STATEMENT OF WORK

Consolidate Upper Yukon and Galena Dispatcher Centers

1.0 BACKGROUND

1.1 The Alaska Fire Service requests space modification in support of the newly merged Galena and

Upper Yukon Tanana Dispatch (UYT) Centers.

1.2 All dimensions cited within this SOW are approximate. Vendors shall conduct their own survey to acquire accurate measurements and to identify the work area’s existing conditions.

2.0 GENERAL REQUIREMENTS

2.1 Fairbanks is in Seismic Zone 2 according to the USGS seismic hazard maps. All newly installed walls shall be installed in accordance with federal earthquake requirements for Seismic Zone 2

2.2 Wall construction: Construct all walls using drywall supported by steel studs spaced 16” apart

A) All walls shall be steel-stud walls, with steel studs installed every 16” on-center.

B) Walls will be drywall and shall extend one and two inches above acoustical ceiling

C) Overlay drywall ceiling penetration with a 1" thick by 8" wide foam rubber

D) Insulate new walls with Rockwool Soundproofing Board (R19) to hinder sound transmission

E) Cut drywall to form around cables, ducts, and other structural elements as needed; use 9 dual-use power & data poles to keep cables off ground to prevent tripping hazard

2.3 CAT-VI cable: Install two ethernet cables per power pole (9 poles for 18 ethernet cables).

A) Terminate ethernet cables on the existing patch panel within the comm-closet (exhibit #2)

B) Label cables appropriately following the labeling standard visible on the patch panel.

C) Provide a CAT-6 ethernet wall box/plate with a minimum of two female RJ-45 ports

D) Terminate both ends of the newly installed CAT-6 cable with the appropriate female ends

1) Completed work shall be accomplisehd to the point where Site personnel only need to apply patch cables to make the connections between the patch panel and switch in the

Commo closet or run a patch cable from the power pole to a user's workstation device

2) Completed work shall be accomplisehd to the point where Site personnel only need to run a patch cable from the power pole to a user's device at a workstation

3) Ensure ethernet cable is held suspended above the acoustical ceiling and not draped across multiple ceiling tiles

2.4 The Contractor shall provide all of manpower and materials needed to accomplish this scope of work, and at the completion of this work, remove from the site all project debris. The Contractor, shall provide as-built drawings of the newly modified space within bldg. 1541.

2.5 The contractor shall protect all government property, to include the government fire suppression system, and shall ensure the fire suppression remains in complaince with fire code throughout the project.

2.6 The contractor shall repair any damage caused by their efforts.

3.0 DESCRIPTION OF THE WORK AND END RESULTS REQUIRED.

3.1 UYT Dispatch requests their space be expanded to accommodate the increased footprint of the newly merged Ft Yukon and Galena Dispatch Centers within the 2nd floor of building 1541.

3.2 Verify servicing power panel circuits 17, 19, 40, and 42 have available power capacity.

A) If capacity exists on those circuits, separate existing circuit configuration of the light fixtures serving room 206, 207, and the newly merged portion of room 203, and equip Dispatch with dimmer/on-off switch so the lights of each area can be dimmed or brightened as needed

B) Verify spare electrical capacity is available before attempting to separate the power-load: if spare capacity is not available leave the existing circuits in current configuration.

3.3 Ensure new power & data poles, conduit, Panduit, cable trays and hangers are non-conductive to prevent migration of soundwaves between locations (sound waves superimpose over conductive mediums and radiate noise to other locations; mitigate through use of nonconductive material such as PVC, etc.).

3.4 Reposition light fixtures as close to centered over employee workstations; existing romex slack should allow for adequate movement of light fixtures, but new will be needed if inadequate.

3.5 Expand Dispatch Center; partially remove room 203's east wall, extend a new wall from corridor 214 into room 203, and extend room 206 north wall west into room 203 (see exhibit), modify lighting, and apply applications cited within this SOW to deaden sound.

A) Remove 12 ft portion of the wall shared between room 203 and room 206, being careful to remove and reinstall thermostat and duplex power receptical in the remaining wall-portion.

B) Extend the wall seperating room 205 and 206 into room 203 (approx. 29'); Install power pole

C) Extend new wall from the corridor-214 entrance into room 203, connecting the corridor and room 206 wall extensions to form a 900 corner where they meet

1. Terminate newly expanded 206 north wall and the newly expanded 203 west wall portions to each other, forming a 900 corner.

2. Installation of the steel stud wall will replace the systems-furniture currently forming the west wall of the "room 203 space" targeted for inclusion into the Dispatch Center footprint.

a. Begin at the "corridor-214 entrance to room 203", extend wall into room 203 and terminate to the future room 206 north wall extension (wall extends between 206 & 205).

b. Extend drywall of wall additions 1" to 1 ½" above existing acoustical ceiling;

c. Cover drywall protruding above the ceiling with 1" thick by 8" wide foam rubber strip

3.6 Dismantle and Reassemble Furnishings

1. The vendor shall furnish all equipment and manpower necessary to dismantle, relocate and setup existing furnishings as needed during the course of this project.

2. Dismantle and remove all modular furnishings located in the portion of room 203 targeted for merger with room 206 and store in government designated location for reinstallation.

3. Dismantle and reassemble legacy PODs as needed to combine the room 203 portion with rooms 206 and 207; make use of the expanded Dispatch Center footprint by evenly distributing four PODs within the new Galena / UYT Dispatch Center (three existing and one new POD).

4. Install nine (9) power/data poles in the locations identified in the exhibit on SOW page 4 and install CAT-VI Cable from the Comm closet to the given pole location (see exhibit 1), leaving 6” of slack hanging at the comm closet termination point.

5. Relocate map from room 207 east wall; install map on newly extended room 206 north wall

3.7 Modify Comm Closet 203A egress; partially remove room 203's east wall

A) Remove comm-closet 203A door, leaving the doorframe in place.

B) Provide and install an accessible panel sized to replace the existing 36" door.

1. Room 203A egress shall be controlled via six thumbscrew-latches evenly spaced to fasten the

3. panel for lagacy door frame: access panel shall be "lockable" using “ 7-pin Best lock Core”

3.8 Sound Proofing

A. In accordance with SOW section 2.0, subsection 2.2, paragraph C, overlay a 1" thick by 8" wide foam rubber strip over the entire length of all walls forming the Dispatch space

B. Provide and install soundproof door kit seals to reduce the noise of three Dispatch Center offices.

1. Door 209 (Existing Disp. Manager), soundproof existing door.

2. Door 207 (Existing Legacy Dispatch Entrance), soundproof existing door.

3. Door 203/206 (vendor provided) 36" door forms part of the newly installed Dispatch Center north wall and will provide egress between rooms 206 and the remaining room 203 Pool Area.

C. Paint all Dispatch Center walls with sound proofing type paint (such as “Coat of Silence” sound absorbent paint) to reduce sound transmission through Dispatch walls and ceilings.

1. Apply two layers for a “resilient” base coat followed by VOC-free latex finish coat.

2. The vendor shall use Coat of Silence or another brand of sound-deadening paint, that is low

VOC, and resilient; apply durable latex finish coat following the manufacturer’s directions

4.0 Using Metasys. Rebalance HVAC after installation of the two new walls and removal of one wall.

5.0 SUBMITTALS: The Vendor shall provide a sample of the sound board, sound-deadening paint, and the paint selected for the finish coat to be applied to the Dispatch remodel for approval.

6.0 SITE VISIT: Vendors who bid on this work are required to visit the prospective work site. To fully understand the task, and the conditions under which the work will be performed, vendors shall inspect locations where services are to be performed.

6.1 The contractor shall visit the worksite to satisfy themselves regarding general and local conditions that may affect the cost of contract performance.

6.2 vendor's failure to conduct a site visit for accurate cost of project shall result in no contract for award.

The site visit must be conducted on 1 day this will prevent a long drawn out process. Vendor failure to inspect the site shall not constitute grounds for a claim after contract award.

7.0 HOURS OF OPERATION

7.1 Contractor work will occur from 7:00 AM – 4:00 PM, Monday through Friday, except for Federal holidays, unless otherwise mutually agreed upon to extend the hours of work.

7.2 Contractor to check in with Tim O’Brien, Building 1500, room 204, phone 907-483-3733 when arriving to perform work and again when the project is complete, and shall attend a safety briefing to discuss site-specific safety requirements with the Facility Operations Specialist work begins

Exhibit 2 Comm Closet Patch Panel

We need two ethernet cable runs to each power pole; cables to be terminated in the Commo closet on the existing patch panel and labeled following the labeling standard visible on the patch panel.

Both ends of the 18 newly installed cable should be terminated with female RJ-45 ends. A patch cable to the panel in the comm closet completes connections from the user locations to the switch.
