Questions and Answers regarding Solicitation 19AQMM20Q0132

1. The Test Setup section includes a statement that “Test Samples mounted in the test fixture must simulate ‘through wall/floor’ conditions so as not to allow spall created form the impact/threat side of the sample to impact the witness panel”. Can you please provide some clarification as to what the Government is looking for with this? What are the simulated through wall/floor conditions we are to provide? If the samples are intended to be tested while encased in a representative wall/floor, more details are needed regarding the material/thickness/design, etc.

Answer: The intent of this requirement is to prevent a ricochet/deflection of projectile due to the geometry of the pipe/fitting. The pipe/fittings are round in shape and part of this evaluation is to determine if the test specimens will cause enough change in trajectory to not pass thru the pipe opening into the "protected" space beyond. This simulated separation around the test specimen is to prevent a ricochet round from impacting the witness material. That said any material is acceptable to accomplish this provided it is more robust than threat ammunition. In example, a 5/8" mild steel plate can be placed on either side of the pipe specimen to accomplish the specified objective.

2. Does the Government have a preferred source/vendor that the pipe samples be procured from?

Answer: No preferred vendor has been identified.
