“CONTRACTOR GUIDE”
US Embassy – GOP Residential, Roof Recovery Project
325 Aries Street, Waterkloof Ridge, Pretoria, Gauteng, South Africa
1. GENERAL
1.1 Purpose of This Guide
This Contractor Guide accompanies the approved Architectural & Engineering (A&E) Design Package, titled "Aries 325 -
Roof Recovery Project- Roof Design Services_SOW" (the "Design Package"). The Design Package — including all drawings, schedules, sections, notes, and specifications contained therein — constitutes the official Scope of Work (SOW) for this project. This Guide does not replace, summarize, or supersede the Design Package. It is intended to:
• Direct Contractors to the Design Package as the governing technical scope document
• Highlight critical compliance, safety, environmental, and coordination requirements that apply across the project
• Establish proposal submission and administrative requirements
• Flag project-specific conditions requiring special approval sequencing (see Section 4)
Contractors must base all proposals, pricing, and execution planning on the Design Package. Where any ambiguity exists between this Guide and the Design Package, the Design Package governs, except where this Guide imposes an additional or more stringent requirement (e.g., Sections 4.2 and 4.3 below), in which case the more stringent requirement applies.
1.2 Project Description

4.2 Temporary Bracing/Shoring System — Mandatory Pre-Approval Per the Design Package's General Notes: "Where replacing roof structures, and/or demolishing beams and trusses, all walls must be shored" (temporary structural supports must be installed to stabilize the walls during the roof replacement process). In addition to that general note, the following requirement applies and takes precedence:
The temporary bracing/shoring system used to support walls during roof removal must be both structurally and architecturally designed by a competent, registered professional engineer and/or architect. The complete bracing/shoring design — including layout, connection details, and sequencing — must be submitted to and formally approved by OBO before the Contractor commences any roof removal work. Roof removal shall not begin under any circumstances until written OBO approval of the bracing/shoring design has been issued to the Contractor.
This requirement is separate from, and in addition to, the rafter/roof structure design and certification requirements noted in
Section 6, Task 5.
4.3 Asbestos Containing Building Materials (ACBM) — Mandatory Survey and Controls General Requirement: All works involving Asbestos Containing Building Materials shall be carried out in strict compliance with applicable United States and South African health, safety, and environmental regulations, including identification, handling, removal, encapsulation, transportation, and disposal. No disturbance of suspected or confirmed ACBM shall occur without proper assessment, authorization, and implementation of approved control measures.
Regulatory Compliance — United States Standards:
• U.S. Army Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1) — mandatory for construction, major renovation, and alteration projects; includes requirements for hazardous materials, including asbestos
• Overseas Buildings Operations (OBO) Design Standards & Building Code — incorporates U.S. model codes for hazardous materials handling
• United States Occupational Safety and Health Administration (OSHA) requirements
Regulatory Compliance — South African Standards:
• Hazardous Chemical Agents Regulations, 2021 — governs exposure limits, risk assessments, control of hazardous substances, occupational exposure monitoring, control measures, and worker training/medical surveillance
• Asbestos Abatement Regulations, 2020 — requires approved asbestos inventory and risk assessment, use of licensed asbestos contractors, controlled removal methods and documentation, and air clearance certification post-removal
• Health and Safety Guidance 248: Asbestos — technical guidance on safe handling/removal, enclosure/encapsulation/disposal, and best practice methodologies
• SANS 10228 and SANS 10229 — packaging, transportation, and disposal of asbestos and hazardous waste material
Mandatory Sequencing (this section constitutes a hard gate, alongside Section 4.2):
1. A certified asbestos survey shall be conducted before any demolition or intrusive work begins (including before roof covering removal). All ACBM locations and extent shall be documented.
2. Abatement and management strategies shall be specified and documented based on survey findings.
3. If ACBM is confirmed, construction/removal shall be carried out by a licensed asbestos contractor meeting all relevant compliance requirements.
4. The U.S.G. Point of Contact/COR must participate in planning and monitor implementation to ensure compliance with all safety and health standards.
5. No contractor shall disturb ACBM without: approved method statements, completed risk assessments, and valid licensing (where required).
Contractor Note: The Contractor's proposal and schedule must account for asbestos survey lead time as a precondition to roof covering removal, in the same manner as bracing/shoring design approval (Section 4.2). These two approval gates may run in parallel but both must be cleared, in writing by OBO/P.O.C., before demolition begins.

9. PROJECT DURATION
Project start and end dates are to be confirmed and will be added at a later stage.
Notwithstanding the above, the Contractor shall submit a proposed project timeline / base construction schedule as part of its proposal submission, in a format of the Contractor's choosing (e.g., Gantt chart, bar chart, or tabular schedule), clearly indicating the sequence and estimated duration of the following phases:
• Asbestos survey and clearance
• Bracing/shoring design submission and OBO approval
• Rafter/roof structure design submission and OBO/Engineer approval
• Mobilization and site setup
• Existing roof covering removal
• Rafter removal and replacement
• Marley Double Roman tile roof covering installation
• Concrete slab roof sections and waterproofing (including required curing/testing time)
• Insulation and ceiling installation/finishing
• Plastering and painting (including drying time between coats)
• Electrical work and Certificate of Compliance
• Rainwater drainage installation
• Solar panel reinstallation
• Final inspection, punch list, and demobilization
Note: The proposed timeline must clearly show the asbestos survey/clearance and bracing/shoring approval as sequencing gates that precede any demolition activity — these may run in parallel with each other but both must be cleared before roof removal begins (see Sections 4.2 and 4.3). The Contractor should also factor in adequate drying/curing time for waterproofing, plaster, and paint where applicable.
Once a confirmed start date is issued via Purchase Order/Notice to Proceed, the Contractor's approved timeline will be adjusted accordingly and will serve as the baseline construction schedule for the project, subject to P.O.C. approval.
