For the 19 Barrack Buildings, work includes replacing deteriorated wooden plenum boxes with new insulated aluminum plenum boxes, installing 5/8" Type X drywall in mechanical rooms, replacing electrical disconnects, updating fire alarm control panel batteries with 48-hour testing, and replacing all return air and outside air filters. Natural gas piping shall be reused where possible with new flexible connections from cutoff points to furnace units. Ductwork must be reused and re-insulated with 3-inch foil-back insulation per SMACNA standards. The Latrine Buildings require similar HVAC replacements but retain existing plenum boxes and condensate piping. All work must comply with mechanical industry standards, manufacturers' recommendations, International Building Code, SMACNA, and the National Electrical Code.

The contractor shall complete all work within 130 calendar days of proceed notification, coordinating performance five working days in advance and working on a maximum of three buildings concurrently. All work must be performed between 7:30 a.m. and 4:00 p.m., Monday through Friday, excluding state holidays. The contractor is responsible for providing all lifts, scaffolding, and equipment; protecting adjacent surfaces and building contents from water damage; and disposing of all removed materials off government property. A one-year warranty is required for materials and workmanship, with new HVAC condensers carrying a five-year compressor warranty. Operating and Maintenance Manuals in four copies must be submitted in ring-binder format. Equipment submittals using ENG Form 4025 (original plus three copies) are required for HVAC units, disconnects, and thermostats prior to material ordering.
