1. Background

16 transformers located throughout building one are antiquated, running hot and could fail at any moment. They need to be replaced as soon as possible.

NOTE:

The C & A requirements do not apply, Security Accreditation Package is not required. Project does not involve the storage, generating, transmitting or exchange of VA sensitive information. No sensitive information will be handled by contractor performing work

2. Project Objectives

The objective of this contract is to purchase 4 - 75 KVA, 6 - 45 KVA and 6 - 30 KVA transformers.

3. Period Of Performance

Period of performance start date will determine when the contract is awarded. Completion of contract is 90 days after the awarded date.

4. Scope of Work/Requirements

Provide Transformers that meet the following requirements.

1. 75 KVA – 4 each, pad mounted transformer

· Winding must be COPPER (CU)

· 3 phase, 60 hz

· Primary voltage: Delta 480 volts

· Secondary voltage: 208 Y/120V

· Primary Current: P/E = I (75,000 A / 480 V = 156A)

· Secondary Current: P/E = I (75,000 A / 208 V = 360 A)

· NEMA Class: ANN Dry Type

· NEMA Type: K

2. 45 KVA – 6 each, pad mounted transformer

· Winding must be COPPER (CU)

· 3 phase, 60 hz

· Primary voltage: Delta 480 volts

· Secondary voltage: 208 Y/120V

· Primary Current: 93A

· Secondary Current: 216A

· NEMA Class: ANN Dry Type

· NEMA Type: K

3. 30 KVA - 6 each, pad mounted transformer

· Winding must be COPPER (CU)

· 3 phase, 60 hz

· Primary voltage: Delta 480 volts

· Secondary voltage: 208 Y/120V

· Primary Current: 62A

· Secondary Current: 144A

· NEMA Class: ANN Dry Type

· NEMA Type: K

5. Special & Technical Requirements

a. Transformers must be of high quality with a proven high performance, long-service life and environmental compatibility which is essential in modern power systems.

b. All questions or concerns are to be addressed to the VA Project Engineer (COR), in the ‘REQUEST FOR INFORMATION (RFI) FORMAT’.

7. VHA Handbook 6500.6

a. VHA Handbook 6500.6, Contract Security

8. Information Security and Privacy Considerations

a. During contract performance, contractor may require access to VA facility, equipment, But, not to VHA information systems, or sensitive data; to maintain or repair equipment.

b. In reference to VHA Handbook 6500.6 Appendix A, Block 6. The services provided under this contract does not require the connection of vendor provided software or hardware to a VA computer or network. Therefore, no security accreditation package is required.

c. In reference to VHA Handbook 6500.6 Appendix A, Block 7. The services provided under this contract does not require direct access to VA sensitive information, through storage, transmission, or exchange. Therefore, the following privacy provisions are required in accordance with VHA Directive 6500 Appendix C.

d. (Appendix B) The contractor, their personnel, and their subcontractors shall be subject to the Federal laws, regulations, standards, and VA Directives and Handbooks regarding information protection, patient privacy, and information system security as delineated in this contract.

e. VA Privacy Training for Personnel without Access to VA Computer Systems or VA Sensitive Information is VA TMS training course (VA20939) and must be completed annually by all contract personal performing services at VA facilities two or more consecutive days. Training can be completed at https://www.tms.va.gov/secureauth35/. Proof of training must be provided to COR upon request.

9. Final Payment

This is accomplished through the TUNGSTEN NETWORK located at: http://www.fsc.va.gov/einvoice.asp This is mandatory and the sole method for submitting.
