1 Introduction The Air Route Surveillance Radar model 4 (ARSR-4) is a Long-Range Radar (LRR) that operates in the L-Band frequency range (1240 MHz to 1390 MHz). The system was developed in the late 1980s and early 1990s by Westinghouse Electric (now Northrop Grumman). As the system has aged, obsolescence of components has become an issue for the continued supportability and operation of these systems. Due to obsolescence, the Federal Aviation Administration (FAA) has developed a replacement to the ARSR-4 Data Extraction Assembly. This effort is a “build to print”.
1.1 Purpose
This Statement of Work (SOW) describes the tasks the Contractor must perform for the manufacturing, production, assembly, and delivery of the ARSR-4 Data Extraction Assembly according to the design, form, and intent of the design package attached in Appendix A.
1.2 Scope of Work
This SOW defines the tasks involved for producing the ARSR-4 Data Extraction Assembly. These include:
a. Procure and/or manufacture all individual parts, materials, and equipment needed to produce the design;
b. Assemble, manufacture, and produce the design;
c. Package, label, and ship per requirements set forth in paragraph 4.
The FAA En Route Surveillance Team, AJW-142, in Oklahoma City, OK, designed this modification with Commercial-Off-The-Shelf (COTS) components that were assembled into prototypes and then installed and tested at operational facilities. The scope of this SOW allows for equivalent substitutions; however, proposed items must be approved as equivalent by the Government in advance to ensure conformance to the design intent and operational use within the ARSR-4 radar system.
1.3 Government Furnished Material
Some components of the design require specialty paper for printing. The specialty paper is a matte top-coated silver polyester thermal transfer printable paper with adhesive backing. The specialty paper is COMPUCAL EXCEL 22449 (product ID FLX000287) made by Flexcon. The parts that use this specialty paper are:
• 500.1007 – Nameplate
• 500.1008 – Label J1
• 500.1009 – Label PWR
• 500.1010 – Cover
The specialty paper is available from the Government and will be made available upon request.
1.4 Definitions
All reference to the “Government” in this SOW means by authority of the Contracting Officer (CO) or their designee(s). Reference to Government approval will be limited to the CO and their Representative(s).

For the purposes of this SOW, any item manufactured or modified by the Contractor, or their subcontractor(s), is defined to be non-COTS if there are no commercial customers other than the United States Government.

2 Applicable Documents The following specifications, handbooks, orders, standards, and drawings form a part of this SOW and are applicable to the extent specified herein. These are in addition to the drawing package provided in Appendix A. The design presented was designed according to these specifications and as delivered conforms to all applicable sections and regulations.

3 Requirements This SOW defines the production of the ARSR-4 Data Extraction Assembly modification kit, spare ARSR-4 Data Extraction Assembly units, and FAA Logistics Center sparing of components within the ARSR-4 Data Extraction Assembly. The requirements for each of these items are defined in the following sections. In the below sections, the IFS and DUE IN numbers are marked as To Be Determined (TBD). The numbers will be provided once the numbers have been assigned by the FAA Logistics Center.
3.1 Modification Kit Requirements (PN: 110.1030)
The ARSR-4 Data Extraction Assembly modification kit is defined in FAA drawing number 110.1030, refer to the design package attached in Appendix A. The drawing lists the components that are included within the modification kit.

Each modification kit must be packaged into a single cardboard box. The carboard box must have a label affixed to the outside that legibly displays the following information:

The serial number referenced above must be the serial number that is on the ARSR-4 Data Extraction Assembly component of the mod kit, part number 110.1027.
The contents of each modification kit consist of COTS components, an FAA designed component, and an FAA designed assembly. Each top-level item must be wrapped in a protective covering, or original COTS packaging, to prevent damage/movement of items during shipping. Each wrapped item of the kit must be labeled to identify the contents without having to remove the protective covering.
3.2 ARSR-4 Data Extraction Assembly without CF Drive (PN: 110.1029) The ARSR-4 Data Extraction Assembly without CF Drive is defined in FAA drawing number 110.1029, refer to the design package attached in Appendix A. This drawing lists the components within the assembly and provides assembly instructions.
The assembly must be wrapped in a protective covering, placed into a single carboard box, and a label affixed to the outside of the box that legibly displays the following information:

The additional SCSI Adapter PCB, that are not part of the modification kits, must be placed within an ESD shipping box, such as ULINE part number S-12738. A label must be affixed to the outside of each box that legibly displays the following information:

4 Shipping and Deliveries Shipments must be FOB destination. Components and assemblies should be shipped to the FAA’s Logistics Center in as few shipments as possible. A detailed packing slip must be provided with each

shipment. Each shipment must be marked with the assigned DUE IN number. The DUE IN number will be provided by the FAA. Shipments must be sent to:
