About this file
This document is a Statement of Work (SOW) for engine crankcase and crankshaft reconditioning for two separate work items, both involving MTU 20V4000M93L engine components for the US Coast Guard. The SOW requires a contractor to perform detailed remanufacturing services on crankcases and crankshafts, including hot tank cleaning, cylinder bore machining, surface resurfacing, magnetic and visual inspections, polishing, and component replacements. Each work item involves reconditioning one crankcase and one crankshaft, with specific line items (CLINs) detailing precise mechanical restoration requirements.
The solicitation (70Z04025QBLKNCRNK) is for commercial items using simplified acquisition procedures, with quotes to be submitted by 7/9/2025 at 9:00 AM Eastern. Award will be made on a best value basis, evaluating technical requirements, deadline adherence, and pricing. The period of performance for each work item is approximately one month, with an estimated shipping date of 01 August and performance period of 15 August - 15 September. Key points of contact include Kenneth Tankersley (Contracting Officer), LCDR Marie De Visser (Project Manager), and Walt Skowrunski (Shop Supervisor), all from the US Coast Guard.

2. REFERENCES
3. REQUIREMENTS
3.1 CLIN-001: CRANKCASE (P/N EX59403100001) CYLINDER LINER BORE
3.1.1. Government shall provide one (01) 20V4000M93L crankcase. The crankcase will be in a condition that allows for standard machining and repair. If, upon receipt and inspection, there is additional damage or wear beyond this condition, the Contractor shall submit a Condition Found Report (CFR) to Government stating the additional work required and recommend activation of optional CLINS under this contract or provide the associated costs as a result of the actual condition upon receipt.
3.1.2. Contractor shall provide one (01) reworked / remanufactured crankcase. At minimum, remanufacture work shall include:
3.1.2.1. Hot tank clean (as required by manufacturer’s technical standards) prior to commencement of work
3.1.2.2. Machine cylinder bores to stage 1. Contractor shall select a methodology that does not require manual repositioning of boring mechanism or crankcase. Instead, utilize a single, stationary baseline / reference plane. Install repair sleeves if needed. Install stage 1 cylinder O-ring style liners. Install soft plugs and appropriately sized camshaft bearings.
3.1.2.3. Final cleaning (as required by manufacturer’s technical standards).
3.2 CLIN-002: CRANKCASE DECK MACHINING
3.2.1. IF AUTHORIZED BY CONTRACTING OFFICER, Contractor shall re-surface and machine crankcase surfaces, as necessary, in order to return surfaces to manufacturer’s technical standards and ensure an acceptable sealing surface for cylinder head installation.
3.2.2. If existing defects/voids prevent re-surfacing without spray weld repairs, conduct spray weld repairs prior to re-surfacing, as required, and in accordance with manufacturer’s technical standards.
3.3 CLIN-003: CRANKLINE BORE
3.3.1. IF AUTHORIZED BY CONTRACTING OFFICER, Contractor shall machine crank line bore of crankcase provided under CLIN-001 to restore crank line to manufacturer’s requirements.
3.4 CLIN-004: CRANKSHAFT (P/N EX52801100039) CONDITIONING
3.4.1. The Government shall provide one (01) crankshaft. The crankshaft will be in a condition that allows for standard machining and repair. If, upon receipt and inspection, there is additional damage or wear beyond this condition, the Contractor shall submit a Condition Found Report (CFR) to the Government stating the additional work required and the associated costs.
3.4.2. The Contractor shall provide one (01) reworked/remanufactured 20V4000M93L crankshaft. At minimum, remanufacture work shall include:
3.4.2.1. Removal of counterweights
3.4.2.2. Hot tank clean (as required by manufacturer’s technical standards)
3.4.2.3. Provide results of magnetic and visual inspection of crankshaft and counterweights
3.4.2.4. Polish crankshaft
3.4.2.5. Install counterweights
3.4.2.6. Thoroughly flush oil passages
3.4.2.7. Renew all galley oil plugs (P/N 5240310733)
3.4.2.8. Provide and install new crankshaft gear (P/N 5240520503)
3.4.3. Contractor shall perform any upgrades and/or enhancements applicable to crankshaft since date of manufacture.
3.5 CLIN-005: CRANKSHAFT (P/N EX52801100039) GRINDING
