KVM and VTC Systems in question, then recommend and procure a speaker solution (preferably ceiling speakers). Specs to be provided at formal RFP

Does the contractor need to paint to match VTC Yes How many workstations in the first floor converence room? VTC Two Will the soundbar have a microphone? VTC No. Table mics with 3.5mm interface.

Will there be a testing requirement for cables? VTC No testing requirement for A/V cables only fiber optic cables (TIA 568.3-D).

How many inputs in the computer? VTC 2 DP, 1 HMDI, 1 Audio Out, 1 Fiber NIC w/ LC Connector port Is there a preference for having cable runners or covers? VTC Prefer none unless there is no other option

Will there be backing? VTC

Backing for displays will be installed by the Government. Displays will be mounted. If contractor needs to unmount displays for any reason, they are responsible for doing so and mounting them again.

Is someone else installing cable trays? VTC Yes Is KVM needed to switch between systems? VTC Yes - only on 2nd and 3rd floor conference rooms.

How many speakers are needed? VTC

2 for each system if separate speakers are deemed necessary. 2 total per conference room if KVM allows for switching between unclass and class systems.

Will ceiling speakers be needed? VTC Yes Should the fiber be patched? VTC Yes How many workstations for each classificiation? VTC 1 per classification Door STC rating? VTC 45 Will all materiels need to be purchased by contractor, to include racks and cabinets? VTC Yes

Expected completion date? VTC ASAP What is the expected Period of Performance? VTC 30 days at receipt of award Where is the VTC located? VTC 1st, 2nd floor and 3rd floor conference rooms.

What about the third floor? VTC

Fully Unclass environment at the moment, but we want to run the A/V cables for the room to accomodate 2 Cisco kits. As well as a redundant extra set of each cable for hot swap with draw cable.

Please provide floor plans with approximate locations of FTTD and the head end (IDF) FTTD Included in updated floorplan. Will annotate.

Clarify the Fiber cable Specification, including single or multimode, armored or plenum-rated, and the number of strands per work station.

This was discussed as OM3, OM4, and OM5, on-site, and the strand count was discussed as several options. FTTD See row 14

We will use whatever outlets are available to us at the time on installing the equipment.

Who is responsible for any network connection requirements for any device connecting to the various AFMC networks in each conference room? Will this be the AV vendors responsibility, AFMCs, or will this be provided by others? VTC

66ABG/SCOI will be responsible for ensuring network connectivity to the devices.

Can AFMC provide scalable building and conference room layout drawings for the RFP? VTC Will inquire.

Does AFMC desire traditional VTC capabilities using Cisco or Polycom Codecs and/or does AFMC desire to provide capabilities for MS Teams video conferences? VTC

The only requirement is for the VTC systems to be able to connect to workstations.

For audio in the conference room will the microphones have to cover the entire conference room or just the participants seated at the conference table? VTC Table mics have been purchased and only need to be installed.

Can AFMC provide information on the number of main displays desired in the conference room? VTC

Every conference room will have 2 secure displays (Non RF) with DP and HDMI inputs.
