LIMITED SOURCE JUSTIFICATION AND APPROVAL (LSJ)

1. IDENTIFICATION OF REQUESTING AGENCY AND CONTRACTING OFFICE:

2. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED:

This Limited Source Justification (LSJ) for upgrading the current Executive Conference Center rear projection system at Naval Intelligence. This is a solution to replace current large screen 3 rear projection system with a no-bezel UHD LED Wall. The panels shall be assembled together to render a 1.2mm 17.72'x 5.55' (4320x1350 Resolution) no-bezel UHD LED Display System. Devices shall be TAA Compliant and IA/SSO approved for use in the NMIC facility. LED Wall control system shall accept HDMI input from GFE wall processor.

Mounting system must be approved by the LED Wall manufacturer.

3. A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY NEED

(INCLUDING THE ESTIMATED VALUE):

The required items:

Design build and install a 1.2mm 17.72'x 5.55' (4320x1350 Resolution) UHD LED Display System.

Devices shall be TAA Compliant and IA approved for use in the NMIC facility. LED Wall control system shall accept HDMI input from GFE wall processor.

Mounting system must be approved by the LED Wall/ Panel manufacturer.

The LED video wall system shall not have or require any connection to any outside network to operate or update, as it will be installed in a Sensitive Compartmented Information Facility (SCIF). System shall not have NFC (near field communications) for calibrations nor emit any RF or transmit IR to function.

Video Wall processing shall be Government owned device(s) of mission critical 24/7 standards. LED panels shall be rated for 100,000 hours, serviceable, fan-less and mission critical 24/7 operational.

Regulatory Compliance NRTL UL 60950-1, FCC Class A, CE EN60950-1, EN 55032 Class A and EN 55024, WEEE, CISPR 32/2015 and shall be TAA Compliant. The installation must be completed by manufacturers trained and certified technicians.

4. IDENTIFICATION OF JUSTIFICATION RATIONALE (SEE 8.405-6(a) & (b) OR 16.505 (b)(2)(i)(A)

TO (E)) AND, IF APPLICABLE, A DEMONSTRATION OF THE PROPOSED CONTRACTOR'S

UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY OR SERVICE. IN

ACCORDANCE WITH:

(Check the appropriate FAR citation/title permitting other than full and open competition:)

i. FAR 8.405-6 (b)(1) - An item peculiar to one manufacturer (e.g., a particular brand name, product, or a feature of a product, peculiar to one manufacturer).

ii. FAR 8.405-6(a)(1)(i)(A) - An urgent and compelling need exists, and following the ordering procedures would result in unacceptable delays.

iii. FAR 8.405-6(a)(1)(i)(B) - Only one source is capable of responding to the unique or specialized nature of the work.

iv. FAR 8.405-6(a)(1)(i)(C) - The new work is a logical follow-on to an original Federal Supply Schedule order or BPA. (Note: The original order must have been placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order must not have been previously issued under sole source or limited source procedures)

v. DFARS 208.405-70(b) - Each order exceeding $150,000 shall be placed on a competitive basis in accordance with DFARS 208.405-70(c), unless this requirement is waived on the basis of a justification that is prepared and approved in accordance with FAR 8.405-6 and includes a written determination that--

(1) A statute expressly authorizes or requires that the purchase be made from a specified source; or

(2) One of the circumstances described at FAR 16.505(b)(2)(i)(A) through (E) applies tothe order. Follow the procedures at PGI 216.505-70 if FAR 16.505(b) (2)(i)(B) or (C) is deemed to apply.

vi. FAR 16.505(b)(2)(i)(A) - The agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays;

vii. FAR 16.505(b)(2)(i)(B) - Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized;

viii. FAR 16.505(b)(2)(i)(C) - The order must be issued on a sole-source basis in the interest of economy and efficiency as a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.

ix. FAR 16.505(b)(2)(i)(D) - The order is necessary to place an order to satisfy a minimum guarantee.

x. FAR 16.505(b)(2)(i)(E) - For orders exceeding the simplified acquisition threshold, a statute expressly authorizes or requires that the purchase be made from a specified source.

xi. DFARS 216.505-70(b) Each order exceeding $150,000 shall be placed on a competitive basis in accordance with DFARS 216.505-70(c), unless this requirement is waived on the basis of a justification that is prepared and approved in accordance with FAR 8.405-6 and includes a written determination that --

(1) A statute expressly authorizes or requires that the purchase be made from a specified source; or;

(2) One of the circumstances described at FAR 16.505(b)(2)(i)(A) through (E) applies to the order. Follow the procedures at PGI 216.505-70 if FAR 16.505(b)(2)(i)(B) or (C) is deemed to apply.

5. IF PURSUING AN EXCEPTION PER FAR 8.405-6 (b)(1) NAME BRAND DESCRIBE IN DETAIL

WHY A PARTICULAR BRAND NAME, PRODUCT, OR A FEATURE OF A PRODUCT, PECULIAR

TO ONE MANUFACTURER MUST BE USED. IF PURSUING AND EXCEPTION PER FAR 16.505,

PROVIDE JUSTIFICATION AND RATIONALE FOR USING THE AUTHORITY. THIS IS DIFFERENT

FROM THE JUSTIFICATION FOR THE REQUIREMENT. DESCRIBE HOW THIS ACTION

REQUIRES THE USE OF THE AUTHORITY CITED. IF APPLICABLE, IDENTIFY THE PROPOSED

OR POTENTIAL CONTRACTOR(S), AND INCLUDE A DISCUSSION OF THE PROPOSED

CONTRACTOR'S UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY OR

SERVICE.

6. DETERMINATION BY THE ORDERING ACTIVITY CONTRACTING OFFICER THAT THE ORDER

REPRESENTS THE BEST VALUE (FAR Part 8) OR FAIR AND REASONABLE (FAR Part 16):

Competition will be sought via unrestricted as the requirement is not on the mandatory DoD Contract.

The Contract Specialist will perform price analysis to ensure the price paid is determined to be fair and reasonable. The resultant order will represent the best value (as defined in FAR 2.101) and results in the lowest overall cost alternative (considering price, special features, administrative cost, etc.) and represent the best value to meet the government's need.

7. DESCRIPTION OF MARKET RESEARCH CONDUCTED AMONG SCHEDULE HOLDERS AND

RESULTS,

STATEMENT OF REASON MARKET RESEARCH WAS NOT CONDUCTED:

Market research was conducted. Five years of researching options and the developing mission support requirements has led ONI to a few companies with UHD LED Display Systems that meet IA, Security system operations, warranty and life hour requirements.

Market research was conducted utilizing trade shows, conferences, manuals, on-line searches, networking with other AV DoD /I C Centers, vendor site visits, attending (National Association of Broadcasters) NAB), Gov Expo, INFO-Com Conferences, International Security Conferences.

The product shall be Mission Critical Designed for 24/7 operation with 5 year Federal Warranty.

a. An Acquisition Plan is not required. This acquisition is below the thresholds prescribed in DFARS 207.103 for a written acquisition plan.

b. The Acquisition plan covering this requirement is attached. ONI requirement for service contracts over $150,000.00
