Statement of Work for
Replace Research HVAC Systems
662-21-105
March 2, 2021
Background
1) The San Francisco Veterans Affairs (VA) Medical Center (SFVAMC) requires replacement of a chiller system and repair services for two air handling units (AHU) serving Building 41, located at 4150
Clement St, San Francisco CA 94121.
2) The chiller system, located on the roof of Building 41, consist of three (3) Clima-Cool 20-ton packaged air cooled modular chillers. The chiller system will require complete replacement due to issues resulting from recent heat exchanger failures.
3) Two (2) air handling units located within the penthouse of Building 41 provide the building spaces with 100% outside air. Currently, the supply air dampers on each AHU are not able to fully shut. This issue is the result of physical interference within the dampers assemblies and is attributed to the damper assemblies being poorly fitted into the AHUs. To correct this issue and allow for proper operation of the dampers each AHU requires refurbishment or replacement of the existing damper assemblies, and resolution of the poor fit condition.
Scope
The contractor shall provide services, including material, labor, and equipment, for the following scope, in accordance with all applicable codes, specifications, and directives:
1) Replacement of the Building 41 Chiller (Modules #1, #2, and #3), to include:
a) Direct replacement modular chiller units or approved equals.
i) Units shall be supplied with manufacturer's condenser coil protection, or an approved equivalent coil protection system (e.g. – Heresite P-413, Modine Insitu, etc).
ii) If deviating from direct replacement units, contractor must demonstrate all schedule parameters are met and perform any design work needed to address necessary structural, utilities connections, or roof work.
b) Complete installation, Building Automation System (BAS) control system integration, startup, and testing of the new system.
c) Removal and disposal of existing units.
2) Repair of the discharge isolation dampers on Building 41 AHU #1 and AHU #2. For each AHU, the damper repair services shall include:
a) Replacement or refurbishment of the existing discharge isolation dampers.
i) All replacement components shall be direct replacements or approved equals.
b) Resolution of existing interference and fit issues, to allow for proper operation of the new or refurbished dampers.
c) Installation, adjustment, and testing of the new or refurbished dampers.
Additional Notes
1) All work will be performed at the Medical Center (Building 41) and must minimize disruption to the building’s work spaces and surrounding areas.
a) Electric Outages: Any work that will require a utility outage affecting the building’s regularly occupied workspaces, such as a shutdown or partial shutdown of building’s electric, shall be performed outside of the facilities “regular hours” as defined in the contract.
b) Crane Activity: Any work that will disrupt traffic flow at the facility or requires the building to be unoccupied, such as crane setup and crane operations, shall be performed outside of the facilities “regular hours” as defined in the contract.
c) Restroom and Handwash Facilities: The contractor shall provide a portable restroom and handwash station, designated for use by contractor personnel and any subcontractors, for the duration of on-site activity. Entrance to the interior of SFVAMC buildings shall be limited to the minimum access required to complete the work described in the Statement of Work.
