About this file

This is a Statement of Work (SOW) for manufacturing and delivering removeable insulation covers for the USCGC MUNRO's Gas Turbine Bleed Air Hose system. The U.S. Coast Guard requires replacement insulation materials for the anti-icing bleed air system located beneath the Main Gas Turbine Module after the original insulation was inadvertently soaked with oily water, causing smoking when the turbine operates in external temperatures above 40 degrees Fahrenheit. The contract is managed by the Department of Homeland Security U.S. Coast Guard through solicitation number 70Z8526Q025799 under PR #52000PR260025799.

The contractor must manufacture two sets of reusable insulation covers with the following specifications: inner layer dimensions of 34" length by 22" width by 2" thickness, and outer layer dimensions of 45" length by 28" width by 2" thickness. Fabrication must comply with ASTM F683-99, paragraph 8, using layers of glass fiber felt for temperatures of 450 degrees Fahrenheit and above, with inside and ends wrapped in knitted wire mesh or wire-inserted fibrous glass cloth, and the outside covered with fibrous glass cloth. Covers shall be sewn and quilted with thread for uniform thickness, strength, and rigidity. The period of performance is July 1, 2026 through July 15, 2026, with delivery to USCG Base Alameda, 1 Eagle Rd, Alameda, California 94501. The contractor shall furnish all materials, equipment, and services necessary to complete the work, with the primary place of performance at the contractor's facility. The objective is to return USCGC MUNRO to Fully Mission Capable status to minimize operational impact.

STATEMENT OF WORK

STATEMENT OF WORK (SOW)

FOR

GAS TURBINE BLEED AIR HOSE INSULATION

CGC MUNRO has a need to replace insulation covers on the Gas Turbine Bleed Air Hose. The ship’s Main Gas Turbine is currently non-operational and has an immediate need for new insulation materials as outlined in this Statement of Work (SOW).

1.0 GENERAL

1.1 BACKGROUND

USCGC MUNRO inadvertently soaked the insulation surrounding GTBA-HOSE-1 with an oily water. The hose is for the anti-icing bleed air system located underneath the Main Gas Turbine Module. Inundated insulation causes smoking when the Gas Turbine is operated in external temperatures above 40 degrees; preventing operation of the turbine.

1.2 SCOPE

The scope of this contract is defined by the efforts and tools required to support USCGC MUNRO (WMSL 755). The Contractor shall manufacture new removeable insulation covers to the dimensions and specs provided.

1.3 OBJECTIVE

The goal is to return CGC MUNRO to Fully Mission Capable (FMC) status. This is a critical need and shall be completed as soon as possible, in order to minimize negative operational impact to MUNRO’s Operational Commander.
