About this file
This Request for Information (RFI) document contains government responses to 30 specific questions about a fire alarm panel replacement project at Building 549 on Travis Air Force Base. The project involves replacing multiple existing fire alarm control panels (FACPs) with a new non-proprietary Notifier system, consolidating four existing panels into one or potentially two panels depending on design efficiency. Key technical requirements include integrating the new fire alarm system with building systems, ensuring full programmability by base personnel, maintaining compatibility with existing devices, and meeting multiple UFC (Unified Facilities Criteria) and NFPA code requirements.
The solicitation (FA442725R0012) is a Design-Build contract with an estimated value between $500,000 and $1,000,000, issued by the Department of the Air Force Air Mobility Command. The contract duration is initially proposed at 180 calendar days, with potential negotiation for extension to 240 or 300 days. The project scope includes comprehensive system assessment, design at 35%, 65%, and 100% stages, potential electrical upgrades, potential hazardous material testing, and installation of a new fire alarm system. The contractor will be required to conduct a detailed investigation of existing fire protection systems, ensure code compliance, and potentially install additional components like a mass notification system for the building's 11+ personnel.

| FA442725R0012 B549 Repair Multiple Fire Alarm Panels RFIs | |||||
| XDAT 23-1030 | |||||
| Item | KTR RFI | Initial Base CE Response | Gov. Lead | Gov CES Response | |
| 1 | Does the base have any special fire alarm requirements that goes above and beyond code for this project? | Refer to SOW 1.3.2 1.3.2 | Design new fire alarm system to replace and consolidate the four existing FACPs fire alarm system. New FACP shall be Notifier per sole source document. The FACP shall be non-proprietary; meaning that the FACP shall be completely programmable using buttons in-house by Travis AFB personnel, without a manufacturer or third party technician present. FACP shall be addressable. | CEOFE | |
| 2 | Do you need the building fire alarm system to be tied into a BMS/network system? | Yes, refer to SOW 1.3.5 1.3.5 | The FACP should be integrated with the other building system that require FA communications. | CEOFE | |
| 3 | Would smoke detection be required in this building per the Travis AFB fire alarm requirements? | Refer to SOW 1.3.3 New FACP shall accept existing fire annunciators, pull stations, detectors, and kitchen hood fire devices. Replace devices that will not be compatible with new FACP. Also refer to 1.6.5. | CEOFE | ||
| 4 | If smoke detection would not be required would we need to remove the existing smoke detection in the building? | Refer to item #3 response. Replace devices that will not be compatible with new FACP. | CEOFE | ||
| 5 | Regarding the existing smoke detection devices in the office space which are not required by NFPA-72, would the facility be ok with the smoke detectors being removed and 4” square blank plates installed to cover hole? I believe section 9-18.5 calls out the ability and cost savings to eliminate smoke detection devices not required by NFPA-72. Also please advise if full area smoke detection is going to be required throughout the facility for any reason. | Refer to item #3 response. Replace devices that will not be compatible with new FACP. Also, refer to 1.6.4 Relocate and add heat detection systems where necessary in all rooms up to the extent of building 549. New devices shall be connected to the building’s fire alarm control panel. Provide devices that are fully compatible with the new building’s fire alarm control panel capabilities.and 1.6.7 Connect existing annunciators, pull stations, detection, and kitchen hood fire devices to FACP. Program FACP to communicate with devices. Replace devices that will not be compatible with new FACP. | CEF | ||
| 6 | This building is fully sprinklered and does not require fire alarm boxes/pull stations per NFPA-72. I found a note in UFC-3-601-01 which references exterior fire alarm boxes not being required, nor is it required to replace existing boxes that are not needed for the transmission of automatic alarms. Does this note translate to all fire alarm boxes including interior pull stations? If so, we could remove all but (1) of the pull stations throughout the buildings. | Refer to SOW 1.6.7 Connect existing annunciators, pull stations, detection, and kitchen hood fire devices to FACP. Program FACP to communicate with devices. Replace devices that will not be compatible with new FACP. | |||
| Furthermore, UFC 3-600-01, 9-18.7.4.1. Manual pull stations must be provided at all exits regardless of occupancy. The proposed omission of manual pull stations per NFPA 72 is not authorized in DoD facilities. | CEF | ||||
| 7 | If the existing pull stations are to remain, it was noted during the site walk that these existing pull stations were mounted at 60”s in multiple locations. Are these pull station being required to be lowered to the current code mounting heights of between 42”-48”? | Public Law (ABA) requires that pull stations be mounted no higher than 48 inches to accommodate persons with disabilities. When we replace the manual pull station device as part of a fire alarm replacement project it is necessary to lower the pull station to meet current code requirements. | CEF | ||
| 8 | How many mechanical units are 5 ton or greater? Typical CFM per ton is 400CFM. Any unit providing 2,000 CFM or greater or multitude of units providing 2,000 CFM or greater to one area are required to have duct detection and control for shut down upon alarm. | There are two (2) existing AHU in B549. AHU-1 9400 CFM and 11,100 CFM total. See asbuilt for B549 mechanical. Individual CFMs are indicated in the plans. | |||
| Furthermore, Duct detection in HVAC systems over 2000 CFM is a mechanical UFC, International Mechanical Code, and NFPA 90A requirement. The requirement whether to install duct detection will depend on the size of the particular HVAC system. | CEOER | ||||
| 9 | SOW states that there was to be the removal of (4) existing FACP’s and the installation of (1) FACP to cover the entire building. During the site walk it was discussed that it would be more cost effective to install a Dedicated Sprinkler Monitoring system in the LRS/warehouse side of the building and a Fire Alarm Control System in the 60th Contracting Squadron side of the building. Please confirm that two separate panels is acceptable. | This is a Design Build (DB), (1) FACP is preferrable by Fire Department but the building is shared with several occupants 60 LRS Admin (2nd flr/mezzanine), warehouse, and 60 CONS (annex). Refer to your FACP designer if (2) separate panels is efficient. | CEOFE | ||
| 10 | UFC 3-601-01 section 1-7 specifically 1-7.1.1 states that all Major Projects require the design, review and oversight services of a QFPE. Is this project considered a Major Project and if so, will a FPE be required to stamp drawings and perform other functions throughout the scope of this project? If a QFPE is required, how extensively will the participation of the FPE be? | This is a DB. Refer to SOW 1.3.1 A fire protection engineer will need to design a replacement for the entire fire alarm system. Work includes, but is not limited, to the following. Also refer to the SOW design and construction deliverables. The QFPE should be able to address any issues in design and construction related to codes. | CEOFE | ||
| 11 | Regarding UFC3-600-01 - Are Carbon Monoxide detectors going to be required in this building? Does the building have combustible fuel burning equipment (e.g., air handling units, heaters, stove, fireplaces, etc.)? If so what are they and where are they located? | The LRS warehouse does have aircraft tire materials in the bins; | |||
| Furthermore, UFC 3-600-01, 9-19 provides the requirements when CO detection systems are required. The specific requirements are detailed in this section of the UFC. | CEOFE | ||||
| 12 | Contract duration is 180 CD. RFP requires 35%, 65% and 100% design. Each round of design allows 15 days for Contractor and 21 days for Government to review. Design phase alone takes 108 CD. We believe 180 CD for entire contract may not be enough. Is it possible to extend duration of contract to 240 or 300 CD? | Yes, duration can be negotiated with approval of Base CE and Contracting Officer. Please include in the RFP your prosed duration or PoP. | BCE/CONS | ||
| 13 | RFP requires to verify if existing devices are in working condition and replace them as needed. We assume the contractor should survey and test existing system after ward of contract and provide a report to identify number of parts and devices not working and needs to be replaced. At bid time this is unknown to all. How do we address and include cost in our bid? | Refer to SOW 1.6.1 The ktr is required to conduct a comprehensive assessment test and investigation of the existing building’s fire protection system, evaluation components such as fire alarms, sprinklers, and detectors to ensure compliance with UFC code requirements and identify areas for improvement before initiating the development of a 35% design. | CENMP | ||
| 14 | Do we need to paint new conduits to match the existing finish? | Refer to SOW 1.6.9 Repair all damage and affected areas including but not limited to exterior and interior such as walls, ceilings, floors, roof, and doors. | CENMP | ||
| 15 | Please provide model number and information about existing Monaco panel in Fire department. Is it a BTX communicator? | 1. MS-9200UDLS Fire-lite |
2. MS-9200UDLS Fire-lite
3. Notifier
4. RP-2002 Notifier
| Refer to the attached plan and photos | CEOFE | ||||
| 16 | RFP requires to verify electrical panels and electrical wiring and conduits and replace them as needed. We assume contractor should survey and test existing electrical system after ward of contract and provide a report to identify Scope of electrical changes. At bid time this is unknown to all. How do we address and include cost in our bid? | Refer to SOW 1.3.6 The new FAS design should include the electrical upgrade for the FAS new power requirements. 1.5.3 Demo or replace electrical panel to accommodate new FAS power requirements. Contingent on electrical upgrade (If applicable) | CEOER | ||
| 17 | If existing electrical panels and wiring and conduits required to be replaced. Do you need a registered electrical engineer to provide design drawings? This is unknown at bid time. Please advise how to address it in our bid proposal. | Yes, this is a Design Build. | CEOER | ||
| 18 | RFP requires Testing Mold, Asbestos and Hazardous material. Is there any test done by the government to share with contractors? Should we include the cost of test only in bid proposal because test report and quantity of asbestos or mold is unknown at bid time. Please advise how to address it in our bid proposal. | Refer to SOW 1.4.1 1.4.1 | Perform Mold, Lead, and Asbestos Abatement. If test result is positive, we can request Contracting Officer to perform disposal as potential change order; | CENMP/ |
CONS

| 21 | Should contractor provide office trailer, toilet, storage on site? Would you please recommend an area that may be allocated to contractor’s yard? | Yes, KTR to provide office trailer, toilet, and storage. | CENMP/ |
CONS
| 22 | The SOW indicates a pre-action sprinkler system for Building 549. Pre-action systems require full smoke detection coverage throughout the building. Can the system be converted to a dry or wet system to eliminate the need for building-wide smoke detection, or is there a specific reason a pre-action system is required? | UFC 3-600-01, 4-48.2 requires sprinkler protection. Dry systems are generally not a good choice for warehouses. Many warehouses in DoD use wet-pipe sprinkler systems. Pre-action systems are acceptable but not a DoD requirement. Local environmental conditions (particularly the possibility of freezing conditions leading to sprinkler pipe breaks) usually is one of the deciding factors when an installation chooses a pre-action over a wet-pipe sprinkler system. Suggest you contact base fire prevention for their recommendation. | ||
| Furthermore, refer to 1.6.2 and 1.6.3. The pre-action fire sprinkler is existing. Ktr DB FPE has to make a determination which will have most cost saving on conversion to wet vs installing smoke detection. | CEF | |||
| 23 | The SOW does not reference a mass notification system for Building 549. However, UFC 4-010-01 states that facilities housing 11 or more DoD personnel are required to have a mass notification system in accordance with UFC 4-021-01. Does Building 549 currently house 11 or more DoD employees? | Yes, building occupants are more than 11 personnel; | CEF | |
| 24 | If a mass notification system is required for Building 549, and textual signs are required per ECB 2018-17, please confirm the following: Are the required text signs to be scrolling LED signs, or are static/analog text signs acceptable? | Text signs static/analog; | CEF | |
| 25 | During installation of the new fire alarm system, does the existing fire alarm system need to remain active and operational until cutover is complete, or is a temporary shutdown of the existing system allowed during installation? | Preference is exsiting FA to remain active until cutover. | CEF | |
| 26 | Per UFC 3-600-01, any notification appliance mounted on the exterior of a building must be protected by a lightning arrestor unless the building has a dedicated lightning protection system. Does Building 549 have a lightning protection system? | Refer to 1.6.1 The ktr is required to conduct a comprehensive assessment test and investigation of the existing building’s fire protection system, evaluation components such as fire alarms, sprinklers, and detectors to ensure compliance with UFC code requirements and identify areas for improvement before initiating the development of a 35% design. | ||
| Not known. | CEF | |||
| 27 | Are there any areas within Building 549 designated as ICD 705 or TEMPEST secure spaces? If so, please identify and clearly mark these areas on the floor plans for estimating purposes. | None | CENMP/ |
CONS
| 28 | Can you provide a list of how many wet fire risers, pre-action risers, and dry pipe risers are installed in this building? | See asbuilt for B549 regarding the fire risers. | CEF | |
