About this file

This is a Statement of Work (SOW) for the manufacture and delivery of gas turbine bleed air hose insulation covers for the USCGC MUNRO (WMSL 755), a U.S. Coast Guard vessel. The contractor must fabricate two sets of removeable insulation covers—an inner layer measuring 34" x 22" x 2" and an outer layer measuring 45" x 28" x 2"—to replace covers that were inadvertently saturated with oily water. The existing insulation causes smoking when the main gas turbine operates in external temperatures above 40 degrees Fahrenheit, rendering the vessel non-operational.

The insulation covers must comply with ASTM F683-99, Paragraph 8, and consist of glass fiber felt layers rated for temperatures of 450 degrees Fahrenheit and above, with knitted wire mesh or wire-inserted fibrous glass cloth wrapping the interior and ends, and fibrous glass cloth covering the exterior. Covers shall be sewn and quilted to ensure uniform thickness, strength, and rigidity. The contractor shall furnish all materials, equipment, and services necessary for fabrication. Performance is scheduled between June 1, 2026, and July 15, 2026, with delivery to USCG Base Alameda, 1 Eagle Rd, Alameda, California 94501. The primary point of contact is LTJG Justin Waters, Asset Manager, at 206-827-5766 or justin.l.waters@uscg.mil. Reference documents include Coast Guard Drawing 750-WMSL-508-001 (Rev C, June 2009) and Coast Guard Drawing 750-WMSL-259_023 (Rev C, October 2014).

STATEMENT OF WORK

STATEMENT OF WORK (SOW)

FOR

GAS TURBINE BLEED AIR HOSE INSULATION

CGC MUNRO has a need to replace insulation covers on the Gas Turbine Bleed Air Hose. The ship’s Main Gas Turbine is currently non-operational and has an immediate need for new insulation materials as outlined in this Statement of Work (SOW).

1.0 GENERAL

1.1 BACKGROUND

USCGC MUNRO inadvertently soaked the insulation surrounding GTBA-HOSE-1 with an oily water. The hose is for the anti-icing bleed air system located underneath the Main Gas Turbine Module. Inundated insulation causes smoking when the Gas Turbine is operated in external temperatures above 40 degrees; preventing operation of the turbine.

1.2 SCOPE

The scope of this contract is defined by the efforts and tools required to support USCGC MUNRO (WMSL 755). The Contractor shall manufacture new removeable insulation covers to the dimensions and specs provided.

1.3 OBJECTIVE

The goal is to return CGC MUNRO to Fully Mission Capable (FMC) status. This is a critical need and shall be completed as soon as possible, in order to minimize negative operational impact to MUNRO’s Operational Commander.
