About this file
This is a Statement of Work (SOW) for preventative maintenance, repair, and parts services for a Colenta X-ray Film Processor, model M43IC, located at Fleet Readiness Center Southwest (FRCSW), Naval Air Station North Island, San Diego, California. The contract includes a one-year base period following award, with four optional one-year renewal periods. The contractor must provide a fully trained Field Service Technician capable of performing all maintenance and repair work in compliance with Original Equipment Manufacturer (OEM) specifications. Preventative maintenance services are to be conducted monthly (up to 12 times annually) during FRCSW normal operating hours (0600–1430, Monday–Friday, excluding federal holidays), with each PM service completed within one eight-hour day. The PM scope includes cleaning and inspection of wash, developer, and fixer tanks and racks; lubricating drive components; testing with film samples; and inspecting chemical levels with replenishment as needed. The contractor must supply all labor, tools, materials, cleaning supplies, alignment tools, test equipment, and meters required for service completion. The Government will provide chemical solutions (Developer, Universal Fixer, and Developer Starter) up to specified quantities.
The contractor must submit a Field Service Report following each PM visit, detailing work performed, time spent, and recommended parts or services for future maintenance. Optional Repair and Parts CLINs require contract modification for exercise and a 14-day response window upon signed modification, with repairs to be completed within 120 days. Any repair work beyond PM scope requires prior written authorization from the Procurement Contract Officer; quotes must include parts cost, labor hours, and labor cost. An Over and Above CLIN allows for additional approved work with Contracting Officer authorization. Special requirements include contractor personnel compliance with base access procedures (SECNAV Form 5512/1 and FRCSW Form 5512/5 submission, DBIDS card acquisition, and visitor badge processes) and achievement of Cybersecurity Maturity Model Certification (CMMC) Level 1 or above per DFARS 252.204-7021. Government key personnel contacts are identified, and the Government requires the same warranty terms as provided to commercial customers.
