About this file
This is a Scope of Work (SOW) document for the Camp Perry Primary Power Reclosure Repair project involving the U.S. Army Corps of Engineers at Camp Perry, Ohio. The project encompasses the repair and restoration of the primary power reclosure system at the facility. A mandatory site visit is scheduled for 10:30 AM on August 14, 2026, to allow bidders to assess existing conditions and project requirements. Interested contractors should contact Robert E. Sommers at robert.e.sommers.civ@army.mil or 614-336-7414 for additional project details and clarification on scope requirements.
The SOW provides comprehensive technical specifications for the recloser repair work, including equipment assessment, testing protocols, and restoration procedures necessary to restore the primary power system to full operational capacity. Specific pricing terms, set-asides, funding sources, and contract award dates are to be determined and further detailed in the formal solicitation documents. Bidders are advised to review all technical specifications, site conditions, and project drawings included in the complete solicitation package prior to submitting proposals.

STATEMENT OF WORK
Construction Services for Primary Power Recloser Installation
Location Camp Perry Joint Training Center, Port Clinton, Ohio
Prepared for The Adjutant Generals Department of Ohio
Date June 2026
The Adjutant Generals Department | Statement of Work
1.0 EXECUTIVE SUMMARY
Project Overview
Background:
The primary electrical power distribution system at Camp Perry Joint Training Center is currently compromised. The site is operating with reduced reliability, running exclusively on a secondary reclosure. The primary reclosure requires replacement to restore full operational capacity and ensure mission readiness.
Objective:
The objective of this SOW is to procure a General Contractor (GC) to provide all construction services necessary for the procurement and installation of one (1) G&W Electric PME-Viper-S Solid Dielectric
Pad Mounted Reclosure, a new electronic controller, and a comprehensive lightning protection system. The final work must be complete, constructable, operable, and conform to all applicable codes and criteria.
2.0 SCOPE OF WORK
The General Contractor (GC) shall provide all necessary labor, materials, supervision, and equipment to complete all work described in this SOW. The scope includes site investigations, procurement, engineering justification, and installation for electrical and lightning protection systems.
Contingency Requirement Bidding parties are required to include a Contingency line item in their bid proposal. This contingency must be calculated as a percentage of the total direct construction costs and fall within a range of 5%
(minimum) to 10% (maximum). The contingency calculation should not include indirect costs such as Supervision, Inspection, and Overhead (SIOH), project management, or other administrative fees.
2.1 Electrical & Lightning Protection Scope
Item Requirement / Specification Quantity
Pad Mounted Reclosure
Procurement & installation of one (1) G&W Electric PME-Viper-S Solid Dielectric Pad Mounted Reclosure, replacing the failed unit to restore primary power.
1 EA
Electronic Controller
Procurement & installation of a new, fully compatible electronic controller for the PME-Viper-S Solid Dielectric Pad Mounted Recloser.
1 EA
Item Requirement / Specification Quantity
Lightning Protection System
Procurement & installation of a complete lightning and surge protection system for the newly installed recloser (RC1), existing secondary reclosure (RC2), electronic controller, electric meter mounted on utility pole, two existing transformers (C1 & C2), substation 34.5 KV fused switch, and fencing around substation.
The whole substation must have all new lighting protection installed as a part of this project. The system must provide a complete protective envelope.
(Reference standards: UFC 3-575-01, NFPA 780, NEC).
1 Complete
System
Testing & Commissioning
Perform comprehensive grounding, resistance, and operational performance testing to ensure system integrity, safety, and operational readiness prior to transitioning back to primary power.
As Required
Site Restoration The GC shall restore any disturbed terrain, concrete pads, or surrounding infrastructure to its original condition upon project completion.
As Required
2.2 System Justification & Approval
Technical Identification
The GC shall be responsible for performing all necessary field surveys, load calculations, and engineering assessments to verify that the proposed equipment meets all site loads.
Review & Approval Prior to procurement or installation, the GC must submit a comprehensive System Justification
Package to The Adjutant General (ADJ) or an authorized representative for review and written approval.
This package must provide engineering justification demonstrating that the proposed recloser, controller, and lightning protection systems will integrate successfully, operate effectively under site specific conditions, and result in a complete and usable facility. No equipment shall be ordered or installed without active, written ADJ authorization of this system justification.
3.0 PLACE OF PERFORMANCE & DELIVERABLES
3.1 Place of Performance
All work shall be conducted at Camp Perry Joint Training Center, 1000 Lawrence Rd., Port Clinton, OH
43452.
3.2 Deliverables
Safety and Phasing Plan
Baseline construction schedule (Gantt chart format) Technical Specification Packages and Product Submittals
Final testing, commissioning, and ground resistance reports Warranties and Operation & Maintenance (O&M) Manuals
System Performance and Integration Justification Package (including load calculations, compatibility analyses, and proof of usability)
4.0 APPLICABLE STANDARDS & PRE-BID SITE
VISIT
4.1 Applicable Standards
All work shall comply with the latest versions of applicable codes and standards, including but not limited to: UFC 3-550-01, UFC 3-575-01, NFPA 70, NFPA 780, IEEE 81.
4.2 Pre-Bid Site Visit
Highly Encouraged Attendance
Attendance at the pre-bid site visit is highly encouraged for all interested bidding contractors.
Site visit is scheduled for 1030 AM, August 14, 2026. All interested parties will meet at the gated entrance off of St. Rt. 2 and Niagara Rd, Port Clinton, OH 43452
GC Responsibility This visit is highly encouraged due to the GC’s responsibility to gather firsthand information, take precise measurements, and document the parameters of the existing electrical distribution setup to ensure the accuracy and compatibility of their proposed system integration justification.
5.0 POST-AWARD SUBMITTAL
ADMINISTRATION
GCs submitting bids for this SOW shall use the following Submittal Log Template when preparing system justifications for ADJ approval. Along with this submittal, the GC shall provide all necessary engineering calculations, integration plans, and supporting manufacturer spec sheets to prove system completeness.

6.0 ADJ EVALUATION CRITERIA FOR
SUBMITTALS
System Completeness & Usability The ADJ will evaluate submittals to ensure the GC has adequately proven the entire system (recloser, controller, and lightning protection) will be fully integrated and operable under site conditions.
Standalone equipment specifications are insufficient without an accompanying narrative and engineering data justifying how the components form a complete, usable system.
Electrical Justification Proposed equipment and overall system design must be backed by calculations verifying site specific load and voltage requirements. Electrical schematics must demonstrate that the integration handles the new load per NEC limits without failure.
Lightning Protection Efficacy The proposed system must be fully compliant with the requirements of UFC 3-575-01 and NFPA 780.
Submittals must detail grounding, bonding, and how the Surge Protective Devices (SPDs) provide a complete envelope of protection for the new assets.
