About this file

This is a Statement of Work (SOW) for a design-build project at Travis Air Force Base to repair and replace multiple Fire Alarm Control Panels (FACPs) in Building 549. The project requires demolishing four existing aged FACPs and replacing them with a new consolidated Notifier FACP system that must be non-proprietary and programmable by base personnel without requiring manufacturer assistance. The scope includes conducting a comprehensive assessment, providing 35%, 65%, and 100% design services, installing new annunciators in warehouse areas currently lacking coverage, integrating with existing fire suppression systems, upgrading electrical systems as needed, and providing maintenance/programming training to base personnel.

The SOW specifies that the contractor must verify field conditions before award, obtain approved drawings and submittals prior to installation, comply with current UFC/IBC/NFPA codes, and address any hazardous materials abatement. Work hours are Monday-Friday 8:00-16:00, with public area work to be conducted during non-public hours. The contractor must submit design documents at 35%, 65%, and 100% completion stages, with government review periods of 21 days after receipt of 15% design and 15 days for re-submittals. Key deliverables include drawings, design analysis, specifications, cost estimates, catalog cuts, and meeting minutes at each design stage. The project must integrate with the Fire Department's existing Monaco transceiver system and ensure full compatibility between new and existing components.

AT

TRAVIS AIR FORCE BASE (TAFB), CA

Project No: XDAT 23-1030

1. SCOPE

1.1 BACKGROUND

In Bldg. 549, there are four Fire Alarm Control Panels (FACPs) that aged past service life.

The shops will not be able to repair because parts are no longer available for legal procurement. Also, the warehouse side of the facility does not have fire alarm notification;

Only CONS, base supply store, and offices have alarm notification.

1.2 GENERAL DESCRIPTION

1.2.1 The project is a Design-Build. The contractor (Ktr) shall provide 35%, 65%, and 100% design services and construction with labor, materials, and supervision to demolish and replace/upgrade existing Fire Alarm with new Fire Alarm System (FAS) including but not limited to affected appurtenances. All work shall comply with specifications. Any work not specifically covered by the specifications shall comply with current governing UFC, IBC, NFPA codes, and industry standards. Any work not specifically covered by the specifications shall comply with listed standards under Section 10. “GOVERNING CODES”. Contractor shall verify field conditions, dimensions, and material quantities prior to fact finding with planner and award of the contract. Contractor shall have approved drawings and submittals for all materials prior to any new work or installation of equipment, including accessory items. Contractor shall review existing as-built drawings and make corrections to apply with proposed new scope designs with final review by government for approval. All work must comply with environmental laws and regulations, including abatement of any hazardous materials. Travis Air Force Base Specification Section 01000 and 01 56 00 have been provided for reference. The performed tasks shall be based on the project description and other data furnished in this
