2.0 PROJECT OVERVIEW
The Maryland Army National Guard (MDARNG) Combined Support Maintenance Shop (CSMS) Allied Trades Shop requires the procurement, installation, and training for the following equipment:
CNC Lathe for Metal CNC Milling Machine for Metal
This equipment is crucial for modernization and will significantly boost our capabilities to support MDARNG operations at the Havre De Grace Military Reservation, located at 333 Old Bay Lane, Havre De Grace, MD 21078.
3.0 REQUIREMENT AND JUSTIFICATION
The Allied Trades section of the Maryland National Guard's CSMS is committed to delivering agile and innovative maintenance, manufacturing, and fabrication capabilities to enhance the readiness and sustainability of our military forces. This new equipment will provide rapid and reliable subtractive manufacturing, metal repair, and fabrication services, utilizing advanced CNC machining. We aim to improve our units' sustainability and defensive posture by producing critical parts, obstacles, and force protection materials. We offer expert maintenance and repair support to ensure the operational readiness of equipment and systems. Our goal is to develop and maintain a skilled and agile workforce that can adapt to the evolving needs of our organization and the nation. The safety benefit of this new equipment includes reduced handling of hazardous materials and improved control of machine operations.
4.0 SCOPE OF WORK
The contractor shall provide equipment that meets the specifications outlined in Section 5.0, ensuring all labor, materials, equipment, and transportation necessary for execution of these efforts. Additionally, the contractor is responsible for:
• Providing all required equipment, software, and accessories.
• Installing, assembling, and configuring the equipment at the specified location.
• Conducting on-site operational testing to ensure proper functionality.
• Providing training for technicians on operation, maintenance, and safety protocols.
• Guaranteeing post-installation support, including software updates and maintenance.
5.0 SPECIFIC REQUIREMENTS
5.1 GENERAL REQUIREMENTS
The contractor shall:
• Ensure that all equipment meets or exceeds the specified requirements.
• Deliver all items to CSMS, 333 Old Bay Lane, Havre De Grace, MD 21078.
• Provide all required documentation, including user manuals, control code(s), warranty details, and related materials.
• Provide an inventory list associated with new equipment.
• Verify all equipment is fully operational before turnover to MDARNG.
5.2 EQUIPMENT SPECIFICATIONS
The contractor shall procure and install the following items:
5.2.1 CNC LATHE FOR METAL QTY: 1 EA
• Swing Diameter: 21"
• 1" Turning Tools
• Standard Turret 12-station
• Three jaw 12” Hydraulic Chuck
• Tailstock Max Cut Diameter 13.75", Max Cut Length 62.5" (varies with work holding), Bar Cap 4.0", Between Centers 62.5." Travel; X Axis 9.4", Y Axis +/-2.0", Z Axis 62.5."
• Feed rates; Rapids X, Y 472 IPM, Rapids Z 945 IPM.
• Spindle Bore 4.62", 40 hp Direct Speed Belt Drive, Max Speed 3200 RPM.
• Coolant System: 55 Gallon Tank with 1 hp pump.
• Controller Features include Control Touch Screen, Media Display M-Code; M-130, Early Power Failure Detection Module, Ethernet Interface, Rigid Tapping, Spindle Orientation, 1GB Program Memory, Power Surge Protection, Memory Lock Key switch, USB port.
• Tool holder Kit; 3 each 1" OD Tool holder, 1 each 1" ID Boring Bar Holder, 1 each 1.5" ID Boring Bar Holder, 1 each 1.5" ID Split Boring Bar Holder.
• Live Tool holder Kit; 1 each 90 Degree, 1 each Straight.
• Standard 220 - 240 volt, 3 phase.
• Belt-Type Chip Conveyor
• Coolant Chiller
• Automatic Tool Pre-setter with manual and automatic modes.
• Steady Rest Provision
• Live Tooling Speed Upgrade: increases live tooling speed from 4000 to 6000 rpm.
• Coolant Tank Oil Skimmer
• Programmable chuck pressure
• 4MT #4 Morse taper live center, extended clearance.
• Any item comparable or greater than the above specs is permissible.
• Must fit in 20’ x 40’ shop.
• Installation & Training: Factory technician to assemble and ensure operation.
• 4-day programming training on set up and operation (8-hour sessions for up to 5 personnel).
• Industry standard service warranty and software updates included.
5.2.2 CNC VERTICAL MILLING MACHINE QTY:1 EA
• Vertical Machining Center; X 40" x Y 20" x Z 25", Table 48" x 18" x 1750 LB Max
Load.
• Spindle Nose to Table (Min/Max) 4.2 -29.2, 40 taper spindle, 30 HP vector drive, 12000 rpm, 90 ft-lb @2000 rpm.
• Electronic Thermal Compensation to compensate for the expansion and contraction of each linear axis,
• 1400 IPM rapids (X, Y, Z), 833 IPM max cutting, 30+1 Side Mount Tool Changer.
• 55-gallon flood coolant system
• Window Air Blast: tubing directs the air at the window to clear coolant and improve visibility
• Controller Features include Touch Screen Control, Media Display M-Code 130, Graphic Dry Run, Self-Diagnostics, USB Port, Memory Lock Key switch, Large Touch Screen Jog Remote, Rigid Tapping, Tool Life Management, Background Editing, 1 GB Program Memory, Ethernet Interface, Early Power Failure Detection Module, Power Surge Protection, Safe Run, 1 Year Warranty.
• 220 - 240 volt, 3 phase.
• Programmable Coolant Nozzle, a multi-position nozzle that automatically directs coolant precisely at the cutting tool.
• Through-Tool Air Blast
• Remote Jog Handle with touchscreen display

• High-Speed Machining
• Wireless Intuitive Probing System (WIPS)

6.0 DELIVERY AND INSTALLATION
6.1 DELIVERY LOCATION
CSMS - Maryland Army National Guard 333 Old Bay Lane Havre De Grace, MD 21078
6.2 SCHEDULE AND ACCESS
• Contractor shall coordinate delivery and installation with the Contracting Officer.
• Installation will take place during normal business hours: Tuesday - Friday, 0800 -
1630.
• All equipment must be operational upon completion of installation.
7.0 SECURITY REQUIREMENTS
• All personnel must present valid government-issued identification.
• A list of personnel requiring access must be submitted to David.m.cimino.civ@army.mil.
• Vehicles entering the installation must have proper registration and documentation.
• All contractor employees must always carry a valid state issued government identification.

SECTION 2
GOVERNMENT – STANDARDS OF CONDUCT
1.0 STANDARDS OF CONDUCT
• Contractor personnel shall comply with all Federal, State, and local laws and regulations.
• The use of alcohol or illegal drugs while on duty is strictly prohibited and will result in immediate removal.
2.0 PARKING REQUIREMENTS
• Designated parking spaces must be always used.
• Overnight parking is prohibited unless you are actively engaged in service.
• Illegally parked vehicles will be towed at the owner's expense.
3.0 POINTS OF CONTACT
3.1 CONTRACTING OFFICER
The Contracting Officer is the only individual authorized to modify the contract terms. All contractor communications regarding changes must be directed at the Contracting Officer.
