U.S. Department of State Bureau of Diplomatic Security Physical Security Division/Research & Development

Statement of Work

For:

Ballistic Evaluation of Metal Pipe and Fittings

May 2020

U.S. Department of State, Bureau of Diplomatic Security Physical Security Division/Research and Development

1400 Wilson Blvd.

9th Floor Arlington, VA 22201

INTRODUCTION:

This Statement of Work (SOW) outlines the requirements to conduct a ballistic evaluation of steel pipe and fittings commonly used in the construction of buildings. Included in this document are descriptions of test setup, test matrix, sample procurement, test execution, reporting/deliverables, project management, and classification.

BACKGROUND:

The U.S. Department of State, Bureau of Diplomatic Security, Physical Security Division/Research and Development (PSD/RD hereafter) wishes to evaluate the inherent ballistic performance of common sized pipes and fittings used in the construction of diplomatic facilities.

PSD/RD assists other segments of the Department to ensure congressionally mandated levels of protection are provided at diplomatic facilities throughout the world. This includes ballistic protection of mechanical penetrations through ballistic resistant walls and floors. Currently the protection of mechanical penetrations are cumbersome, costly, and often the source of concern due to real world construction considerations.

The results of this effort will supply PSD/RD critical information required to attempt to modernize and optimize legacy penetration details. The ultimate result will be a higher level of security, reduced material and labor costs, and will yield more practical and constructible designs.

TESTING:

Test Setup: Test range setup for this effort shall be in accordance with the State Department’s Certification Standard for Forced Entry (FE) and Ballistic Resistant (BR) Systems, SD-STD-01.01, Revision G or most current. The threat for this effort will be Rifle (R) and witness material will be as specified in SD-STD-01.01 Revision G, or most current. Note: Witness material will need to be large enough to facilitate reasonable contouring of the test sample as specified in Section 2.4.1.c.

PSD/RD wishes to evaluate the Ballistic Resistance (BR) of the pipes identified in this document against the following:

· 7.62mm, M80 NATO Ball

· 5.56mm, M193, Ball

· 5.56mm, M855 Steel Core The test fixture used to mount test samples must have the ability to accommodate pipe and fitting ranging from 2” to 6” nominal diameter. Additionally, the test fixture must have the capability to hold test samples at various orientations to simulate “attack” as shown in Appendix B. PSD/RD is specifically interested assessing the risk of bullet, bullet fragments, and spall that could travel into a protected space through the pipe. Test samples mounted in the test fixture must simulate “through wall/floor “conditions so as not to allow spall created from the impact/threat side of the sample to impact the witness panel. Response to this SOW shall demonstrate an understanding of this requirement and a narrative on how this requirement will be met.

Performer of this SOW must supply the required ammunition at the specified velocities to complete this SOW in accordance with SD-STD-01.01, Revision G amended. Performer must also have all the applicable local, state, and federal licensed required to conduct this work.

Test Matrix: A test matrix is included in Appendix C of this document. The test matrix defines the specific size, type, and quantity of pipes and fittings required for this effort. If during the procurement process it is discovered that any of the required fittings are not commonly available, then the performer shall coordinate with PSD/RD for suitable replacement. Any deviation from the below shall be approved, in writing, by PSD/RD.

Procurement of Test Samples: The test matrix provided in Appendix C provides the size, type, and quantity of material needed to complete this SOW. The performer shall procure the material specified in Appendix C. Any substitutions or deviations from the materials specified must be agreed to by PSD/RD staff in writing.

The performer shall, as part of the procurement process, require all available material certification and specification be provided by the supplier for all pipe test samples. It is crucial to this effort that the specific pipe material procured to execute this SOW be well documented. This should include but not limited to the applicable governing ASTM/ANSI standards specific to the pipe type, minimum yield strength, mill certification (or other validation) of actual yield strength, elongation and ductility percentage.

Test Execution: Testing shall be executed in accordance with SD-STD-01.01 Revision G (amended). Each article identified in Appendix C, Test Matrix, shall be evaluated against the M80, M193, and M855 threats at the velocities specified in SD-STD-01.01.

Each of the sample types identified in Appendix C shall be evaluated against the M80, M193, and M855 as the threat rounds. To provide some statistical validity each threat round shall be shot twice. PSD/RD anticipates that each fitting will only allow for one shot per test specimen. Thus Appendix C identifies a quantity of six (6) of each pipe class and fitting type to complete this SOW. More than one shot may be possible on the straight pipe sections provided adequate spacing can be obtained to account for the affected area from previous tests.

Pre and post-test still photos shall be taken to document each ballistic firing and result. Velocity data shall be recorded for each ballistic firing as well as witness panel perforation.

Results shall be categorized in one of three ways, No Penetration (NP) (test sample not penetrated, i.e. ricochet), Partial Penetration (PP) (sample penetrated but no witness panel perforation), or Complete Penetration (CP) (sample penetrated and witness panel perforations).

Any results other than those identified in this document shall be explained by the test director and included in the final report.

REPORTING and DELIVERABLES:

Within 30 days of completing the testing a full written report shall be delivered to PSD/RD. The report shall contain a concise executive summary with chart/table that clearly summarizes the testing and results. The report shall also include; information gathered from the procurement process (including material certifications of test samples), a written narrative on the test setup, results for each test performed with pictures, and all velocity data.

PROJECT MANAGEMENT:

A monthly status update on progress, scheduling, delays or other information shall be provided the first of the month. Status updates shall be in the format of an email with subject “Ballistic Evaluation of Pipes and Fittings”. An example monthly status update template is provided in Appendix A.

PERFORMER RESTRICTIONS:

Any ballistics lab with the necessary equipment and skill can perform this work. Equipment and skill will be determined by ISO 17025 certification or proven past testing experience. All responses to this proposal should include any ISO certification and/or documentation of past testing experience. Past testing experience documentation may include, but not limited to; reports, letters of recommendation, contract ID #’s, or publications.

CLASSIFICATION:

All work under this scope is unclassified. No specifics regarding Department application or location are associated with this work. The nature of this evaluation is such that the results are suitable for distribution to the general public in the form of public releasable guides, technical presentations, and support of industrial standard development.
