About this file
This is a Statement of Work (SOW) for the Consular Audio System Replacement Project at the U.S. Embassy Jerusalem. The project requires removal of existing intercommunication and paging systems at all 20 consular windows and installation of a complete new audio system including two-way intercom systems, ceiling-mounted speakers, microphones, control equipment, and paging capabilities for interior and exterior waiting areas. The system must enable clear communication between consular employees and applicants separated by thick glass panels and achieve minimum audio intelligibility standards (Speech Transmission Index exceeding 0.60 STI per IEC 60286-16).
The contractor must perform work in phases to minimize operational disruption, with groups of 10-20 windows worked on sequentially while maintaining full functionality of non-active windows during business hours. Work is priced as firm fixed price in New Israeli Shekels (NIS) with three Contract Line-Item Numbers: CLIN 001 for complete project installation across all 20 windows and waiting area speakers; CLIN 002 for 11 windows in the NIV/IV section; and CLIN 003 for 9 windows in the ACS section. The contractor must submit product data, shop drawings, construction schedules, safety plans, and coordination drawings within 30 calendar days of award. Key requirements include authorized manufacturer representatives with CTS/CTS-D certifications and minimum five years industry experience, compliance with OBO electrical codes and ANSI/AVIXA standards, provision of warranty management and spare parts, on-site training for users and technical staff, and scheduled maintenance visits during the one-year warranty period. Personnel security clearances, vehicle access permits, and identity badges through the Regional Security Office are mandatory; no cellphones are permitted in the building.
