Introduction
This report is the product of a Facility Condition Assessment (FCA) conducted by AES Group, Inc., a team of architects, engineers, and subject matter experts between May and July of 2024 for the Veteran Integrated Service Network 20 (VISN 20), Walla Walla, Washington Medical Center. This report is intended to provide an overview of the technical conditions of the facilities as they currently exist. AES Group, Inc. performed reviews for architectural, structural, mechanical, electrical, transport, civil, and cost estimation.
The Walla Walla, WA site visit was conducted over a period of four business days, from May 7—May 10, 2024. During the site visit, the on-campus maintenance staff, engineers, and shop experts assisted the team. The information they provided was critical for an effective assessment during the limited time the AES team had on each site visit.
The report structure and grading are based on the Facility Condition Assessments Guide provided by the VA, last issued on April 7, 2022. Each entry has a grading and summary of the condition according to VA guidelines. During the site visit, the AES team assigned a grade to each building, system, and the overall site. Each grade was between A and F, with grades D and F requiring a cost estimate. The top ten items that need correction are detailed in the Top Ten report.
The Top Ten Report is a prioritized list of deficiencies for this facility. Each discipline was tasked with bringing various top items for inclusion on the final list. The items on the final list are based on the professional opinion of AES Group and consultants using a few factors, with the top priority being the health, safety, and welfare of patients, guests, and staff. Other factors considered were costs, energy efficiency, and the general condition of the facility and systems. The final determination of the Top Ten Report was completed by AES Group and is included as part of this report.
