STATEMENT OF WORK
FOR
INTRUSION DETECTION SYSTEM (IDS) AND ACCESS CONTROL SYSTEM (ACS)
PROJECT
Hurlburt Field, FL (CAO 18 January 2022)
1.0. DESCRIPTION OF SERVICES:
1.1. CERTIFIED CONTRACTOR: A Honeywell-vindicator certified contractor shall provide all necessary supervision, labor, travel, materials, tools, equipment, accessories and other items necessary to safely complete the installation of all components necessary to install facility Intrusion Detection System (IDS) and Access Control System (ACS). The installation will comply with Air Force certification standards outlined in the following standards and safety publications:

The Contractor shall provide all of the necessary tools and equipment to complete the upgrade.
This requirement includes any ladders, lifts, hoists, power tools, safety gear, or other equipment, tools, supplies necessary to complete installation and provide necessary testing of all installed components.
This Statement of Work (SOW) is not to be discussed with or disseminated to anyone other than those required for planning, procurement, and installing the security system.
1.2. SPECIFICATION REQUIREMENTS: The contractor shall install the Vindicator Intrusion Detection System (IDS) and the Vindicator door ACS in building 90021, 2nd floor, room 201 and 1st floor inside corridor 141. The contractor shall provide any support equipment required to integrate new IDE. The contractor shall install Vindicator version 7.0 platform. The Vindicator version 7.0 platform shall meet USAF Authority to Operate (ATO). The contractor shall install the IDE from the current Air Force Non-Nuclear IDS Equipment. The contractor shall install Vindicator graphical keypads that are compatible with Vindicator version 7.0 platform. Must provide the capability to assess alarms and initiate responses in a manner that shall aid in preventing damage, destruction, or unauthorized access to the controlled resources. Provide any necessary electrical work to be accomplished for connection to electrical power and to the base alarm and 1.0. notification system
1.3. EQUIPMENT PLACEMENT: The contractor shall install and program the alarm panel, keypad, and the components within the alarmed facility listed in attachment 1. The OSA will require four (4) Balanced Magnetic Switches (BMS) and eight (8) Passive Infrared (PIR) Sensors as outlined in the diagram. The contractor shall install three (3) Vindicator door access system (door identification reader). The X-10 lock shall be provided by the Government for the contractor’s use in installation. The contractor shall coordinate any changes to panel locations through Security Forces and Civil Engineer Representative. New Vindicator system must be securely tied into existing security system located in Building 90021, 2nd floor.
1.3.1. The power and the network connectivity is located within 10 to 20 feet of the alarm panel location.
1.3.2. The contractor shall contact 1 SOSFS/S5E for coordination before any install to begin to validate all completed work.
1.3.3. The contractor shall coordinate any changes to panel locations through Security Forces and Civil Engineer Representative.
2.0. INSTALLATION:
2.1. All IDE components such as sensors, junction boxes, communication wiring, battery power, and line supervision shall be individually identifiable to include separate alarm points. No alarm points shall be grouped to show one name and one main area without the ability to identify which individual sensor is activated.
2.2. All alarm points shall be wired to the alarm panel clockwise (left) when entering the room from the main door and shall be connected to the alarm panel in this order from left to right.
2.3. All junction boxes housing IDE shall have tamper protection switches located inside the box.
2.4. The IDE shall have a backup power source, such as a battery, that will provide an uninterrupted four (4) hours of power. This back up power source shall be connected to provide a thirty-minute (30) battery failure notification prior to battery failing. This notification must be incorporated into t h e panel to provide Security Forces this information.
2.5. Certification Test Requirements. 1 SOSFS/SSE and 1SOW/IPI shall conduct functional and operational certification tests for the IDS to ensure the system meets effectiveness standards/compliance requirements. Note: This test and certification process shall be accomplished before the IDS is deemed operational.

2.5.1. Phase I: The contractor shall perform a Contractor Verification Test (CVT) upon the
IDE Installation. The contractor, the Government representative, and 1 SOSFS/S5E shall witness test Phase I. The test shall be performed in accordance with (IAW) the written testing procedures provided in the Installation Design Package (IDP). Any component found to be inoperative during the test or at any time during the installation period shall be brought to the attention of the Security Forces POC. Acceptance testing shall consist of the following; intrusion tests, tamper tests, annunciation test, assessment test, AC power loss test, line supervision test, sensor system self-tests, and access control.
2.5.2. Phase II: Phase II testing is a 72-hour continuous test that ensures all equipment is installed properly and works according to specifications. It shall establish initial expectations in regard to false and nuisance alarm. The AFTO 747, Communications and Information Systems Acceptance Certificate, transferring the system shall be signed after successful completion of Phase II. AFTO 747 signifies the completion of the project and provides acceptance of the installed system. The completion of this form certifies the system has been tested and accepted as installed, and all noted exceptions shall be corrected by the responsible party to the satisfaction of the government POC / 1 SOSFS/S5E.
2.5.3. Phase III. Phase III testing is a 30-day continuous operational test to assess how well the system performs in its normal operating mode on a permanent basis. This test is to detect any premature or latent defects in the equipment or components and to allow the operators and maintainers an opportunity to assess the adequacy of logistics support, and assess the false and nuisance alarm rates of the system. After successful completion of this Phase III, the Government shall request MAJCOM certification.
2.5.4. Phase II and III testing shall be completed by the Government.
3.0. COLLATERAL SUPPORT:
3.1. The Government shall provide the following products in support of this effort:
3.1.1. Provide assistance in acquiring related permits that may be necessary for work performed.
3.1.2. Arrange access into the installation.
3.1.3. Provide storage space/staging area for materials and an operating space with telephone capabi l i ty for the installation team. Building 90021, room 229 shall act as the main staging area for the contractor during the installation process. To request additional space contact 1 SOSFS/S5E. The government is not responsible for materials left unattended or unsecured.
3.1.4. The Government Facility Manager shall provide a host escort as required for the contractors during the installation and shall coordinate with users to ensure rooms and work areas are available when access is required.
4.0. SYSTEM MAINTENANCE:
4.1. The contractor shall provide a o n e ( 1 ) year of warranty maintenance and part replacement on all new IDE installed by contractor. The warranty shall start on the day the Government accepts the entire project.
4.2. Software Updates. The contractor shall provide any software updates required to support new IDE for a 1 year period from the date the Government accepts the entire project.
5.0. SPECIAL REQUIREMENTS:
5.1. The contractor shall provide documentation for the certified Honeywell-Vindicator Installers, and the Vindicator Certification ID Numbers for Vindicator Technicians prior working on this project.
5.2. All wiring connections shall be secured using standard security connectors that meet standard fire codes for security systems. All wiring shall be clearly labeled and wiring diagram provided to Communication, Civilian Engineers and 1 SOSFS/S5E.
5.3. Infrastructure and IDE malfunctions. The contractor and Government representatives shall coordinate to troubleshoot problems during the installation and during the one-year warranty/maintenance period.
5.4. A joint quality assurance inspection shall be conducted prior to Government acceptance and system operability testing conducted.
5.5. The contractor shall assign employees who possess adequate certification to handle all required product installation tasks in order to meet OSHA, base safety requirements and annunciator certification standards. The contractor shall ensure that the product meets required safety standards at the time the project is completed and accepted by the Government. The contractor shall provide the standard commercial product warranty certificate specifying warranty period for the system on a PDF file.
5.6. All exposed IDS wires/cables shall be routed through conduit. Cabling ran through the ceiling shall be air plenum rated conduit.
5.7. The IDE must be tamper protected, there are junction boxes housing wiring for connectivity or power above the ceiling and are able to be tampered with (as mentioned above IAW paragraph 5.6.)
5.8. The contractor shall develop an installation schedule and coordinate it with the 1 SOSFS/SSE POC prior to work being accomplished. Installation scheduling coordination may take up to 48 hours to coordinate with subordinate units. If schedule requires changing, the contractor should make every attempt to adhere to the 48 hours prior to notification change request.
6.0. SECURITY REQUIREMENTS:
6.1. The contractor shall comply at all times with base security requirements to include base pass requirements and personnel security clearance.
(a) The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation.
(b) The contractor will be required to complete a Contractor Employee Listing (to be provided by the government) in order for employees to gain access to the installation:
(i) The Contractor Employee List. This form must list every employee requiring access.
Every time employees change, it must be updated to reflect additions and/or deletions.
Identify those individuals you wish to have escort authority by including the word “Escort” or “E” next to their names. Limit the number of individuals designated as escorts to a reasonable number (i.e. one or two). For work locations please use building numbers or areas (i.e. Bldg. 90618 or Red Horse, AMMO Area, etc.). Once completed, send the list to the Contracting Office representative in EXCEL format using secure means such as hand carry, mail, or electronic mail. The Contracting Officer will then prepare and attach a cover letter, and forward the Employee List to the Visitor Control Center.
(c) During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.
(d) When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with AFI 31-101, Volume 1, The Air Force Installation Security Program, and AFI 31-501, Personnel Security Program Management, citing the appropriate paragraphs as applicable.
(e) Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and sub-contractor employees are returned to the issuing office.
(f) Failure to comply with these requirements may result in withholding of final payment.
6.2. Retrieving Identification Media. The contractor shall be responsible for retrieving all identification media including visitor passes from employees who depart for any reason before the contract expires. For example, termination for cause, retirement, etc… Visitor passes shall be retrieved and turned into 1SOSFS Pass and Registration/Visitor Center once the contractor and its employees leave the base for the last time.
6.3. Traffic Laws. The contractor and employees shall comply with base traffic regulations.
6.4. Weapons, Firearms, Ammunition. The contractor employees are prohibited from possessing weapons, firearms, or ammunition or within the contractor vehicle or privately owned vehicles while on the Government installation.
6.5. Contractor employees performing work in the controlled areas described as Open Secret Storage Area (OSSA) must meet prescribed requirements IAW DoDM 5200.0 l, Volume 3, Enclosure 3, Para 2.a.( l). "IDS Installation and Maintenance Personnel. Alarm installation and maintenance shall be accomplished by U.S. citizens who have been subjected to a trustworthiness determination (NACI) according to Reference (l)." The contractor shall provide information of individuals to government for clearance verification prior to commencing work.
7.0. FAILURE RESPONSE AND REPAIR TIMES:
7.1. The Contractor shall respond to and restore failures at fielded locations IAW the tables below. System Failures are defined in Table 7-1. The ESS NCO will determine the category of the failure and advise the contractor.
7.2. Response Time is defined as a measurement of the total elapsed time between the issuance of a customer work order and telephonic IDS problem resolution or contractor maintenance personnel arrival at the requesting base. When the contractor is unable to resolve work order issues telephonically or when directed by ESS NCO, the contractor personnel shall meet the response time thresholds listed in Table 7-0 by having service personnel arrive on-site to begin trouble shooting/repair. All actual response times and closeout action details shall be recorded in the
IMMS.
7.2.1. Response time shall begin at the time a technician is called to respond to a work order that cannot be rectified telephonically by base SF personnel.

7.3. MEAN TIME TO REPAIR (MTTR)
7.3.1. The contractor shall meet the repair time performance thresholds listed in Table 7-1 to restore CFs and MFs to at least partial failures, and PFs to operational status.
7.3.2. Repair time clock shall commence when the ESS NCO or designated representative initiates a work order to the contractor and shall not include the four (4) hour time limit used to diagnose and troubleshoot the system fault telephonically. The total cumulative repair time shall not exceed the repair times specified in Table 7-1.

8.0. SMOKING, EATING AND DRINKING: The contractor shall permit smoking, eating and drinking only in designated areas.
9.0. DRIVING LICENSE/ON-BASE REQUIREMENTS: The contractor and employees shall comply with base traffic regulations at all sites. The contractor shall ensure employees have a current and valid state/country driver’s license for the type of vehicle being driven before allowing the employee to operate a personal vehicle on Hurlburt Field, Florida.
10.0. WORK LOCATION, PHYSICAL SECURITY AND OPERATING SCHEDULE:
Work location will be Bldg. 90021, 2nd floor, located at 124 Hartson Street, Hurlburt Field, Florida. The Government security/facility managers will oversee all aspects of performance during the performance period. Available work hours are between 08:00 AM – 4:00 PM CST.
11.0. MEASURING, CONVERSION, AND GUARANTEE: It shall be the complete responsibility of the contractor to obtain accurate dimensions at the job site and to examine all conditions as they relate to this installation. Skilled technicians shall perform the installation. All work shall be accomplished in a neat and professional manner.
