The contract is structured as an Indefinite Delivery Indefinite Quantity (IDIQ) agreement with a 60-month term consisting of an initial base year plus four one-year ordering periods. The contractor must provide all certified and trained personnel, labor, supervision, equipment, tools, materials, insurance, and transportation necessary to perform annual, semi-annual, and five-year elevator inspections on 21 total elevators and lifts from manufacturers including Dover, Otis, Thyssen Krupp, Langley Freight, and Harmar Summit. All inspections must comply with ASME A17.1, NFPA Life Safety and Fire Codes, OSHA regulations, and applicable state and local safety codes.

Work shall be performed during normal VA business hours (7:30 a.m. to 4:00 p.m., Monday through Friday, excluding federal holidays) with a minimum two-week advance notice to the Contracting Officer's Representative (COR). The contractor must immediately report all safety-related deficiencies during inspection visits and submit comprehensive inspection reports within 45 calendar days, along with maintenance checklists within one week of completion. Reports must include specific technical data such as elevator speed, rated load, manufacturer information, governor speed test results, safety tests, and door operation details. The contractor's personnel must maintain current QEI certification, wear VA-issued ID badges, and coordinate all work directly with the COR. The five-year periodic inspection is due before August 13, 2026. Performance is measured on compliance with scheduling requirements, safety protocols, timely reporting, and personnel certification, with unsatisfactory performance resulting in poor CPARS ratings and potential corrective action notices.
