About this file
This is a Questions and Answers (Q&A) document for a Fiber to the Desktop (FTTD) federal contract opportunity.
The project involves installing fiber optic infrastructure on the second floor of Building 1109 to support 72 active endpoints using two 48-port switches, with capability to provision for 96 total fiber pairs for future redundancy and expansion. The contractor must install TAA-compliant Multi-Mode Duplex LC/LC OM4 OFNP fiber with a red jacket, utilizing existing cable trays supplemented by J-hooks and Panduit conduit extensions where necessary to reach specific desk locations. The contractor is responsible for providing patch panel cabinets, fusion splice terminations (emulating methods demonstrated during site visits), and cable tray extensions to reach endpoints; the government will provide the GSA-approved secure storage container (Class 5 IPS Container), SFPs/transceivers, grounding/bonding, wall penetrations, and pre-installed cable trays and conduits. Installation includes a single fiber feed consisting of 2 pairs for operational use plus 1 pair for Kodex equipment, with each endpoint receiving one fiber pair terminated in a lockable, wall-mounted enclosure box with built-in exhaust fans and ventilation. Conference rooms 212 and 215 have existing pathways; Conference room 242 requires new pathways to desks. The contractor must reference floor plans provided by the government to strategically place drops and will coordinate with the facilities manager for grounding bar installation. All work is limited to the second floor only, with the government providing a drawing of the 2nd floor layout. AV cables and security scope are not included in this FTTD contract and are covered under separate agreements (VTC contract).

Question Answer
More information regarding:
- drop counts
- fiber strand counts
- building size
72 Endpoints. Two 48 port switches. 2nd floor only. While we do not have 96 endpoints, we would like to run fiber for all 96 ports on the switch with extra strands for redundancy and chaning requirements. We will leave a few ports dark for VIP designated areas and for systems that require high availability. Gov will specify which areas we would like for the extra pairs to be located after the contract has been awarded and additional information is provided to us by occupants of the bldg.
The SOW states second floor only, yet there are three drawings with numbered locations on them. Is the fiber to the desktop only on the second floor and is it only to be the 57 locations that are numbered? Second floor only. The other floors should have been omitted.
In the questions it states that there will be less than 96 endpoints. If it is one 4-strand fiber to each location that is more than 96 endpoints. See first answer.
Is there cable tray existing, and will the fiber be installed in the tray? One of the questions asks to confirm methods to bring the fiber to the location and was answered to use J hooks and Panduit.
Is that supposed to read “conduit”?
Cable tray is existing and conduit has been used in most instances that have been fire caulked. The mention of J hooks and Panduit is to supplement in areas that cable trays may not have been installed but an endpoint is located.
Are the AV cables under a separate contract? Yes the VTC contract one of the questions about fiber type states to see row 14, yet that does not answer the question.
Row 14 stated "TAA Compliant Multi-Mode Duplex LC/LC OM4 OFNP - Red Jacket" does this suffice?
one of the questions asks about termination method and was answered LC connections- that is not a termination method
Termination method is what we showed the vendors we were doing during the site visits in 1102 unclass area. We want to emulate that. Contractors were allowed to take photos during the many site visits and should have an idea as to what we're looking.
What would be the specs the Fiber lock box should be?
Something lockable that can be mounted on a wall with built in exhaust fans/ventilation.
FTTD
Will there be a ground bar they can ground to?
Will coordinate with facilities manager to see if/when CE can do this for us
Does the fiber need to be Unicam or Fusion Splice? Prefer fusion splice
How many fiber drops?
We have 72 endpoints that will need to be connected. The contractor needs to be able to look at the floorplan and the desk locations to make the determination on where the drops should be strategically placed in order to provide every endpoint with a connection using the existing cable trays. The user of jhooks will be permitted in the event the cable tray does not extend where it needs to.
NIPR = copper Yes Just 1 fiber feed? Yes, 2 pairs and 1 for the Kodex 1 pair for one endpoint? Yes Does the equipment all go into the same box? Yes 1 cable with 4 strands? Yes Prefernce to cable? OM4 Red is for classified, is this the only cable working with? Yes, no green Rack mounted? No, in an enclosure box Not dealing with the copper wiring? Correct Not installing the tacklane/track lane? Correct Who provides the patch panel cabinets? The contractor will provide Who installed the cable trays? The government Who placed the conduits? The government Are conf. rooms 212 & 215 the only rooms with pathways? Yes Will fiber and safe be lockable? Yes Who provides the safe? The government Who places the grounding? The government
Conf room 242 - add pathways to desks/over desks Cable trays will not be extended. Contractor is responsible for providing extensions to reach specific endpoints.
Work in room with only pathways? Correct Cubicles are set up in their correct spots? Yes
NIPR split out No comprende Must be TAA compliant? Yes
Rom 234, does someone need to flip the drop? If there are any issues we will relocate the drop to the alcove.
Lockable cabinet, 4 post - please add and provide the specs to the SOO SOW Updated Provide drawing of 2nd floor Will be posted I am inquiring about this specific project, reading through the SOW it is only requesting the FTTD.
I don’t see any documents in regard to any AV or Security related scope. In the FTTD and VTC QA from RFI form there is numerous mentions of AV and Security scope, can you please confirm if this is just the Fiber to the desk scope (FTTD) or is there other documents available with the complete scope This is just for FTTD
Wall Penetrations: Will the government's General Contractor (G.C.) be responsible for all wall penetrations required for cable routing, or is this the responsibility of the fiber contractor? Govt is responsible for all wall penetrations.
Cable Tray Extension: Please confirm that the pre-installed cable trays will be positioned to reasonably reach every desk location, or if the contractor is responsible for providing extensions (e.g., Panduit/J-Hooks) beyond the main trunk to reach specific endpoints.
Cable trays will not be extended. Contractor is responsible for providing extensions to reach specific endpoints.
Grounding and Bonding: Please confirm if the government will provide a grounding/ bonding busbar in the designated Telecommunications Room (TR) or Server Room for the new equipment.
Standing by for confirmation from facilities but the expectation is it will be done by CE/Govt
Optics (SFPs): Please clarify the responsibility for SFP/transceiver procurement. While the Q&A (Row 14) states the Government will provide them, please confirm the contractor is not responsible for any optics. Government will provide SFPs.
Secure Storage (IPS Container): Does the requirement for a "Class 5 GSA approved IPS container" mean the contractor must procure and install this unit as part of the bid, or will the government provide the container for the contractor to outfit?
Govt will provide the GSA Approved contrainer for the contractor to outfit.
Total Endpoint Count Discrepancy: The Q&A mentions a requirement "not to exceed 96 endpoints," however, the provided floor plans for Building 1109 (2nd Floor) show approximately 67 workstation locations and conference room drops.
Total endpoints is 72. However we would like to run enough strands for 96 pairs total. Meaning we will identify at a later time the locations we would like to run extra strands to for redundancy but the actual # of endpoints is 72.
Final Count Request: Can the government provide a definitive count of endpoint locations to be serviced under this contract (excluding the server room) to ensure accurate pricing? ⬆️⬆️⬆️⬆️
