About this file
This is a Statement of Work (SOW) for a ramp improvement project at the Deputy Chief of Mission Residence (DCMR) of the American Embassy in Bangui, Central African Republic (BMIS Number SS-7815). The project involves repair and extension of concrete driveway surfaces, creation of a sloped transition from the roadway shoulder to the driveway ramp, and incorporation of stormwater channels to mitigate erosion.
The contractor must remove deteriorated concrete and soil from approximately 60 square meters and replace it with a 15-centimeter thick wire-reinforced concrete slab (9 cubic meters of concrete), and pour an additional 15-square-meter sloped reinforced concrete ramp (7 cubic meters of concrete) along the roadway. Concrete specifications require minimum 35 MPa strength, 320 kg/m³ cement content, 19mm maximum coarse aggregate, and 50-100mm slump. Welded wire reinforcing (6x6 W4 or heavier) shall be centered in the driveway slab, with reinforcing bars (#6 or heavier) in the ramp/gutter channel. Control joints must be spaced at 3-meter intervals, with surfaces achieving FF 12 flatness and FL 12 levelness tolerances and a course broom finish.
Qualified contractors must possess minimum five years of construction experience specifically in concrete placement and provide three references from similar projects within the past five years. A mandatory pre-proposal site visit is scheduled for June 23, 2026, at 09:00 AM. Bids must be submitted electronically to Banguiprocurement@state.gov no later than June 26, 2026, before 13:30 (Post COB). The anticipated contract award and Notice to Proceed is June 30, 2026, with construction commencing July 27, 2025, and completion within 60 days of construction start. The contractor must submit a fixed price lump sum proposal with monthly progress payment requests retaining 10% until final completion. 1. INTRODUCTION
1.1 The driveway entrance ramp to the USG property on Route de La Moyenne
Corniche requires improvement because a recent roadway improvement project has raised the height of the shoulder approximately .44m (18”) above the previous shoulder height. This condition creates two problems: 1. A steep incline onto the driveway level, and 2. Potential erosion of the roadway shoulder berm that is comprised of compacted soil. Based upon the configuration of the site the stormwater runoff will lead to undermining and washout of the roadway unless mitigated with top seal and stormwater management. The surface of the new road is bitumen surface treatment (BST) and the road base soil is a low-grade processed gravel with a homogenous mixture throughout the depth of the roadbed.
The objectives are to repair and expand the concrete surface area of the driveway ramp, create a lower slope transition from the roadway shoulder to the driveway ramp, and seal the roadway shoulder berm to mitigate erosion.
The area is approximately 70m2 and will require approximately 16m3 of concrete. This will likely require two separate concrete pours, the base driveway and the ramp/stormwater construct.
1.2 Bids should include all labor, materials, equipment, debris/trash removal, transportation and services for accomplishment of work outlined and shall be in accordance with U.S. standard construction specifications or equivalent.
GFE (Government Furnished Equipment) and/or GFM (Government
Furnished Materials) may be provided if in the best interest of the USG.
1.3 Bidders need to possess a minimum of five (5) years’ experience in the construction trade, specifically in concrete placement. All bidders must provide three (3) references (with contact information) of companies the bidder has performed similar jobs within the past five (5) years. If bidders plan to subcontract any work, the subcontractor must furnish the information required above.
1.4 A Contracting Officer’s Representative (COR) will be designated by the
Facility Manager (FM) and Contracting Officer’s Technical Representatives
Embassy Bangui, Central African Republic
UNCLASSIFIED 6
(COTR) may be designated as necessary. A Post Occupational Safety and
Health Officer Assistant (POSHOA) will be designated to ensure site safety compliance. The Contractor is expected to collaborate with assigned designees in good faith to ensure that cost, quality, schedule, and safety targets are achieved. USG designees are responsible to be readily available for Contractor engagement and to ensure that the Contractor receives necessary information as early as possible during the construction process.
1.5 Material acceptance shall be requested through the COR who will assist and direct the Contractor to obtain approved materials.
1.6 All questions concerning coordination of material and installation activities shall be directed to the COR. (COR contact information will be provided via separate correspondence.) The COR has no authority to add or authorize any modification to this SOW or associated contract(s), all changes must be approved in writing by the Contracting Officer (CO).
1.7 The Facility Manager may also designate Contracting Officer Technical
Representatives (COTR) for respective disciplines. The COTR(s) will be responsible for technical aspects of the project such as appropriate use of tools and equipment, and approval of construction practices and techniques. The
