1.0 GENERAL SCOPE:
The Architect-Engineer shall provide all materials and services for Base Electrical System
Study
2.0 PROJECT DESCRIPTION:
2.1 Muniz Air National Guard Base Power Electrical Distribution system consist of a main underground three phase 4,160V electrical feeder coming from Puerto Rico Electrical
Power Authority (PREPA) existing switch unit 24 (SU-24).This feeder provide power to a main switch unit located next to building 11. Electrical system metering equipment is located in this switch. From the main switch seven underground 4,160V electrical feeders conform the backbone of the base primary distribution system.
2.2 Perform an electrical system study to the Power distribution system of Muniz Air
National Guard Base, Carolina, Puerto Rico. The evaluation should consider the health of the facility’s electrical power distribution system. With the results of the evaluation, provide documentation of existing electrical system configuration, overall system condition, improvement needs and electrical system availability and reliability.
3.0 OBJECTIVES AND MILESTONES:
3.1 Perform an electrical load study (Voltages, VA, Watts, Power factors currents etc.) and power quality assessment throughout the installation of power recorders and or harmonic analyzer at the main switch unit (4.16kV) and to all the distribution transformers.
3.2 Perform visual inspection as necessary to the Base Main electrical distribution system, including main switch unit, substation A and B, distribution transformers, underground primary feeders, electrical manholes etc.
3.3 Contractor is responsible of provide manpower and materials to open manholes and provide dewatering system if necessary to perform the electrical manholes inspections.
3.4 The contractor shall provide all labor, equipment, supplies, consultant services and all site investigations, surveys, analysis and verification of existing electrical system in order to complete this study.
3.5 Attend a preliminary conference to discuss the requirements and walk through of the area. Gather required information to begin the assessment.
3.6 Contractor Qualifications: The study shall be prepared by a qualified Registered
Professional Electrical Engineer licensed in Puerto Rico working for an Electrical
Testing Company (NETA Full member Company) with a least 10 years of experience performing this type of studies and analysis.
3.7 Develop an Electrical System Study Report. Attend a report review meeting.

3.8 .Incorporate report review comments into report. Submit Final report package. Include all requirements from contract.
4.0 DETAILED DESCRIPTION OF SUBMITTALS
4.01 (Provide a minimum of the following) The contractor shall prepare an as built drawings (22" X 34") of the electrical system one line diagram and electrical site plan for the electrical primary distribution system, utilizing Muniz ANG Base
CADD standards at working scale with a Cover Sheet in Standard format depicting the project name and number, half size sets are 11” x 17”.
4.02 A complete Electrical System Study Report which includes as a minimum the following:
1. Basis, description, purpose, and scope of study.
2. Tabulations of the data used to model the system components and a corresponding one line diagram.
3. Descriptions of the scenarios evaluated and the basis of each.
4. Tabulations of power, RMS current, RMS Voltage, Peak Voltage, power factor versus equipment ratings. The tabulation shall identify percentage of rated load and the scenario for the percentage is based. Overloaded equipment shall be clearly noted.
5. Tabulations of calculated voltage distortion factors, current distortion and individual harmonics vs the limits specified by ANSI/IEEE519.
6. Comparison equipment nameplate data with available drawings and specifications.
7. Inspection of physical and mechanical conditions.
8. Inspection of anchorage, alignment, grounding, and required area clearances.
9. Conclusions,recommendations and recommendations estimated cost.
4.03 The 100% Final report specifications shall be submitted using Word for Windows version 6.0. In addition a PDF copy of the final report will be required. The report shall be placed on compact disks. All report shall be typed on 8 1/2" X 11" pages
(maps, drawings, and spreadsheets may be fold out pages).

5.0 GENERAL REQUIREMENTS:
5.1 Only the Contracting Officer can change the scope of the work described in this
Statement of Work. The government is under no obligation to compensate the
Contractor for work performed outside of the scope of this task order without prior written approval of the Contracting Officer. The Contractor is therefore cautioned that performing work beyond that described here, without first receiving written direction, will be done at the Contractor’s expense without recourse against the government or its agents.
5.2 Changes to the scope of this task assignment, which the Contractor feels to be in the best interest of the government, may be submitted to the Contracting Officer for consideration. Any such request for changes must be made at or before the preliminary submittal.
