About this file
This Statement of Work (SOW) details a security system upgrade for the 701 MUNSS Command Post at Kleine-Brogel, Building #293. The project involves installing a new Automated Entry Control System (AECS) to meet Level III security standards, requiring three-factor authentication (card reader, PIN, and biometric). Key tasks include installing biometric, proximity, and keypad readers, integrating with the Vindicator system, and implementing comprehensive alarm functions such as invalid PIN detection, duress PIN response, and anti-pass back monitoring.
The project is estimated to cost $26,600, with labor costs of $18,000 for two senior technicians working 120 hours each, equipment costs of $2,600 for a HID RKLB40 Enclosure, and $6,000 in travel expenses. The performance period is three weeks, with a six-week logistics lead time for materials procurement. The installation must comply with AFI 31-101, AFMAN 10-207, and HSPD-12 requirements, including background checks and non-disclosure agreements. The system will be fully tested to verify functionality of access controls, alarm systems, and integration with existing security infrastructure.

STATEMENT OF WORK
701 MUNSS Command Post Minor Reconfiguration Project ID: ______________ Date: 22MAR2025
1.0 BACKGROUND
The current Command Post located at Kleine-Brogel, Building #293, does not meet the required Level III Automated Entry Control System (AECS) standards as delineated in DAFI 31-101 and AFMAN 10-207. The existing system requires integration with the Vindicator system to enhance monitoring capabilities and improve security in the entry control area.
The proposed installation of a new AECS, as outlined in the request from 701 MUNSS/S5S, aims to ensure compliance with security requirements pertaining to entry control and alarm annunciation protocols. Additionally, this upgrade will facilitate the integration of security technologies that meet the necessary standards for restricted areas containing PL-1 (non-nuclear) resources. The system will be designed to comply with Level III AECS requirements, incorporating multi-factor authentication and integrating the necessary alarm functions to meet operational and security objectives.
2.0 SCOPE
This project aims to reconfigure the Command Post at Kleine-Brogel, Building #293, to install a new Automated Electronic Control System (AECS) at the entry control point. The scope of work includes the installation of biometric, proximity, and keypad readers, reconfiguration of the Common Access Card (CAC) control system, and integration of these systems with the Vindicator system. The new AECS will be designed to meet Level III requirements, which include multi-factor authentication (e.g., card reader, PIN, biometric), as well as the necessary alarms and monitoring functionalities as outlined in AFI 31-101.
Key Tasks:
Installation of AECS Equipment: Install new biometric, proximity, and keypad readers.
Conduit Installation: Install 80 feet of 3/4-inch EMT conduit for wiring.
System Integration: Retain the badge assignment system in the Command Post, ensuring it remains functional for assigning badges, biometric data, and PINs. The RAB machine in Pass & Reg will not be relocated.
Cabling and Termination: Pull and terminate new cabling as required.
System Programming: Program and test the Vindicator system to ensure full functionality.
3.0 PERIOD OF PERFORMANCE
The base period of performance for this project is three weeks from the contract initiation date.
Logistics Lead Time: Six weeks for materials procurement.
Project Duration: Estimated at three weeks for installation and testing.
4.0 OBJECTIVES
Task 1: Install the AECS and integrate it with the Vindicator system at the Command Post.
Task 2: Ensure that all equipment complies with the specifications outlined in DAFI 31- 101, Section 5.8.6, and AFMAN 10-207.
Task 3: Conduct comprehensive testing to verify the system’s full functionality and compliance with security standards, including alarm annunciation for tailgating, failed entry attempts, and duress alarms.
Task 4:
o 5.8.6. Automated entry control system (AECS) requirements for restricted/controlled areas. AECS is a subsystem of the overall security sensor system. AECS is divided into three levels, and where employed must meet the following requirements:
o 5.8.6.1. Level I. Use a minimum Level I system to control entry into controlled areas containing PL-4 resources. (T-3) Level I systems use a credential reader to read entry data encoded on the card.
o 5.8.6.2. Level II. Use a minimum Level II system to control entry into restricted areas containing PL-2 or PL-3 resources. (T-2) Level II systems use two factor authentication, a card reader, and either a personal identification number (PIN) or a biometric authenticator.
o 5.8.6.3. Level III. Use a minimum Level III system to control entry into restricted areas containing PL-1 (non-nuclear) resources. (T-2) Level III systems use three factors, a card reader, a PIN, and a biometric authenticator.
o 5.8.6.4. Required Alarms. Required alarms to SF will include invalid PIN (three failed attempts to gain entry); prearranged duress PIN; invalid badge; incorrect biometric (Level III AECS only); unauthorized time period; anti-pass back (attempting entry with a valid badge that has already been used for successful entry); and tailgating. (T-2) Exception: Anti-pass back monitoring applies to Level III systems only but must be a configurable option for Level I and Level II.
Tailgate monitoring applies to Level III systems only and is not required when the booth is under constant observation by SF.
o 5.8.6.5. Temporary Badges. Develop local procedures for temporary badges.
