PURCHASE, INSTALLATION OF VIDEO WALL SYSTEM AT OFFICE OF NAVAL INTELLIGENCE, 4251 SUITLAND ROAD, WASHINGTON DC, 20395

STATEMENT OF WORK

1.0 General Scope of Work:

The Contractor shall design, build and install Large Screen no bezel LED Video Wall inside the ONI Executive Conference Center (ECC) room 2E120 at the Office of Naval Intelligence, Maritime Intelligence Center.

1.1 Introduction.

Office of Naval Intelligence, Multimedia Audio-Visual Services and Product Production Department requires a large LED 1.2mm video wall system to replace/upgrade its current rear projection system located in the ONI Executive Conference Center. The contractor shall design, build and install a no bezel video wall and structured support system in accordance with Section 1.4.16 as well as other details provided herein.

1.2 Background.

1.2.1. Located within the National Maritime Intelligence Center (NMIC), Office of Naval Intelligence Command Department provides effective and timely dissemination of intelligence products to the United States Navy, Congress, the Pentagon, and the Intelligence Community. The multimedia audio-visual services and product production supports the Director of Naval Intelligence, ONI, Department of Defense (DoD) Intelligence Commands, and other command elements of the NMIC. In order to meet the demands of the global mission, a centralized location for strategic oversite of various operational requirements identified as a functional need. A large scale no bezel LED video wall capable of displaying one or several different sources simultaneously at HD or UHD resolution to maintain complete operational and situational awareness. Size approximately 17.72'x5.55' (4320x1350 Resolution).

1.3 REQUIREMENTS:

The scope of this effort is for the contractor to design/engineer, procure, and install a LED video wall solution listed in this statement of work

1.3.1 Office of Naval Intelligence (ONI) Executive Conference Center. To upgrade/ replace rear projection system with 1.2 mm LED video wall system standing approximately 17.72'x5.55' (4320x1350 Resolution) with the ability to accept DVI/HDMI HD/UHD inputs. The LED video wall system shall not be connected to any network to operate or update, as it will be installed in a Sensitive Compartmented Information Facility (SCIF). The system and its components shall not use NFC (near field communications) for calibration nor emit any RF or transmit IR to function. Video processing shall be a HDMI, DVI or DP source from Government owned device(s) LED panels shall be rated for 100,000 hours, serviceable, fan-less and mission critical 24/7 operational. The LED Wall shall have a 5 year warranty. Regulatory Compliance NRTL UL 60950-1, FCC Class A, CE EN60950-1, EN 55032 Class A and EN 55024, WEEE, CISPR 32/2015 and shall be TAA Compliant.

1.4 Specific Requirements, Tasks/Requirements Applicable to Video Wall System

1.4.1 The contractor shall submit a final design package for Video Wall System. The package shall consist of applicable drawings, BOM finalization, and delivery, installation, and training schedule for the government’s review/acceptance. The final design shall be submitted not later than 20 days after date of award. The purpose of the final design submittal is to reflect any minor changes that occurred to date. This is not an opportunity to change design or any pricing.

1.4.2. Mount or Frame for LED Wall shall be an approved mount system by the manufacturer of the LED panels.

1.4.3 All equipment shall be new and delivered in original packaging.

1.4.4 Video Wall Systems shall be TAA compliant and the contractor shall provide documentation from the equipment manufacturer certifying that the systems are TAA compliant.

1.4.5 The Contractor shall provide heat load in BTU’s of the system when operational.

1.4.6 The Contractor shall provide electrical A/C power requirement for proper operation.

1.4.7 The contractor shall follow all codes and facility requirements during installation.

a) Conduct within and about the facility.
b) Electrical codes (if applicable)
c) Building codes (if applicable)
d) Current Policy-If special requirements or actions due to security posture changes

Examples: HPCON, FPCON, Pandemic.

1.4.8 Equipment shall be installed by authorized manufacturer trained technicians.

1.4.9 Upon the completion of installation/commissioning, the contractor shall provide training for both the operational use of and any technical maintenance requirements of Video Wall System.

1.4.10 The contractor shall provide all documentation of factory warranty with point of contact information to include name, phone number, web sites, etc.

1.4.11 The ONI Executive Conference Center is a high-profile area within the National Maritime Intelligence Center and located in a secure facility. All non-cleared personnel are required to be escorted by a Cleared Government Representative at all times for the installation and while in the Facility.

1.4.12 The video wall system shall not require a connection to any outside or inside network to function or update, as it will be installed in a Sensitive Compartmented Information Facility (SCIF). The LED Wall system shall not use NFC (near field communications) for calibrations or emit any RF or transmit IR to function.

1.4.13 LED panels shall be rated for 100,000 hours, serviceable, fan-less and mission critical 24/7 operational. Regulatory Compliance NRTL UL 60950-1, FCC Class A, CE EN60950-1, EN 55032 Class A and EN 55024, WEEE, CISPR 32/2015.

1.4.14 Calibration: Upon the completion of installation/commissioning, technicians will ensure that all pixels are fully functioning, will repair or replace any LEDs that are completely black (red, green and blue inoperative) or discolored (either red, green or blue inoperative). LED Video Wall shall be calibrated, including image alignment, seam alignment, color, and brightness.

1.4.15 Warranty: The LED Wall panels shall have a minimum five year warranty.

1.4.16 LED 1.2mm Video Wall system, Office of Naval Intelligence Command (ONI) Executive Conference Center: The contractor shall design and furnish a 1.2mm LED Video Wall System capable of displaying one or several different sources with resolutions to (4320x1350) pixels simultaneously to maintain complete operational awareness. To uphold mission integrity, the equipment utilized to support these functions must be operationally ready 24/7 with minimal to no downtime. The display system will be comprised of 45 panels total in a 9x5 configuration. The 1.2 mm LED Video Wall when assembled together will create a pixel canvas 17.72'x5.55' (4320x1350 resolution) to fit in the area that is currently a plastic rear projection screen. The contractor shall install the video wall panels into the area currently a projection screen. The steel support structure will be assembled in the AV room behind the screen. The structure will be attached to the existing front wall flush to screen area and raised floor or concrete slab beneath. The support structure will allow LED panels to insert into open space where the projection screen was (resembling a 17.72ft by 5.55 ft window frame). Beneath the support structure in the AV room (roughly 40” AFF) shall be an area for up to two 19 Ru AV rack w/ wheels LED equipment power supplies, required cabling, furnished by the contractor. Location of AV racks can below or behind the mount for the video wall. Contractor shall provide trimming (cosmetic) black foam fabric wedges or other fabrication types to fill gaps in the area where the projector screen was to eliminate non-essential openings around the upper/lower, left and right sides of the Video Wall installed in what was plastic screen area. Redundant power to LED wall system shall be included. Rear service access versus front service access is preferred if sufficient space exists.

1.5 Government Provided Items.

1.5.1 Initial familiarization /orientation provided when on site.

1.5.2 Cleared Escort to, in, and from workspace area.

1.5.3 A/C Power for devices installed-prior to install with contractor provided spec.

1.5.4 Loading Dock access for unloading of hardware, tools, equipment.

1.5.5 Trash bin for disposal of trash located on-site at loading dock.

1.5.6 Paint color-codes for trim/touch up that requires painting if necessary.

1.6 Key Personnel.

1.6.1 The Government shall identify points of contact for this task order, to include Government Technical Representative and Ordering Contracting Officer (OCO), at time of award.

1.6.2 The contractor shall identify key personnel in the technical proposal regardless of the type of task. NOTE: Key personnel may not be removed from the task without express approval of the OCO. The OCO will attach a copy of the request and determination to the project files.

1.6.3 Quality Control. Contractor shall provide approved/ authorized equipment manufacturer installation personnel to assemble, test/ calibrate commission the system.

1.6.4 Records/Data. The contractor shall provide two hardcopies of all applicable manuals / technical literature for each component and one electronic copy. Additionally, the contractor shall provide as built documentation of video wall system.

1.6.5 Packaging/Packing/Shipping Instructions. Shipping to Office of Naval Intelligence, 4251 Suitland Rd. All delivery drivers must be cleared to enter compound. Please use access form SECNAV 5512.2 –allow at least 10 business days for background check approval.

1.6.6 Contractor shall submit SECNAV 5512.2 Base Access forms for all and any employees at least 10 business days prior to arriving on the Navy and GSA installation.

1.7 Work shall be performed at the Office of Naval Intelligence physical location in Suitland, Maryland 4251 Suitland Rd, Suitland MD. When work is required to be performed within spaces at the Office of Naval Intelligence, Suitland, MD, the contractor will coordinate with the COR as well as the acknowledgement of the applicable functional lead. When work is required to be performed within the contractor’s facility, the contractor will coordinate with the COR and acknowledged by the applicable functional lead of Performance/Hours of Operation.

Physical Delivery and installation will be at the Office of Naval Intelligence, 4251 Suitland Rd, Suitland, MD. General hours of operation are between 0630 and 1700 Monday through Friday. If equipment is being delivered by commercial delivery services such as UPS/FEDEX/USPC the Delivery address is Office of Naval Intelligence, 4251 Suitland Rd, C/O-POC for Contract Office, Washington DC, 20395

1.8 COVID 19 Policy-Check for current guidance of ONI and State of Maryland as the pandemic devolves or evolves.

1.9 Security.

This is an unclassified project, but the work will be conducted in a classified space. All contractor employees, to include delivery drivers, without a DoD CAC or Military ID Card must be vetted prior to arrival. A Department of the Navy Local Population ID Card/Base Access Pass Registration Form SECNAV Form 5512.2 must be thoroughly completed and emailed to the designated Government representative a minimum of 10 business days in advance of intended delivery/installation for permission to access the facility. Persons attempting to access the NIMIC Facility must be background checked and approved prior entering the Federal compound.

2.0 Prohibited Items.

g. CD Players

h. RF ID Tags – Active

k. Firearms and Dangerous Weapons (Numchucks, ASP, Pepper Spray, Mace)

l. IPOD’s, MP3 Players and like digital audio, video, photographic, magnetic, and optical equipment)

m. All other RF transmitters not described in this list (except for RF remote car locking/alarming devices)

n. Chemical or Biological Materials

o. Thumb Drives

p. Cameras

q. Computers/Laptops/Tablets

r. Radios

s. Televisions, DVD Players

t. DVD’s/CD’s

u. Alcohol

v. Corrosive Chemicals

w. Explosive or Combustible Materials

3.0 Packaging/Packing/Shipping Instructions. Shipping to Office of Naval Intelligence, 4251 Suitland Rd. All delivery drivers must be cleared to enter compound. Please use access form SECNAV 5512.2 –allow at least 10 business days for background check approval.
