About this file
This Statement of Work (SOW) details Argonne National Laboratory's procurement of a broadband microwave system for integration into their roll-to-roll coating lines. The system is part of the Minerals to Materials Supply Chain Facility (METALLIC) project sponsored by the DOE Office of Fossil Energy and Carbon Management, aimed at developing domestic critical minerals and materials supply chains. Key technical requirements include a microwave chamber allowing 350 mm wide web passage, heating zone length over 900 mm, C-band solid state power amplifier, air flow for drying, and interlock safety components.
The procurement involves three primary tasks: (1) delivering a customized microwave unit meeting specific technical specifications, (2) providing delivery, installation, and commissioning services, and (3) conducting operational training for Argonne employees. The project has a 14-week timeline for unit development and delivery, with installation and training to be completed within 18 weeks after contract award. The system will be installed at Argonne's Materials Engineering Research Facility (MERF) and is intended to enhance drying and heating efficiency for membrane coatings across various substrate materials, with potential applications in artificial intelligence-enabled autonomous coating process development.

Abstract or description:
This project will complete the procurement of a broadband microwave system that will be integrated into Argonne’s existing roll-to-roll coating lines to enable efficient microwave drying and heating during the coating process. This new capability is essential for Argonne’s
METALLIC project and serves as a key addition to METALLIC Center 4.

1 Background
This procurement is associated with the Minerals to Materials Supply Chain Facility
(METALLIC) project sponsored by the DOE Office of Fossil Energy and Carbon Management
(FECM). The METALLIC project is to strengthen and expand the capability of DOE national laboratories to support DOE’s goal of developing domestic critical minerals and materials supply chains. The purchased equipment is a broadband microwave unit that will be integrated into
Argonne’s existing roll-to-roll coating system to enhance drying and heating efficiency.
2 Scope
Argonne expects to achieve high-efficiency microwave drying and heating during membrane coating, where the microwave can be applicable to a wide range of substrate/web materials including polymer, metal, and paper for broad applications. The size of the microwave heating zone needs to be compatible with Argonne’s existing coating system, e.g., >400 mm width and
>800 mm length. Our coatings involve a diversity of solvents (both organic and aqueous based).
Thus, to efficiently remove those solvents, the microwave unit should have air flotation function.
Additionally, the microwave system should have interlock control for safe operation. We also require access to microwave controls and process data for the purpose of artificial intelligence
(AI-enabled) autonomous coating process development.
3 Objectives
• The objective of this contract is to acquire a microwave system that can provide the functionalities listed in the Scope section.
• The product will be installed onto Argonne’s roll-to-roll coating system located in the
Materials Engineering Research Facility (MERF) and open to external users of the DOE
METALLIC program.
4 Applicable Documents
This SOW document and acceptance criteria.
5 Tasks
Task 1: Deliver customized microwave unit
This task requires the vendor to build and deliver a microwave unit, which satisfies the following requirements.
APPENDIX B – SOW for <Project Title> Page 4 of 6
(1) Microwave chamber allows the passage of 350 mm wide web.
(2) Heating zone length needs to be larger than 900 mm.
(3) Microwave choke level aligns with coater web height, allowing a smooth passage of
350 mm web in and out of microwave chamber.
(4) The microwave unit must provide enough power for rapid drying of coatings with a variety of solvents (both organic and aqueous), solid loadings, and coating thicknesses. A C-band solid state power amplifier is necessary.
(5) The microwave unit must be able to function with switching frequencies to enable safe operation with a range of web materials including metal foils.
(6) It would be beneficial if the microwave unit allows the users to choose a frequency/frequencies within the equipment operating frequency band based on their sample materials.
(7) The microwave unit should come with air flow for best drying efficiency and solvent removal.
(8) The microwave unit should have an interlock component to comply with Argonne’s safety requirement.
(9) The microwave chamber must pass microwave and electrical inspections, e.g., no microwave leakage.
Task 2: Microwave delivery, installation, commissioning.
(1) All delivered items satisfy Argonne’s acceptance criteria (refer to Section 7 ─ Quality
Assurance)
(2) The vendor must provide installation and commissioning service once the items arrive at
Argonne
(3) A written commissioning report is required, which includes data demonstrating satisfactory operation.
Task 3: Microwave operation training
(1) The vendor will provide microwave operation training to Argonne employees within 1 month of product commissioning (unless a mutually agreed change is placed due to other reasons)
(2) Vendor engineer(s) should answer any questions regarding product quality, function, and operation during the training session.
