Quoters must submit responses via email to Jodi Zachary at jodi.zachary@bia.gov with completed Standard Form 1449 (blocks 17a, 30a, 30b, 30c, and 20), firm fixed price quote for line item 00010, completed representations and certifications pages, Indian Economic Enterprise (IEE) Representation Form, and company information including SAM Unique Entity Identifier. Quotes must remain valid for a minimum of 30 calendar days after the due date. The Government will award to the lowest-priced technically acceptable offeror, evaluating price first and only examining technical acceptability of the lowest-priced offer. Technical submissions will be evaluated on an acceptable or unacceptable basis. Contractor inquiries must be submitted by February 17, 2026 at noon Pacific Time. Payment requests must be submitted electronically through the U.S. Department of Treasury's Invoice Processing Platform (IPP) system and must include order number, deliverable description, price, and delivery date. SECTION 1 INTRODUCTION
1.1 GENERAL
This is a combined synopsis/solicitation for construction prepared in accordance with the format in Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested.
To respond to this solicitation, you must have an active SAM.gov profile.
1.2 AWARD TYPE
The Government contemplates awarding a Firm-Fixed-Price (FFP) Construction Purchase Order.
The project magnitude is between $2,000 and $25,000.
1.3 SET ASIDE
This requirement is set-aside 100% for Indian Small Business Economic Enterprises (ISBEEs).
1.4 DOL WAGE DETERMINATION
Davis-Bacon Act WD #: SD20260012 dated 1/2/2026 is applicable to this RFQ and resulting award.
1.5 ANTICIPATED PERIOD OF PERFORMANCE
All work shall be coordinated and completed within (90) calendar days after receipt of order (ARO).
SECTION 2 GENERAL ORDER TERMS & CONDITIONS
System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations, including 52.223-22, Public Disclosure of Greenhouse Gas Emissions and Reduction Goals—Representation, and paragraph (t) of 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services. Agencies will not consider or use these representations. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

Non-Payment for Unauthorized Work
No payments will be made for any unauthorized changes to the work specified herein. This includes any work performed by the vendor of their own volition or at the request of an individual other than a duly appointed Contracting Officer. Only a duly appointed Contracting Officer is authorized to change the specifications, terms, and conditions under this effort.
Technical Direction
Contracting Officer (CO) – The term refers to the Bureau of Indian Affairs (BIA or Bureau) employee who signs the Contract on behalf of the Federal Government. The Contracting Officers Representative (COR) is a person specifically designated and authorized to represent the CO. The COR will monitor all progress during the performance period. The Contracting Officer (CO) has the overall responsibility for the administration of this contract. (a) As required by sections 744 and 745 of Division E of the Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L. 113-235), and similar provisions, if contained in subsequent appropriations acts, the Government will not enter into a contract with any corporation that–
(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless an agency has considered suspension or debarment of the corporation and made a determination that suspension or debarment is not necessary to protect the interests of the Government; or
(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless an agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.
(b) The Offeror represents that–

FAR 52.212-2 Evaluation—Commercial Products and Commercial Services (Nov 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Quotes will be evaluated based on lowest price - technically acceptable.

Technically unacceptable quotes will NOT be considered for award, regardless of price.
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
