About this file

This document is a Request for Information (RFI) for the Yukon Fire Dispatch Center Remodel project. The RFI contains 29 detailed questions and responses covering various aspects of the renovation, including construction specifications, materials, and project requirements. Key details include:

The project involves remodeling rooms 5, 6, and 7 of the dispatch center, with work to be completed Monday through Friday from 7:00 AM to 4:00 PM. Specific requirements include installing new walls, ethernet cables (two per power pole across 9 poles), an accessible panel for the IT closet, soundproof door kit seals, and rebalancing the HVAC system. The contractor will replace acoustical ceiling tiles, match existing finishes, and use low or no VOC latex paint. No new light fixtures are planned, but existing lights must be dimmable. The project requires non-conductive materials for power and data poles to prevent sound wave migration, and the work will be conducted during the off-season when dispatchers are not present.

Yukon Fire Dispatch Center Remodel RFI Questions 8/20/25

1. Is a bid bond required? No

2. Is builders risk insurance required? No, this insurance is not required.

3. Is there a Wage Determination applicable to this solicitation?

I believe this comes under the Service Contract Act so I'm not sure.

It is a specialized type of property insurance that helps protect buildings under construction Wage determination will be added to the solicitation.

4. Per specification 01 00 00, 1.3.H the building will be occupied during construction. Please confirm that the space indicated in the footprint exhibit will not be occupied during construction.

The specification applies when called out within the SOW. This specificaiton is not called out in the SOW.

5. Please confirm that the space indicated in the footprint exhibit will not be occupied during construction.

The work will take place during the off-season so the Dispatchers will not be present, but the Dispatch Manger has her office in the genral area and will be present, but not in the way.

6. Specification 01 00 00, paragraph 1.5 requires the contractor to "maintain two full sets of as-built drawings". No drawings have been provided with the solicitation beyond the "footprint". Is the contractor to include pricing to generate architectural, electrical, fire suppression, and mechanical drawings for submission at the completion of the project? NO The specification applies when called out within the SOW. This specificaiton is not called out in the SOW.

We do request that the contractor mark the drawing provided as an addendum to the SOW marking what's been changed using the standard engineering colors to denote "new", demo'd/removed, and notes to the engineer. Red is for new, yellow for demo'd/removed, and blue for any notes to the Government.

7. Will a submittal register be provided for the project?

No register. In the portions of the spec's that ask for a submittal (color of for paint for example), sound board (rating level such as R10.5-R19), sound-deadening paint (for example, coat of silence), the contractor will hand the example to the Dispatch Manager for selection.

8. At the site visit it was determined that the wall legend for New Wall/Remove Wall was incorrect.

Will a new layout be provided indicating owner's intent for wall construction? See RFI Response attachment. See attached pictorial support page Please add room #'s to the exhibit showing the future dispatch footprint so they can be referenced to paragraph's in the Statement of Work.

Only three rooms are affected 5, 6, and 7; other then the IT closet the other rooms are not involved. See RFI Response attachment. See exhibit used to answer question 20.

9. Please provide the make/model of all existing modular furniture to be replaced. Information is not available. While I was able to locate a vendor online that provides the PODs currently used as Dispatch Work stationsn in other locations, I was not able to find the exact POD-style work station, but Amber sent the following URL https://www.eaton.com/us/en-us/catalog/furniture/onguard-command-console.html POD Discription: The laminate is White Matrix (K), the trim matrix is NuGrey, and the steel option is Warm Brown II ®

It’s the Profile Advanced Console System found on Page 9. And a 90 degree corner dual lift station

The systems-style modular cubicles currently in room 5 are Herman Miller. See here https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.eaton.com%2Fus%2Fen-us%2Fcatalog%2Ffurniture%2Fonguard-command-console.html&data=05%7C02%7Ctsobrien%40blm.gov%7C83f1c5de53b94e02acae08dde00623ac%7C0693b5ba4b184d7b9341f32f400a5494%7C0%7C0%7C638913039436273038%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&sdata=0K1pRMtteLy%2FU8R9Nz0qtOU%2FDN6R0zrqPvUcjN8GDm0%3D&reserved=0

Can this location be provided.

Yes. We will provide space in our warehouse but the Contractor shall need to request the ft2 of the space before it can be approved. The request should be made as soon as the contractor knows the space needed for storage and staging.

11. Is the owner going to remove/relocate existing equipment (pc's, monitors, etc.) prior to contractor mobilization for construction?

Yes, but the government requests one week lead time for coordination with government manpower and cross functional support. Coordainte the begin date with Tim O'Brien as soon as you possibly can

12. Does the owner wish to have the existing flooring replaced? Not at this time….

13. Is there an existing finish schedule available for the contractor to match finishes where needed?

a) No, but the attached includes a picture of the door which might help. The contractror shall match the finishes to the existing color scheme of the walls. See attached pictorial support

b) In the case of the IT Closets access panel, as mentioned during the job-walk it should be powerder coated to the same color as the neighboring wall. See door picture below

16. SOW paragraph 2.2.C requires "1"x8" wide foam rubber". Can a basis of design or manufacturer be provided for this product?

a) A one inch thick by 8" wide foam rubber the length of the new walls. This foam rubber will overlay the length of the new wall portions with about 4 inches lying to each side above the the acoustical ceiling.

b) Try searching the internet using the phrase "foam rubber sound barrier for walls". I did that and had multiple products to chose from. Find the material that can meet the discription within the SOW.

17. There's no specification section provided for acoustical ceiling systems. Is the intent to only patch and repair as needed for the new wall construction? (See below)

The intent is to replace all acoustical ceiling tile with new clean ceiling tile. Duirng the Job-walk I stated that the ceiling tile would need to match the existing tile.

I expect you are referring to the discussion we had during the job-walk. The six inch width is required to cover minor damage caused by the removal fo the 4" base.

19. Specification section 07 84 00 Firestopping is provided. Based on the description of new walls to be constructed none would be classified as a firewall. Can it be defined where Firestopping may be required or if new wall construction is to fire rated? Keep in mind we're only discussing the newly installed wall portions. Any wall that extends from the floor to the pan of the roof would need pentrations to be firestopped. These walls form either fire or smoke barriers.

Please confirm that this only applies to new raceways.

This applies to power/data poles, raceways, and any other location where wires and cabes carrying voice or data exists. Adviseable to consider non-conductive materials.
