Phase II Advanced Munitions Technology Complex (AMTC) Access Control System

Statement of Work

Objective:

Installation of Lenel Access Control Systems (ACS) at 8 bunkers that ties back into the control center of the existing CAPE facility that already has a Lenel ACS. The location is at the AMTC complex on Eglin main base, AFB, Fl Phase II CAPE bunkers

Contractor will provide all labor and material for the complete installation and integration of Lenel ACSs

All systems must match those of currently in use at the other AFRL facilities. The access control system is Lenel. A total of eight separate ACS controllers will be installed. Systems to be installed include the following:

CAPE Facility Phase II- LATHE Bunker CAPE Facility Phase II- SAW Bunker CAPE Facility Phase II- 1 GAL BP2 Bunker CAPE Facility Phase II- 5 GAL BP2 Bunker CAPE Facility Phase II- 5 GAL RAM Bunker CAPE Facility Phase II- Weighing Bunker CAPE Facility Phase II- FEM Bunker CAPE Facility Phase II- 1 GAL BP1 Bunker

The CAPE bunker facilities will each have their own controller located in a lockable NEMA 4 enclosure outside of the test space. These bunker systems will route back to the CAPE facility for controlled access function and management.

No specific interlocking requirements are available. Due to the potential interlocking function of these systems, additional input and output boards should be provided for additional control of the access doors in conjunction with the systems being installed by others.

All electrified locking hardware for the access control doors will be excluded from this proposal and is covered under the Division 8 contractor requirements. Electronic locking hardware for these doors has already been installed by prime contractor of MILCON project.

The keypad card readers required for these bunker entry doors will be provided from AFRL stock Government Furnished Contractor Installed (GFCI). A total of (8) keypad card readers will be required.

The fiber head end equipment (wall rack, fiber rack, shelf, and network switch) at the CAPE facility have already been provided for in portion under the AMTC Phase I task. The SBX-7 wall rack provided under the phase I task will be replaced witha SBX-10 wall rack to accommodate the additional fiber termination and coupler units.

Scope- CAPE Facilities Phase II SAW- Total of 1 Door

1. Install (1) NEMA 4, lockable, outdoor rated enclosure on the bunker exterior including (1) LNL-4420 intelligent controller, (1) LNL-1200 output controller, (1) LNL-1100 input controller, (1) AL600 power supply, (1) PD8 fused output device, (1) MM fiber media converter and (2) back up batteries:

2. Install (1) HID PIV Class, keypad card reader (keypad card reader provided form AFRL stock) on each of the following doors including all required cabling for both the reader and low voltage locking hardware (provided by others) back to the new Lenel enclosures:

3. Route and install outdoor rated, 12S SM fiber between the SAW bunker and the Cape facility access control wall rack (approx 800').

4. Terminate all system cabling.

5. Program the Lenel software to accept the new controller and door configurations.

6. Test full system function.

7. Provide system configuration and testing documentation.

Scope- CAPE Facilities Phase II LATHE- Total of 1 Door

1. Install (1) NEMA 4, lockable, outdoor rated enclosure on the bunker exterior including (1) LNL-4420 intelligent controller, (1) LNL-1200 output controller, (1) LNL-1100 input controller, (1) AL600 power supply, (1) PD8 fused output device, (1) MM fiber media converter and (2) back up batteries:

Scope- CAPE Facilities Phase II 1 GAL BP2- Total of 1 Door

1. Install (1) NEMA 4, lockable, outdoor rated enclosure on the bunker exterior including (1) LNL-4420 intelligent controller, (1) LNL-1200 output controller, (1) LNL-1100 input controller, (1) AL600 power supply, (1) PD8 fused output device, (1) MM fiber media converter and (2) back up batteries:

2. Install (1) HID PIV Class, keypad card reader (keypad card reader provided form AFRL stock) on each of the following doors including all required cabling for both the reader and low voltage locking hardware (provided by others) back to the new Lenel enclosures:

3. Route and install outdoor rated, 12S SM fiber between the 1 GAL BP2 bunker and the Cape facility access control wall rack (approx 600').

4. Terminate all system cabling.

5. Program the Lenel software to accept the new controller and door configurations.

6. Test full system function.

7. Provide system configuration and testing documentation.

Scope- CAPE Facilities Phase II 5 GAL BP2- Total of 1 Door

1. Install (1) NEMA 4, lockable, outdoor rated enclosure on the bunker exterior including (1) LNL-4420 intelligent controller, (1) LNL-1200 output controller, (1) LNL-1100 input controller, (1) AL600 power supply, (1) PD8 fused output device, (1) MM fiber media converter and (2) back up batteries:

Scope- CAPE Facilities Phase II 5 GAL RAM- Total of 1 Door

1. Install (1) NEMA 4, lockable, outdoor rated enclosure on the bunker exterior including (1) LNL-4420 intelligent controller, (1) LNL-1200 output controller, (1) LNL-1100 input controller, (1) AL600 power supply, (1) PD8 fused output device, (1) MM fiber media converter and (2) back up batteries:

1. Install (1) NEMA 4, lockable, outdoor rated enclosure on the bunker exterior including (1) LNL-4420 intelligent controller, (1) LNL-1200 output controller, (1) LNL-1100 input controller, (1) AL600 power supply, (1) PD8 fused output device, (1) MM fiber media converter and (2) back up batteries:

4. Terminate all system cabling.

5. Program the Lenel software to accept the new controller and door configurations.

7. Provide system configuration and testing documentation.

Scope- CAPE Facilities Phase II FEM- Total of 1 Door

1. Install (1) NEMA 4, lockable, outdoor rated enclosure on the bunker exterior including (1) LNL-4420 intelligent controller, (1) LNL-1200 output controller, (1) LNL-1100 input controller, (1) AL600 power supply, (1) PD8 fused output device, (1) MM fiber media converter and (2) back up batteries:

4. Terminate all system cabling.

5. Program the Lenel software to accept the new controller and door configurations.

6. Test full system function.

7. Provide system configuration and testing documentation.

Scope- CAPE Facilities Phase II 1 GAL BP1- Total of 1 Door

1. Install (1) NEMA 4, lockable, outdoor rated enclosure on the bunker exterior including (1) LNL-4420 intelligent controller, (1) LNL-1200 output controller, (1) LNL-1100 input controller, (1) AL600 power supply, (1) PD8 fused output device, (1) MM fiber media converter and (2) back up batteries:

2. Install (1) HID PIV Class, keypad card reader (keypad card reader provided form AFRL stock) on each of the following doors including all required cabling for both the reader and low voltage locking hardware (provided by others) back to the new Lenel enclosures:

3. Route and install outdoor rated, 12S SM fiber between the 1 GAL BP1 bunker and the Cape facility access control wall rack (approx 600').

4. Terminate all system cabling.

5. Program the Lenel software to accept the new controller and door configurations.

6. Test full system function.

7. Provide system configuration and testing documentation.

Scope- CAPE Facilities Phase II Additional Head End Equipment - Fiber Connections

1. Install (1) SBX-10 10U wall rack in the Cape facility to replace the original SBX-7 including (2) fiber termination rack mount units, (6) fiber coupler plates, and (1) rack shelf.

2. Terminate all system cabling.

Period of Performance The overall project is expected to take 45-90 days from award until final acceptance

Closeout Closeout procedures include testing of the completed work and the delivery of system documentation (if any) to the designated customer representative.

TESTING - Lenel Access Control System Each door that has been worked must be tested and approved by the designated Government representative.

Functions to be tested and desired results:

1. Door unlocks and allows access when an authorized credential (card, pin, or combination of the two) is presented to the card reader.

2. Events screen reports access granted with user name.

3. Reader beeps but remains locked when unauthorized credentials are presented.

4. Events screen reports information read from unauthorized credential.

5. System history reporting.

Documentation Documentation will include the following:

1. A test result document for each location and system that clearly shows the customer has witnessed the above noted test procedures and signed off as working.

2. Drawings (if CAD’s were provided) that are marked up with the information relevant to the completed project.

3. Any copies of hardware manuals delivered with the new installed equipment.

4. A Letter of Warranty indicating the selected period of 1 year and the items covered by the manufacturer’s warranty.

Customer/Third Party Furnished Property and Services

1. 120VAC power including outlets or hard wired circuits. For all access control system power supplies.

2. CAD drawings in electronic format are required to deliver as-built documentation at project completion.

3. Electrical conduit, boxes, fittings or supports not specifically identified in this SOW.

4. Eight keypad card readers from the AFRL stock.

5. Electrified locking hardware for all doors.

6. Wall rack, rack shelf, network switch, and fiber termination rack/plate at the CAPE facility (provided for under Phase I task).

7. Conduit with pull string between the SAW bunker Lenel enclosure location and the access control wall rack in the CAPE facility.

8. Conduit with pull string between the LATHE bunker Lenel enclosure location and the access control wall rack in the CAPE facility.

9. Conduit with pull string between the 1 GAL BP2 bunker Lenel enclosure location and the access control wall rack in the CAPE facility.

10. Conduit with pull string between the 5 GAL BP2 bunker Lenel enclosure location and the access control wall rack in the CAPE facility.

11. Conduit with pull string between the 5 GAL RAM bunker Lenel enclosure location and the access control wall rack in the CAPE facility.

12. Conduit with pull string between the Weighing bunker Lenel enclosure location and the access control wall rack in the CAPE facility.

13. Conduit with pull string between the FEM bunker Lenel enclosure location and the access control wall rack in the CAPE facility.

14. Conduit with pull string between the 1 GAL BP1 bunker Lenel enclosure location and the access control wall rack in the CAPE facility.

Project Performance Requirements

1. The AFRL-RWOI program manager for each location must provide access to the Base and their facilities for the contractor.

2. If escorts are required in these facilities, they must be provided by the AFRL-RWOI program manager.
