STATEMENT OF WORK
FOR
Building 170 Replace Boilers and Pumps
Selfridge Air National Guard Base, Michigan
The contractor shall schedule and perform a construction task for the replacement of the existing Building 170 heating boiler system. The Contractor will provide a complete and operable boiler system at building 170. The boiler shall be high efficiency condensing boiler. The design basis for this boiler shall be quantity (2) - 300 MBH Lochinvar Series KHN or equivalent in line with The Selfridge ANG Base Design Standards. The installation and replacement shall include but is not limited to all piping connections, venting, power connections, boiler pumps, hot water pumps, and system start-up and validation. These new pumps and boilers will operate on a loop with the lead / lag configuration which will require some piping changes from the existing configuration.
The hot water and cold water circulation pumps will be replaced. VFDs will be required on all new HHW pumps. CHW pumps and the freeze recirculation pump will not require VFDs.
The period of performance shall be (60) days. The contractor will perform ALL construction in Building 170 on the project in no more than (10) working days. The contractor will submit a detailed work schedule prior to construction that documents the completion in (10) working days or less. Weekend and off shift hours work may be required for this construction but is not preferred.
The existing boilers will be demoed and the new boilers will be installed in the approximate position of the old boilers. Installation drawings and design drawings are provided as schematics for this installation work. The contractor and any subcontractors will perform site visits and site assessments prior to bidding and construction to cover all cost of the boiler and pump replacements and installation. The contractor is responsible for a complete assessment of all site conditions prior to bids and all cost will be included in the bid.
The installation will be in the same location as the original boilers and will use all of the same utilities connections such as: natural gas, electrical connections, installation pad.
Combustion air and exhaust will be modified and will be a wall-side mounted concentric and will be thru a new penetration by this contractor. Existing wall penetrations for intake and exhaust will be patched.
Contractor is responsible for all work effort in order to provide an acceptable final product that meets the requirements of the original system, the drawings and this Statement of Work (SOW).
The boiler replacement will meet design intent of the boiler heating system for the 170 Building.
All work performed under this SOW shall be conducted in accordance with all applicable local, state and federal laws, regulations, and codes, ANG policies and regulations, Base Standards , and the SOW as outlined below:
1. The tasks of this SOW are:

2. Demolish existing boilers and circulating pumps, to include termination of all piping connections, combustion air and exhaust. Demo of existing chilled water circulation pumps. Contractor is responsible for of site disposal and will track solid waste as required from the Selfridge ANG Base environmental engineering department. The existing combustion and exhaust air will be demoed.
3. Provide and install a total of (2) condensing boilers that have full modulation fire down to 20% of rated input with a turndown ratio of 10:1.
4. The contractor will install a concentric wall-side intake/ exhaust air pipe per the boiler manufactures requirements. The concentric will go through a new wall penetrations the existing wall penetrations will be abandoned wall openings and will be patched by this contractor.
5. The contractor will install (2) new main circulation pumps, main and standby, for the heating hot water system. These pumps will be in the same location as the existing HHW pumps. . Size of the pumps will be sized as like in kind for performance with a minimum design requirement of Bell and Gossett Series 60 or 1510. HHW Pumps will be VFD pumps. Wire the VFD’s to the controller located in the mechanical room. There are spare points available for these. Coordinated with Selfridge HVAC shop.
6. The contractor will install (1) new circulation (freeze) pump for the heating hot water circulator for the AHU coils. This pump will be in the same location as the existing. Size of the pumps will be sized as like in kind for performance with a minimum design requirement of Bell and Gossett Series 60 or 1510. This pump will be a direct replacement with no added VFD. New pump does not need to be bronze.
7. The contractor will install (2) new circulation pumps, main and standby, for the chilled water system. These pumps will be in the same location as the existing CHW pumps. Size of the pumps will be sized as like in kind for performance with a minimum design requirement of Bell and Gossett Series 60 or 1510. Power requirements will be the same as existing. CHW pumps will be a direct replacement with no added VFD.
8. The contractor will demo and replace (2) CHW storage tanks. New tanks will be in approximately the same location and will have the same function as the existing tanks.
8. Other DDC changes will be performed per the design drawings.
9. Install a Differential Pressure Sensor across the Supply and Return HW Pipes at a point furthest from the Pumps (South Lab-TU-7). Add DDC and wire the new pressure sensor to the controller located in the mechanical room. There are spare points available for these. Coordinated location with the COR and Selfridge HVAC shop.
10. The contractor will demo all existing expansion tanks, PRVs, chemical shot feeder and air separators. The contractor will install new floor mounted expansion tank, PRVs, shot feeder and air separators.
11. The contractor shall install the boilers in the same location as the existing boilers. If the boilers will not fit on existing equipment pad, the pad shall be extended as required to fit the boiler. It shall be installed in an orientation that minimizes the change of any adjacent equipment and piping, while still allowing proper access for maintenance.
12. The contractor will install isolation valves and unions at inlets/outlets of all pumps for ease of replacement.
13. The contractor will remove the existing vent piping connections and patch wall openings. All wall penetrations where the existing vents were shall be patched.
All abandoned wall openings will be patched by this contractor.
14. Install new concentric exterior wall mounted exhaust and combustion air unit for condensing boilers. New wall penetrations are required for installation of the new concentric intake and exhaust of the new condensing boilers. Boiler concentric devices will be wall mount flush type and separated by some distance per the mechanical code.
15. The new boilers shall be capable of controlling a variable speed boiler pump to keep a constant delta T at all modulation rates. The boiler shall have the capability to accept a 0-10 VDC input connection for DDC control of modulation or set point; enable disable of the boiler, variable system pump signal and a 0- 10VDC output of boiler modulation rate.
16. The boilers shall be equipped with a temperature and pressure gauge, high limit temperature control certified to UL353, ASME certified pressure relief valve, outlet water temperature sensor, return water temperature sensor, low water flow protection and built-in adjustable freeze protection.
17. The boilers shall be supplied with condensate neutralization kits. Condensate shall be routed to the nearest floor drain.
