About this file
This Statement of Work (SOW) details the United States Secret Service's (USSS) requirement for manufacturing law enforcement badges, badge holders, and credential cases. The procurement covers three primary badge types: Large USSS Badges, Small USSS Badges, and USSS Uniformed Division (UD) Cap Plates, with multiple customizable banners for different law enforcement roles such as Special Agent, Technician, Officer, and Chief. Each badge must be made from CDA 425 material, feature a two-toned metal design with blue fill accents, include a gold "US" medallion, and have specific dimensional requirements ranging from approximately 2.5" to 2.875" wide.
The contract requires the manufacturer to provide a lifetime warranty against manufacturing defects, deliver 10,000-12,000 badges within two months of award, and be capable of emergency orders within one week. Strict security controls are mandated, including secure die storage, quality control plans, and first article testing. Badges will be delivered to the Administrative Operations Division (AOD) in Washington, DC, with accompanying leather credential cases and badge holders. The SOW emphasizes the importance of high-quality, durable badges that meet precise USSS design specifications, reflecting increased security considerations in the post-9/11 environment.

STATEMENT OF WORK (SOW)
Acquisition of Law Enforcement Badges
Part 1
GENERAL INFORMATION
1. Introduction: The United States Secret Service (USSS) Administrative Operation
Division provides high quality and durable badges to all USSS law enforcement personnel. This is a non-personal services contract to purchase law enforcement badges, belt worn badge holders, and credential cases. The Government shall not exercise any supervision or control over the contract service providers performing the services herein.
Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the Government.
1.1 Background: The Administrative Operations Division (AOD) is requesting the purchase of Law Enforcement Badges, belt worn badge holders, and credential cases for
Special Agents, Uniformed Division Officers, and Technical Law Enforcement personnel.
1.2 Objectives: To provide badges and secondary equipment for law enforcement personnel that are high quality and durable. The USSS requires the manufacturing and supply of custom law enforcement badges, belt worn badge holders and credential cases.
The finished products shall meet or exceed USSS design and material specifications, and all badges must carry a lifetime warranty against manufacturing defects under normal wear and tear.
Security concerns have become more important in the post 9/11 world. Security of law enforcement badges, therefore, takes on correspondingly increased importance. A workable and executable security plan and quality plan are essential to this procurement and are as important as the badges themselves.

All badges will have a guarantee against any other manufacturing defects for a one (1) year to two (2) year period beginning from the date of the original invoice. All Credential Cases and Large Badge
Holders will have a guarantee against all manufacturing defects for a one (1) year period.
The manufacturer will have in place a system for quality assurance to be provided in the proposal. If the USSS receives any product that is damaged, scratched, has broken parts due to poor solder, broken or damaged upper/lower banners, damaged clips or any other visible defect, the manufacturer will repair or replace said items at its own cost.
1.4 Scope: Law Enforcement Badges: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to create the law enforcement badges as defined in this Statement of Work except for those items specified as Government furnished property and services.
