About this file

This document is a Statement of Work (SOW) for an Archaeological Phase 1 Cultural Resources Survey to be conducted for the Pawhuska Indian Village Wastewater Improvements project in Osage County, Oklahoma.

The SOW requires a qualified archaeological contractor to perform a cultural resources survey, including background research, fieldwork, and a final report. The survey area will consist of a 10-foot width centered on all new sewer mains and an 8-foot by 8-foot area centered over each new manhole, covering approximately 3.21 acres. The work must be conducted according to the Secretary of the Interior's Standards and Guidelines, the Osage Nation Historic Preservation Office's (ONHPO) Archaeological Survey Standards, and other relevant guidelines. The final report must evaluate the NRHP eligibility of any resources found and assess the project's potential effects, providing options to negate, minimize, or mitigate any impacts. The proposed schedule is for fieldwork to begin within 30 days of notice to proceed and the final report to be completed within 60 days.

The related federal contract opportunity is a Request for Quotes (RFQ) under NAICS code 541620 for an Archaeological Field Inspection and Report for the Pawhuska Indian Village Sewer Mains and Manholes project. The period of performance is 60 calendar days from notice to proceed. The solicitation has a closing date of December 3, 2024, and the award will be made to the responsible, responsive offeror with the lowest reasonable price and meeting all technical specifications.

ARCHAEOLOGICAL

PHASE 1 CULTURAL RESOURCES SURVEY

SCOPE OF WORK

PART 1 INTRODUCTION

The Indian Health Service (IHS), Pawnee Office of Environmental Health and Engineering (OEH&E) requires a qualified archaeological contractor to perform the cultural resource services described in Section 1.04.

1.01 BACKGROUND

A. The U.S. Department of Health and Human Services (USDHHS), Indian Health Service

(IHS), Pawnee Office of Environmental Health and Engineering (OEH&E) is funding wastewater system improvements for the Pawhuska Indian Village located within the City of Pawhuska, Osage County, Oklahoma. As part of the environmental review process, the IHS Pawnee OEH&E submitted a letter to the Osage Nation Historic Preservation Office (ONHPO) with an attached location map of the project requesting a review to determine if there were any environmental, archaeological or cultural resource concerns. The ONHPO responded with a request for the IHS to conduct a Phase 1 Cultural Resources Survey of the project site and provide a Phase 1 Cultural Resources Survey Report.

B. In accordance with the National Historic Preservation Act, (NHPA) [54 U.S.C. § 300101 et seq.] 1966, undertakings subject to the review process are referred to in 54 U.S.C. § 302706 (a), which clarifies that historic properties may have religious and cultural significance to Indian tribes. Additionally, Section 106 of NHPA requires Federal agencies to consider the effects of their actions on historic properties (36 CFR Part 800) as does the National Environmental Policy Act (43 U.S.C. 4321 and 4331-35 and 40 CFR 1501.7(a) of 1969).

1.02 SITE LOCATION

The proposed wastewater improvements consist of the construction of the replacement of 14,002 linear feet of 8-inch, 10-inch, and 12-inch sewer mains and construction of 39 manholes, located within the Pawhuska Indian Village, in Section 3, T24N-R11E, Osage County, Oklahoma, as shown in Exhibits 1, 2, 3, and 4.

1.03 QUALIFICATIONS

The ONHPO’S minimum qualifications for archaeological personnel to conduct the field survey are listed on page 4 of the Attachment A.

1.04 SCOPE OF WORK

A. Conduct a Phase 1 Cultural Resources Survey and provide a Phase 1 Cultural

Resources Survey Report for the Pawhuska Indian Village’s proposed wastewater improvements. The cultural resources survey area will consist of 10-foot width centered on all new sewer mains shown on Exhibit 2 and an 8-foot by 8-foot area

Author: Patty S. Thompson, P.E. Page 2 of 3 Statement of Work centered over each new manhole. The cultural survey area for the new replacement sewer mains will be approximately 3.21 acres and the survey area for the new manholes will be approximately 0.057 acres as shown in Exhibits 1, 2, 3, and 4.

B. All work will be conducted according to the Secretary of the Interior’s Standards and Guidelines for Archaeology and Historic Preservation (48 FR 44716, Sept. 1983); the ONHPO Archaeological Survey Standards, Attachment A; and, Guidelines for Developing Survey Reports in Oklahoma and Report Components (OKSHPO Fact Sheet #16), Attachment B.

C. The ONHPO Archaeological Survey Standards on page 3 of Attachment A lists its standardized format for their requested cultural resource survey report.

D. The cultural resources survey will include background research, fieldwork, and reporting. Fieldwork will include surveys for archaeological and built environment resources if present (e.g., buildings, culverts, etc.). The archaeological portion will entail pedestrian surface survey, shovel testing, and auger testing as needed.

1. Archival and Background Research Archival and background research will include reviews of previously recorded archaeological sites (OAS archives) and properties listed on the National Register of Historic Places (NRHP), Determinations of Eligibility (DOE), and Oklahoma Landmarks Inventory (OLI). Also review all available historic maps, aerial photographs, and any other relevant documentation.

2. Fieldwork Per ONHPO standards, the project area will be covered with pedestrian transects spaced a maximum of 49.2 feet (15 m). Additional judgmental shovel tests will be dug as needed. Determine soil data and likelihood of archaeological sites in the area.

Auger testing will be used as needed to determine the presence/absence of buried surface and archaeological sites when shovel testing is inadequate to do so.

3. Report The report will present the results of background research and all resources documented during the fieldwork. All resources will be evaluated for NRHP eligibility. If resources are determined NRHP eligible or need additional investigation to determine the NRHP eligibility, the potential effects of the proposed project on the resources will be assessed. In these instances, provide options to negate, minimize, or mitigate the potential effects.

4. Review The report will be reviewed by the IHS Pawnee OEH&E, ONHPO, OAS, and

OKSHPO.

E. Proposed Schedule:
