STATEMENT OF WORK
Removal of Hazardous Waste from a Casemate and El Morro Gunpowder Magazine
San Juan National Historic Site
Castillo San Felipe del Morro
SCOPE: In accordance with the terms and conditions of the Contract, the Contractor shall perform the work of this statement of work for the National Park Service (NPS) as described herein.
The services shall include the provision of all DOT approved containers to remove hazardous waste from a casemate and the gunpowder magazine at Castillo San Felipe del Morro. The contractor will transfer the hazardous materials to the containers and will transport them from the park to a DOT approved facility for disposal. Finally, the contractor shall provide written documentation of disposal of hazardous waste following all Federal and state regulations.
CONFIDENTIALITY: The information developed under Statement of Work is the property of the U.S.
government and shall be kept in strict confidence. Proprietary or copyrighted material may not be included into the report document unless approved by the Contracting Officer.
PERFORMANCE PERIOD: The work performed under this Statement of Work shall be completed in approximately 5 days in duration from the issuance of a notice to proceed. Contractor must be able to start work within the next day upon receipt of the notice to proceed.
WORK SCHEDULE: Work shall be performed from Monday to Friday between 8:00 am -5:00 pm.
Contractor shall plan to be on site no more than 40 hours weekly.
GENERAL CONSIDERATIONS: Park housing is NOT available for this project. Transportation to and from the site will be the responsibility of the contractor. The park will provide access to the site.
I. PROJECT BACKGROUND
The park conducted an assessment of metal objects and recommended treatment for the artillery shells and cannons that are part of the museum collection. The proposed treatment included the U.S Army shells and proposed the use of chemicals to reduce the concentration of deteriorating agents. In a safety inspection conducted in 2019, the NPS detected the presence of lead on one of the vats. It was decided to complete a sampling to determine which vats contained chemical byproduct that could constitute hazardous waste (see attached report). After the sampling was completed (2020), the park is ready to dispose of the waste generated by the project following all applicable laws and regulations.
II. STANDARDS
All work conducted under this Statement of Work shall be performed by a company certified in hazardous waste management and disposal.

All work performed under this Statement of Work shall be derived with the expectation of compliance with:
NPS law and policy, specifically the standards contained in Director’s Order 13 A:
Environmental Management Systems, and its corresponding Reference Manual.
Occupational Safety and Health Administration (OSHA) laws, standards, and regulations.
Environmental Protection Agency standards for handling, packing, transporting, shipping, and disposing of hazardous materials.
Local codes as required.
III. GENERAL DESCRIPTION OF WORK:
The work shall include, but not be limited to, the following components:
Provide 50, DOT approved containers (55 gallons) to transfer and transport hazardous materials.
Transfer the hazardous materials to containers.
Establish spill prevention control (SPCC) measures while performing work on site.
Transport hazardous materials outside of the park.
Dispose of hazardous materials in an approved hazardous materials disposal facility.
Provide the park with written report with manifesto of hazardous materials disposal.
IV. DATA AND MATERIALS TO BE PROVIDED BY NPS
The items outlined herein will be provided (or have previously been provided) by the NPS for the use of the contractor, as required for the express purpose of completing the services required in this contract.

V. CONTRACTOR’S MINIMUM SAFETY REQUIREMENTS
A. GENERAL
Comply with requirements set forth in Executive Order No. 13991: Protecting the Federal Workforce and Requiring Mask-Wearing.
Plan for possible emergency situations, such as floods, cave-ins, slides, and wind storms. Such planning shall take into consideration the nature of the work done, site conditions, and degree of exposure of persons and property.
Conduct daily safety meetings for all personnel. These meetings shall be used to review the effectiveness of the Contractor's safety effort, and to resolve current health and safety problems.
First Aid: Have adequate training to ensure prompt and efficient first aid.
B. QUALIFICATIONS OF EMPLOYEES

Ensure that employees are physically qualified to perform their assigned duties in a safe manner.
Do not allow employees to work whose ability or alertness is impaired because of drugs, fatigue, illness, intoxication, or other conditions that may expose themselves or others to injury.
Operators of vehicles, mobile equipment, hoisting equipment, and hazardous plant equipment shall be able to understand signs, signals, and operating instructions, and be capable of operating such equipment. Provide operating instructions for all equipment.
C. PROTECTIVE EQUIPMENT
Inspect personal protective equipment daily and maintain in a serviceable condition. Clean, sanitize, and repair, as appropriate, personal items before issuing them to another individual.
Inspect and maintain other protective equipment and devices before use and on a periodic basis to ensure safe operation.
VI. PROJECT PERSONNEL

B. CONTRACTOR REPRESENTATIVES:
1. The Contractor will submit a list of key personnel assigned to this project. The list should include a brief description of the roles and responsibilities for each key person.
2. The Contractor must request permission in writing from the Contracting Officer before substituting key project personnel.
3. The Contractor will transact contract matters solely with the Contracting Officer or her designated representative.

VII. WORK SITE:
Work will be conducted at Castillo San Felipe del Morro. Access to the work site will be through the El Morro Road. Vehicles on the road will observe speed limit (5 MPH). Contractor will be provided with a temporary parking pass which should be on display at all times. Parking for vehicles performing work will be at the top left-hand side of the Esplanade of el Morro.
