SOLICITATION 140P5421Q0027 QUESTIONS

1. I am hoping to find out if there is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement. If this is a follow-on requirement, could you please provide the previous contract or task order number? IT

IS A NEW REQUIREMENT.

2. What are the RCRA hazards associated with the contaminated water--Have you classified it as a general hazardous waste which has a number of UN1995? IT IS UNCLEAR FROM THE

REPORT BUT IT SEEMS THAT THIS IS THE CASE.

3. What is the concentration of the lead in the hazardous waste drums? SEE REPORT

4. Do you estimate that no more than 50, 55 gallon drums will be required to empty the containers of contaminated water? YES

5. Do the containers need to be decontaminated--If they do is there a requirements for how much of what solvent must be used ? NO. CONTAINERS SHOULD BE DISPOSED OF.

6. Do you have any estimate for the amount of solids in the collection containers? NO.

7. Do any residual solids need to be cleaned out of the collection containers? IF PRESENT, YES.

8. Will the analysis report be provided? YES

9. Because of the complexity of the materials and equipment to be used and considering that the facility has a flow of visitors can it be considered being able to work on an extraordinary schedule beginning (6:00 AM)? YES

10. Because of the limited access to the facility, the only way to manage this material is repacking in 55- gallon drums, could the following be allowed?

a. Repacked in 55-gallon drums and have them storage in the facility until a maximum of 24 drums are accumulated to be able to coordinate the pick-up of them? This is because the 40’ container cannot be taken to the facility. YES

b. Could a special equipment such has a (Sky track or forklift) be used to be able to handle the movements of the drums that will be generated. Since heavy equipment’s (Trucks or Containers) can’t be used or moved to the entranced of the facility, could it be viable to move from the entrance to were the truck will be located using the driveway considering during these movements before 9:00AM, before the facility is open to public. AS LONG

AS EQUIPMENT MEETS SIZE/WEIGHT REQUIREMENTS THIS CAN BE

ALLOWED. DRIVER NEEDS TO HAVE APPROPRIATE LICENSE TO

OPERATE EQUIPMENT

11. It indicated that the performance should be completed in 5 days, once the receipt of notice. Can this period of performance be extended from 5 days to approximately 26 days? Issues are as follows:

a. If the samples are needed to be re-taken it would take approximately 10 days to have new results. WHY WOULD SAMPLES NEED TO BE RETAKEN?

b. If the existing samples are valid, it takes approximately 5 to 7 days to have material and manifest prepared before the commissioning.

c. After all the material has been approved for disposal, because of the limitations of equipment’s, and working hours we estimate it would take 10 days to have the completion of the repacking and transfer of the material to the assigned transfer point (40’ container).

ANSWER: THE PARK’S CONCERN IS FOR THE REMOVAL OF THE MATERIALS

FROM THE SITE. IN OTHER WORDS, WE WOULD LIKE FOR THE WORK ON THE

SITE (EL MORRO) TO TAKE NO LONGER THAN 5 DAYS. THIS CAN BE

EXTENDED TO TEN WORKING DAYS BUT WE WOULD LIKE FOR WORK ON SITE

TO BE COMPLETED AS FAST (AND SAFE) AS POSSIBLE.
