If the appropriate consultations are not made in this period, during the execution of the project the opinion of the COR will have greater weight in clarifying or resolving a conflict and the contractor will have to submit to that resolution by the COR.

DESIGN CONDITIONS:

The project's elevation is 128 feet above sea level (SNM).

The thermal load of each area was determined using the result of the load calculation of the software and CLTD method of the ASHRAE. To define the capacity of the system, it was considered for each area: the type of wall of the building, type of ceiling, type of roof slab, type of roof over the building, thermal insulation, orientation of the building, number of people within each area, number and type of luminaires, amount of electrical equipment and its respective electricity consumption, and fresh air to ventilate each area.

Standards and criteria recommended by ASHRAE (American Association of Heating, Refrigerating and Air-Conditioning Engineers) were used for the design of these systems in buildings with office applications.

For each central air conditioning system, fresh air intake from the outside is available according to the minimum ventilation recommendations of the ASHRAE. In the case of the Morgue, the unit has 100% fresh air from outside. In the case of the data room there is no fresh air entry from the outside, and in the case of the waiting area either, since the units considered for air conditioning are of the mini-split type.

In this design, the extraction of air in the bathrooms, kitchenette and toilet rooms has been considered to evacuate polluting gases and bad odors and expel them to the outside of the building. In the case of the Morgue, all areas are in negative pressure and more air is extracted than is supplied to achieve it.

The selection of air conditioning equipment and ventilation equipment was carried out in such a way that they can air condition each area, and that they can maintain for each zone the required temperature, the desired air filtration, the noise level, and the required ventilation.

The air distribution has been designed with G90 galvanized sheet ducts that can achieve for each zone the necessary pressure, the desired air velocity, the noise level applied to each zone, that its route and location is within the ceiling and the slab, avoiding obstacles such as pipes as much as possible, beams, ceiling details, etc. In exposed ducts and in outdoor ducts, the insulation of the ducts is internal, fiberglass and with a thickness of 1.5" of the Duct Liner type. In the rest of the ducts, the insulation is external, made of fiberglass and with a thickness of 1.5" of the Duct Wrap type.

Equipment was designed in accordance with the minimum requirements to air condition and ventilate the treated areas, in accordance with the minimum flow rates for the renewal of fresh air conditioning established ASHRAE1 62.1. Each central air conditioning unit has fresh air intake from the outside to renew the indoor air and avoid sick building syndrome. The units proposed are energy efficient and use environmentally friendly refrigerant that does not damage the ozone layer.

The proposed air conditioning systems are of the central type of Ducted packages, where the units are located outside on the roof, and the ducts exit them laterally.

In the office side of the building, an air extraction system for the bathrooms is included. The ventilation equipment is located outside on the roof, with a centrifugal upblast exhaust fan. The air distribution is through galvanized sheet ducts without insulation.

All air shunts in ducts have dampers that allow the airflow exiting each diffuser to be calibrated and balanced.

The air distribution of the UP-01 unit includes a variable speed motor, with zone temperature control, by means of variable volume terminal boxes or VAV diffusers.

The air distribution of the DOAS-01 unit includes a variable speed motor for air supply and air extraction, with temperature control in some areas, by means of motorized dampers of the proportional control type, both in the air supply and in the air extraction.

The package units will be controlled by programmable thermostats, with monitoring of the status of the filters.

Outside Temperatures

• (DOAS 01) Dry bulb temp. 105.3ºF / Wet bulb temp. 70ºF.

• (UP 01) Dry Bulb Temp. 95ºF / Wet Bulb Temp. 76ºF.

Interior Temperatures

• Dry Bulb Temperature 72°F & 50% Relative Humidity (RH)

PLANS

Bidding Plans

Found in Annex A. The general provisions of the equipment will be in accordance with the plans, which suggest the most convenient position for the installation of these, but the contractor must review the plans to verify the correct installation of the equipment to be supplied and in case of finding errors, make the corresponding observations in writing to the COR. In case of changes, the analysis should be considered, not only of the advantage of this, but also that the cost is not altered.

The "Bidding Plans" indicate the most suitable positions for the installation of the equipment, the required dimensions, starting point and termination of ducts and pipes, suggesting appropriate routes to adapt to structures and avoid obstructions. However, it is not the intention that the plans show all the dimensions and deviations, it will be the air conditioning contractor who when carrying out the installation must accommodate the ducts and pipes to the structure, avoid obstructions, maintain heights, and keep the passages free.

Installation Plans

Prior to commencing installation, the contractor shall submit to the COR a set of installation drawings in detail indicating the changes to meet the space requirements and those necessary to resolve all conflicts. Once approved, the drawings must be formally sent to the COR confirming that the information indicated in them has been verified and that it is correct for use in the project. One of the approved copies will remain in the worksite.

The drawings must be dimensioned and will show dimensions and weights of the equipment, details of assembly of the units, position of the pipes and ducts and any other data required for the installation.

Special care must be taken to check that the existing space is sufficient for the installation of the ducts and accessories and that once the installation of the equipment is completed, there will be adequate space so that maintenance and/or repair tasks can be easily carried out.

The approval of the contractor's installation drawings will not relieve the contractor of its responsibility to comply with all the requirements of these contractual documents or those arising from the possible conflict with other activities, which must be carried out and are not included in its contract.

"As Built" Plans

Once the installation is completed and the operation of the air conditioning system is accepted, the contractor will present digital sets of all the plans of the installations, equipment, and connection diagrams as they were finally built.

Preferably the plans will be in 1:100 scale and for special details in 1:50 scale. The plans must contain all the modifications made during the installation process, which have altered the initial location of equipment, routes and dimensions of pipes and ducts.

EXCLUDED WORK

Electrical installations to power the equipment. The electrical installations for the air conditioning equipment will be executed by the Government of Honduras until the equipment location.

However, the contractor is required to supply the control cable from the unit to the thermostat or controller that controls its operation, as well as the control cable between the remote temperature sensor and the thermostat. Additionally, voltage protectors and monitors, contactors, motor guards, and starters will be supplied by the air conditioning contractor.

The electrical connection must have blade disconnectors near the equipment.

The concrete bases for the equipment are excluded, as well as the grooves, holes, pass-throughs, water intakes and floor drains.

The cost of electricity will be borne by the Government of Honduras.

3.2 TECHNICAL SPECIFICATIONS

Note: Plans can be found in Annex A and additional technical specifications can be found in Annex

B. Both annexes are part of the solicitation documents, so that what appears in one or the other, will be taken as described in all of them, in case of discrepancy between plans and specifications, the consultation must be submitted to the COR.

Additionally, AutoCAD documents can be provided upon written request.

Prior to commencing installation, the contractor shall submit to the COR a set of installation drawings in detail indicating the changes to meet the space requirements and those necessary to resolve all conflicts. The contractor shall submit to the COR for approval installation plans indicating all changes necessary to resolve space conflicts and code requirements.

3.9 INSPECTION AND ACCEPTANCE

The Contractor shall properly perform the pre-delivery inspection on the products and deliver them to the location set forth under place of delivery, of this Statement of Work.

Testing and Balance of the system

The contractor must carry out at least tests of the air distribution system, such as leaks in it, temperature and flow readings in the supply, extraction and return outlets, a report will be sent from it, which will contain at least the following information:

• Date of the test.

• Description and quality of the measuring equipment used in it.

• Data obtained initially.

• Repairs and adjustments made.

• Final test results. (Flow rate (PCM) of each diffuser and grille, also the total flow rate of the equipment (UP, DOAS), the flow rate in the fresh air intakes and the flow rate recorded in each variable volume terminal box (VAV).

• Existing outdoor conditions (temperatures and humidity).

Once the equipment has been tested and is operating normally, the Contractor shall be responsible for balancing the air in the presence of the COR, for which the Contractor shall have all properly calibrated instruments required to perform the balancing and air adjustments that are necessary to demonstrate that the design CFM quantities remain stable anywhere within the building. both for diffusers and grilles and for fresh air inlets in the units and for variable volume terminals. A tolerance to reading error in the order of 10% is accepted. However, areas designed with negative pressure must maintain this condition, as the pressure of the zone could be inverted in an unacceptable way even when the readings are in the order of +/- 10%. If unsatisfactory results are found, they will be corrected immediately at no cost to the US Embassy. The equipment accepted to perform the air flow readings must be an electronic or analog measuring instrument with an integrated hood to take the readings from the diffusers and grilles clearly and accurately. The use of propeller anemometers is not accepted. In the case of fresh air intake grilles or very large grilles, of which the previous instrument does not have the capacity to make the respective readings, it is accepted to take measurements in ducts with the Pitot-Static Tube and then make the calculations to know the flow obtained. All these tests must be done using the ASHRAE Standard 111-2008

(Measurements, Tests, Adjustments and Balancing of HVAC Installations in Buildings) as a reference..

Systems and controls must be regulated in such a way that design temperatures remain stable within the conditioned areas.

All units must have operating voltage and amperage readings performed, both for package units, as well as mini-splits and fans. The units must be adjusted in the field to observe their performance with the indicated electrical consumption.

The package units must be read the return, extraction and supply temperature, verification of a good evacuation of the condensate drain, the verification of the correct operation of the thermostat and in the case of Minisplits, reading of the return and supply temperature and operation of the remote control.

Air extractors should be amperage tested and verified with the manufacturer's data.

The units must be adjusted in the field to observe their performance with the indicated electrical consumption.

The sheet containing the results from the balance and testing shall be presented to the COR, to guarantee correct operation.

Air handling systems, such as packages, exhaust fans, variable air volume boxes, VAV diffusers, must be subjected to air flow tests, verifying that the air flow specified in drawings is met for each of the inlet grilles or exhaust air diffusers, including fresh air intakes. An error of +/- 10% maximum in readings is accepted.

Measuring instruments must be properly calibrated and a factory certificate must be provided before carrying out the tests that such calibration is still in force. The validity of the calibration certificate must be a maximum of one year. This is valid for thermometers, hygrometers, pressure gauges, ammeters, voltmeters, differential pressure gauges, ball meters, etc.

FINAL INSPECTION

The final inspection and acceptance of all items shall be performed by the U.S. Government upon testing and balance of the equipment and the completion of the installation of all the equipment.
