Statement of Work

Date of Request: 18 Aug 25 NexGen IT Service Request #: 17066956 Project title: B500 Staircase Carpet Replacement

Objectives:

a. To replace the command section staircase carpet in B500.

Existing Conditions:

a. Old and dated carpet needs to be replaced as a FY25 WG priority.

General Requirements:

Project includes, but is not limited to, the following work elements. The Contractor shall furnish all required services, labor, tools, material, and equipment necessary to complete the installation and integration of the prime mission equipment in accordance with the approved site design and installation plan. No alterations, additions, or deletions shall be made unless by prior approval of the Contracting Officer (CO). All work will meet the International Building Code, Uniform Plumbing Code, National Electrical Code, AFI, UFC, UFGS, ASME, ASTM, ASHRAE, ETL, NFPA 72 and any other applicable code requirement. The contractor shall maintain the work site in a clean and orderly manner so that the safest possible site is provided for workers and AF members.

Work shall be completed in a neat, substantial, and competent manner.

Requirements

1. Command Section Staircase

a. Demo carpet ~ 875 SF

b. Install new carpet ~875 SF

2. Command Section Entryway

a. Demo carpet ~ 428 SF

Mandatory Source Carpet and Carpet Adhesives

Contractors shall be required to purchase all carpet and carpet adhesives strictly through approved U.S. Air Force “mandatory source” carpet contract vehicles. In 2017, the U.S. Air Force Furnishing Commodity Council (AF FCC) established new mandatory sourcing policies for the acquisition of all carpet and carpet adhesives. Air Force mandatory sourcing policies apply only to carpet and carpet adhesives – no ancillary installation materials. Therefore, unless explicitly directed by the CO, for non-GFM flooring projects – including repairs – which require delivery and installation of carpet, Contractors will be required to purchase all carpet materials (carpet tiles, walk-off carpet tiles, broadloom roll-good carpeting, and adhesives) strictly through approved mandatory source carpet vendors.

All contractors shall choose one (or more) of the 6 carpet selections and negotiate with the carpet contract vehicles listed below. Once the negotiation is complete, the installer shall provide a quote that includes the price for the carpet and adhesives per square foot, so that the government can validate those prices are at or below the NTE prices set in the carpet contract vehicles.

4. Additional General Requirements

• Ensure all construction meets federal regulations for safety standards.

• Shall be IAW AFI UFC 3-110-03.

• Bid shall be broken down to Carpet Cost, Adhesive Cost, and Installer Cost (including shipping) as individual line items.

• Contractor shall provide standard manufacturer Warranty

• The Contractor shall furnish all required services, labor, tools, material, and equipment necessary to complete the installation and integration of the prime mission equipment in accordance with the approved site design and installation plan. In addition, the Contractor shall be responsible for the following actions:

a. Obtaining all necessary security and safety clearances for facilities and personnel. This includes obtaining escort badges necessary for unaccompanied work within the area.

b. Obtaining necessary certifications for installation equipment and technologies to be installed.

c. Obtaining environmental and life safety approvals.

d. Acquiring all necessary federal, state, local and base environmental and civil engineering permits and approvals.

e. Cleaning-up and restoring the site to its original or better condition within 10 workdays after project completion. This includes removal of any portable offices that may have been used to support implementation of the site design at the base.

f. Repairing damage to Government property resulting from contractor activities, assuring the property is returned to its original or better condition.

g. Removing all debris at the end of each shift or more frequently if required to keep the work area safe and useable.

h. Disposing of excess equipment and materials in accordance with General Requirements:

Security Requirements The contractor or duly authorized representative shall comply with pertinent Air Force security regulations while working on the project(s).
