Cheyenne River Agency BIA Roads Building No. 2011 Window Replacements
Statement of Work February 2025
BACKGROUND
The Cheyenne River Agency (CRA) located is Eagle Butte, South Dakota. CRA is located at P.O.
Box 325 (24343 U.S. Highway 212) Eagle Butte, South Dakota 57625. The physical address of the work site is 2011 D Street, Eagle Butte, South Dakota 57625.
The Roads Building was established around 1959. The windows were installed around that time.
Two of the windows are broken and boarded up, which require replacements.
The project will include all labor, transportation, equipment, materials, testing, professional services, incidentals and certifications necessary for the complete installation. The replacement materials shall meet current industry standards.
Any engineering/engineering services required for the complete installation shall be the responsibility of the Contractor.
All materials and workmanship shall comply or exceed the requirements of the latest addition of the NFPA 5000 Building Construction and Safety Code.
SCOPE
The Contractor shall remove existing window installations that are broken and provide complete fully functioning energy efficient windows including installation. At a minimum, this project consists of the following or equal as approved by the Contracting Officer:
Contractor will:
1. Removal and proper disposal of the existing window installations that are broken.
2. Provide all the materials needed for the new windows and installations
Frame in opening, install new windows, extension jambs, interior trim, and exterior trim
Provide brand name or equal the following items:

Salient features (provide equivalent or better compared to the listed brand name) of the above items include:
o U-Factor (U-Value) o Solar Heat Gain Coefficient o Air Leakage as measured in cubic feet per minute per square foot o Visible Transmittance (VT) o Condensation Resistance (CR) o Performance Grade (structural strength against wind, rain, and pressure measured in pounds per square foot.)
3. If hazardous materials are found, this project will require the hazardous material to be removed and disposed of properly in accordance with all applicable regulations. The contractor shall immediately notify the Contracting Officer’s Representative if hazardous material is found and await instruction. A negotiated contract modification may be necessary to address this unexpected condition.
4. Store all products according to manufacturer’s recommendations and in manufacturer's unopened, labeled packaging until they are ready for installation.
5. Proceed with work only when existing and forecast weather conditions permit work to be performed in accordance with Manufacture’s recommendations
6. Color: As selected from manufacturers’ full range by Agency Facility Manager.
WARRANTY
All materials and workmanship used in this project shall be warrantied for a period of not less than but not limited to one (1) year (or extended by manufacturer’s warranty) from the date of acceptance. The work shall be performed by a contractor who regularly engages in the business of assembly and installation of such materials as stated in this statement of work.
CONTRACTOR USE OF PREMISES
The contractor shall limit its use of the premises to the work indicated, as to allow for tenant occupancy and use. During the entire construction period, the Contractor shall coordinate the use of the premises for construction operations with the Cheyenne River Agency, Bureau of Indian Affairs, Facility Management.
The project site will be open to the contractor from Monday through Friday, with the exception of federal holidays, for the duration of the project. The project schedule is to be based on a normal 40-hour work week. The contractor shall establish a normal work week scheduled for the duration of the project.
OTHER REQUIREMENTS
Contractors are required to pay tribal taxes and licensing fees. The contractor can contact the TERO Program at (605) 964-8376 and the Cheyenne River Sioux Tribe (CRST) Finance Department at (605) 964-8344 to learn more about Tribal tax requirements. Indian Affairs does not assess taxes, and will not be involved in the relationship between the contractor and any tax assessing entities.
The Cheyenne River Sioux Tribe (CRST) requires that businesses operating on the reservation attain and maintain a tribal business license. The vendor and their subcontractor(s) shall be responsible for complying with these requirements. Licensing is governed by the CRST Revenue Department. Indian Affairs does not issue licenses, and will not be involved in the relationship between the contractor and any licensing entities.

PERIOD OF PERFORMACE
The period of performance is 90 calendar days from the Notice to Proceed. The Contractor shall provide written notification to the Contracting Officer’s Representative when the material has been ordered and when the projected delivery date is expected.
PROJECT COMPLETION
At the culmination of the project (agreed upon by Contractor Site Supervisor, Facility Manger, and Contracting Officers Representative) acceptance of the final work will be determined by the Contracting Officer’s Representative. At the end of this project, the Contracting Officer’s Representative and the Contractor will both agree and sign off on completion of the contract. At this time the job will be certified, and the warranty period will begin.
