This is a Statement of Work (SOW) for a Request for Information (RFI) issued by the Department of State's Bureau of Medical Services seeking dermatology-specific virtual reference solutions. The RFI is informational in nature and does not constitute a solicitation or obligation to award a contract. The solution must provide a comprehensive dermatology medical image library reflecting global populations with representations across all ages and skin tones, a differential diagnosis builder, country/region-specific infectious disease breakdowns, and continuing medical education (CME) credits accessible through single sign-on (SSO). Additional required capabilities include administrative access for employee tracking under an overarching Bureau of Medical Services account, on-demand web-based dermatology training at no additional cost, clinical decision support tools with drug interaction and contraindication checking, comprehensive audit logging, and compliance with HIPAA, HITECH, and all federal and state privacy and security regulations. The system must implement two-factor authentication, support SSO integration with Department IT security policies, employ robust data encryption in transit and at rest, and provide an intuitive user interface with training materials and ongoing technical support.
Interested vendors must submit written responses in PDF format limited to five pages by July 1, 2026 at 5:00 PM EST to contracting officer Alicia Hofhine at HofhineAK@state.gov. Responses should include vendor information (UEI number and business size), company overview with relevant experience, description of the proposed solution addressing desired capabilities, integration experience with electronic medical systems, implementation approach and support services, case studies or references, estimated implementation timelines, and any additional innovative features. The Department will not reimburse respondents for preparation costs, and this RFI is for informational and planning purposes only.
