About this file
This document is a Justification of Type of Federal Procurement Action (JOTFOC) for a specialized machining services contract for MTU 20V4000 engine components. The US Coast Guard is seeking a contractor to perform precise machining services including cylinder boring, crankshaft polishing/grinding, and related work, with only two large businesses (MTU/RRSA and Pacific Power Group) identified as capable of meeting the technical requirements. The solicitation (70Z04025QBLKNCRNK) is for commercial items using simplified acquisition procedures, with quotes due by 7/9/2025 at 9:00 AM Eastern, to be evaluated on technical requirements, deadlines, and price.
The contract requires a highly specialized contractor with specific capabilities, including proprietary maintenance standards, precise machining equipment, and authorization from the Original Equipment Manufacturer (MTU/RRSA). Key technical requirements include boring cylinders without baseline adjustments, crankshaft polishing/grinding to strict OEM specifications, and parts/service provision specifically for the 20V4000 series engine. The government emphasizes a 30-day turnaround to meet scheduling and mission requirements, with the selected contractor responsible for machining and returning crankcase and crankshaft components. The solicitation will be released on an unrestricted basis after receiving only two large business respondents to a previous related solicitation.

RATIONALE FOR JUSTIFICATION TYPE SELECTED ABOVE TO INCLUDE RELEVANT INFORMATION GAINED THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:
This requirement is a brand name contracting action in accordance with the definition located at federal Acquisition Regulation (FAR) 2.101.
This requirement will be processed under Federal Acquisition Regulation (FAR) 13.106-1(2)(b) (Licensing Rights/Limited Source) and 6.303-2 modified to reflect procedures in 13.5 in accordance with 10 U.S.C. 3205.
This justification is prepared using the format at FAR 6.303-2, modified to reflect the procedures in FAR subpart 13.5 in accordance with 10 U.S.C. 3205.
MTU / RRSA is the Original Equipment Manufacturer (OEM) and owns the proprietary maintenance and design standards required to produce these components and dictates the maintenance standards / qualification. MTU/RRSA & PPG are the only known contractors with capability – either organically or via authorized partnership – to perform the entirety of this scope of work. Specifically:
CLIN-001 / 007 – Requirement states boring of cylinders without adjustment to baseline; Government organically possesses the tooling, capability and training to bore cylinders in place, but process would require manual adjustment of baseline (i.e. movement of tooling and/or engine) for each cylinder. Contractor would need equipment of sufficient size and precision to accommodate crankcase of this size. Contractor also must have most updated technical standards to determine if ‘upgrades’ are applicable to the crankcases provided, which also requires access to manufacturing information. Requirement for installation of cylinder liners requires contractor to be an authorized distributor to procure.
CLIN-004 / 005 / 010 / 011 – Contractor must adhere to strict OEM processes surrounding crankshaft polishing and, if activated, grinding. Again, Contractor must possess tooling of appropriate size and precision to meet OEM technical standards. Contractor also must have most updated technical standards to determine if ‘upgrades’ are applicable to the crankshafts provided, which also requires access to manufacturing information.
CLIN-002 / 003 / 008 / 009 – Contractor would need equipment of sufficient size and precision to accommodate crankcase of this size and be authorized by OEM to conduct this work.
CLIN-006 / 012 – Contractor must be the OEM or an OEM authorized distributor to provide parts and service for the 20V4000 series of engine. No in-kind substitutions are authorized.
A single entity is preferred for cost and risk aversion. Government will ship crankcase and crankshaft to/from Contractor facility. If sub-contracted to separate entities, Contractor – at own cost – would need to coordinate shipping between sites which increases time and risk of damage to costly equipment. Government requires 30-day turnaround for services to meet scheduling and mission requirements. All Offer’s MUST be able to perform the work within the allotted period of performance outlined in the SOW. Delays become costly and detrimental to Coast Guard Yard production schedule, which negatively impacts fleet support and mission capability.
