This is a Statement of Work (SOW) for annual wastewater treatment plant operations and laboratory analysis services at the VA New Jersey Healthcare System's Lyons Campus. Services include monthly sludge analysis, semi-annual composite sludge testing, twice-monthly influent/effluent monitoring for CBOD5 and suspended solids, twice-monthly effluent testing for ammonia nitrogen, E. coli, and total phosphorous, quarterly testing for zinc and copper, semi-annual chronic toxicity testing, semi-annual metals/pesticides/acids analysis, and annual volatile compounds testing. The contractor must maintain chain of custody protocols, provide results within 6 business days (or 72-hour turnaround for expedited requests), and submit detailed reports in both Electronic Data Deliverables (EDD) and PDF formats. All sample preservation, retention for 30 days, and disposal are the contractor's responsibility at no additional charge. The period of performance is estimated as April 1, 2026, through March 31, 2027, with four provisional option years. Statement of Work

CONTRACT TITLE:

New Jersey State Licensed Operator in Charge Services & Wastewater Plant Lab Analysis

BACKGROUND:

The VANJ HealthCare System (VANJHCS) Lyons Campus requires an annual service contract to provide Licensed Operator in Charge Services to our Wastewater Treatment Plant. The Contractor will be responsible for overseeing and operation of the Wastewater Operations including the collection system and keeping the facility in compliance with all New Jersey Department of Environmental Protection rules and regulations. The physical plant is located at the VANJ Healthcare System 151 Knollcroft Road Bldg.141 Lyons, NJ 07939.

1. The facility at Lyons consists of an extended aeration, activated sludge wastewater treatment plant with a variable design capacity of 200,000 to 1,000,000 gallons per day (GPD), serving a medical center population of approximately 1,800 patient, staff and visitors. The present flow is approximately 50,000 - 80,000 (GPD). The plant process flows through and consists of two aeration tanks, two Clarifiers, two sand filters, a Copper removal system consisting of two filters and an outflow where final disinfection is done by ultraviolet lights (UV) before discharge to a receiving stream. In addition to the plant pumps and blower equipment, emergency power is supported by a 300kw emergency diesel generator set.

2. This statement of work describes the ongoing services at a minimum that need to be accomplished during the course of monthly cycle.

3. The Wastewater Treatment Plant (WWTP) has recently completed a modernization program and as a result has made many repairs and upgrades including the installation of a new UV System and a Copper Removal System. The plant requires a Full Time S3/C1 Licensed Operator in Charge (LOIC) in accordance with (IAW) New Jersey Department of Environmental Protection (NJDEP) Regulations N.J.A.C. 7:10A.

OBJECTIVE:

This is an annual contract for consulting services that provides a properly licensed S-3 / C-1 operator to oversee the operation of the wastewater facilities as the Licensed Operator in Charge. This includes the collection system. As such the operator is responsible for the proper and timely submission of all reports required by the NJDEP and response to any and all communications with that Department. The contractor will attend all meetings on/off site with State or Federal Environmental Compliance officials and respond to them in writing for any reason a response to all Notice of Violation’s (NOV). The contractor is responsible for following the requirements of all permits and maintaining the WWTP at the Lyons Campus in compliance with all laws and regulations and permit parameters. The LOIC will be required to be onsite for 7 hours per day, 35 hours per week.

SCOPE OF WORK: Licensed operator

The contractor will furnish all labor, materials, supplies, equipment and transportation necessary to accomplish the services contained within this contract. The contractor will perform the duties of a Licensed Operator in Charge and must notify the NJDEP of a change in licensed operator in charge by submitting Form DEP-065. Services are to include a S3/C1 full time operator (LOIC) on site 7 hours per day, 35 hours per week, Monday thru Friday. Complete and submit all mandated NJDEP Monthly Discharge Monitoring Reports (DMR’s) Monthly Residual Transfer Reports (RTR’s) including any that may be overdue. Conduct all NJDEP required certified tests and maintain a log of operations. Register as Lab Manager for our in-house Laboratory. Oversee all lab sampling and testing by a Certified Laboratory. In coordination with the Contracting Officer Representative (COR) arrange for testing, hauling and disposal of sludge. Complete the NJDEP SQAR forms when sludge pumping is necessary. Submit compliance schedule progress reports for phosphorus or as requested by the NJDEP. Arrange for and monitor any toxicity testing and all other sampling and testing that is needed and submit all reports as required by NJDEP. The contractor shall comply with all conditions of the NJPDES permit pursuant to N.J.A.C. 7:14 and any other regulation not contained herein. Contractor shall respond to any alarms and emergencies as required by the NJDEP and be present at all inspections by NJDEP. Electronic and hard copies of all monitoring report forms (MFR’s) will be provided to the COR. If additional services are required such as emergencies for occurrences outside of what is considered normal daily operation the COR or his designated representative are the only authorized personnel to call-in the contractor. A response time of 2 hours is required. The LOIC will manage the ordering of all chemicals related to the proper functioning of the plant. The contractor must provide any IT equipment and wireless service if needed to perform job duties at their expense. Normal work hours are considered to be 8:00 am to 4:30 pm Monday thru Friday but can be adjusted is necessary.

The LOIC will also be required to assist with and/or perform the following duties as required:

Uses manual and automatic controls to operate a Wastewater Treatment Plant, monitoring plant equipment and ensuring the wastewater treatment process is complete and uninterrupted by making adjustments to valves or pumps when required.

The LOIC will be required to make changes to the plant configuration and system processes to ensure safe, efficient and uninterrupted operations.

Starts, operates and stops manually controlled equipment, including chemical pumps, transfer pumps, clarifier drives, sand filters, copper filters and air blowers.

Tests samples as scheduled from aeration tanks in graduated cylinders, recording the amount of sediment deposited for sludge volume index test; for pH of plant effluent, influent and aeration tanks; for (BOD) biochemical oxygen demand and suspended solids at influents, clarifiers and effluents; for dissolved oxygen at influents, aeration tanks and effluents; for biochemical oxygen demand and dissolved oxygen of receiving waters; upstream, downstream and at plant outfall; for solids and pH of sludge; for solids analysis of aeration tanks; for ammonia nitrogen in influent and effluent; for settling solids in influent and effluent; for temperature of influent and effluent. Makes up necessary reagents to conduct analytical tests. Calculates items such as flows, pH and temperatures daily, weekly and monthly.

Removes floating debris from aeration basin troughs and dumps them into plastic bags. Wastes scum daily from the clarifiers to the aerobic sludge holding tank. Wastes sludge to the sludge holding tank as plant operation conditions dictate. Regulates air into the aeration basins to provide proper plant operation and or micro-organism growth. Regulates air into the sludge holding tank. Assist driver pumping sludge from the sludge holding tank to contractor transport trucks. Regulates sludge return rates to aeration tank.

Checks operation of ultraviolet disinfection unit. Periodically checks automatic controlled equipment to evaluate and determine proper operation, adjusts and takes corrective action as required.

Cleans, changes or replaces bar screen and comminutor, aeration tanks, secondary clarifiers, sewer and scum tanks, pumps, valves, air filters, flow meter charts, flow Parshall flumes, sand filters, anti-foam equipment, decks, weirs and troughs.

Cleans bar screens with a rake and dumps screenings into plastic bags. Removes larger floating particles and grease from the sludge tank by skimming and dumping them into plastic bags. Removes floating particles and plant growth from the sand filters by skimming and dumping them into plastic bags. Clean all other process flow areas as necessary to ensure good sampling test results are achieved to satisfy permit requirements.

Checks operation and lubrication of all equipment. Lubricates as required. Checks all equipment to determine that no hazards exist that could endanger equipment or personnel. Incumbent may be required to assist with maintenance and repair work. Assists with or performs operator level maintenance and operation on all plant equipment as required to include the following: minor leak repair, component replacement and safety testing; pumps tanks and clarifiers; diverts flows as required.

Maintains good housekeeping in the control room and lab, equipment rooms, restrooms and remainder of plant. Maintains the plant in a clean and orderly manner.

SCOPE OF WORK: Lab Analysis

The contractor will provide all labor, materials, equipment (composite sample machines etc.), supplies and transportation necessary to perform the services contained within this contract. The VANJHCS Lyons Campus is requesting on-site collection of wastewater, sludge samples and lab analysis of those samples. All work to be completed in accordance with New Jersey Department of Environmental Protection (NJDEP) rules and regulations regarding lab analysis of wastewater samples. The contractor will be responsible for all composite sample collection, grab sample collection; placement of contractor supplied composite sample machines and proper chain of custody standards. A copy of the chain custody will be given to the VA staff on the day services are performed.

Contractor will test for parameters listed on the NJDEP surface water permit that has been issued to the VANJHCS Lyons Campus. See attached permit with test schedule.

Contractor shall submit a detailed written description of the methodology to be used in conducting the tests, including equipment; retention time of wastewater in the treatment plant; collection method of representative sample and name source of test organisms.

Additionally, the contractor will coordinate with VA wastewater staff to decide on the correct sampling collection point locations. If permit requirements have not been achieved during scheduled sampling, the VA may require additional samples be taken and analyzed to obtain permit compliance.

ADDITIONAL REQUIREMENTS:

The Contractor shall supply all materials and equipment for safe and method-appropriate handling, collection, preservation and shipping of samples at no additional charge. Shipping and sample containers and supplies shall be suitable for the sample matrix and analytical method.

Analysis of Samples

A. In addition to specific State and Federal Environmental Protection Agency (EPA) requirements, all work shall comply with all applicable government regulations, customary quality standards, EPA approved analytical methods, and accepted good practice for the type of work being performed.

B. Contractor shall analyze all samples within the allowable holding time appropriate to the method, matrix, and analysis.

C. Contractor shall be responsible for providing a sludge sampling plan per the New Jersey Sludge Sampling Analytical Guidance document.

Accurate and complete analytical results shall be submitted to the V.A. within the standard turnaround time, or within an alternate turnaround time when requested by the V.A. and agreed upon by the Contractor. Standard turnaround time for analyses will be 6 business days from sample arrival at Contractors laboratory.

The V.A. may request expedited samples occasionally. Pricing will be provided to the V.A. at the time of expedited request.

Contractor shall notify the V.A. immediately via email of any noncompliant sample results or results not matching historical data.

REPORTS:

Contractor prepares the reports and submits them to the Contracting Officers Representative (COR) and Licensed Operator in Charge who will review, certify and forward to the NJDEP. Completion of the NJDEP Surface Water Discharge Monitoring Report Submittal forms for all tests will be done by the VA Licensed Operator in Charge and is not the responsibility of the Contractor. The service reports must be signed by both service provider and COR at completion of work. An electronic version of same shall be sent to the COR and Licensed Operator in Charge.

The Contractor shall provide the final reports to the V.A. in both Electronic Data Deliverables (EDDs) format and Portable Document Format (PDF) within 6 business days following sample receipt or within another turnaround time agreed to by both parties in writing.

Final reports shall contain at least the following for each analysis:

· Cover page summarizing all detections and highlighting exceedances of MCLs or NLs

· Client Identification (Lyons V.A.)

· Client Project Identification

· Sample Identification

· Sample collection date and time

· Lab receipt date and time

· Analysis date

· Analyte tested and test result

· Test methods (EPA, Standard Methods, or other) and detection limits for reporting

· Test units 13

· Signature and title of laboratory personnel certifying the results

· Notes and/or qualifiers regarding anomalous test results

· Copy of Chain of Custody with notations from Contractor’s sample receiving staff.

The Contractor shall notify the V.A. within 24 hours of:

· Changes in any aspect of its operation affecting its ability to satisfactorily complete a project

· Revocation of its Certification and/or Accreditation

· Quality assurance/quality control failures associated with any V.A.-submitted samples

· Non-compliant sample results or results not matching historical data

· Problems related to the shipping or receiving of V.A.-submitted samples

· Sample turnaround times are not expected to be met.

If there is a reasonable question from the V.A. regarding data validity (e.g., analytical results exceeding permit limits), the Contractor shall re-run samples or duplicates and provide new EDDs and PDF reports at preset agreed upon price.

Laboratory errors resulting in the need for a sample to be recollected will require the laboratory to notify the V.A. immediately of the need to resample, analyze, and report the results of the resample at no cost.

Contractor shall maintain and preserve appropriate samples, sample extracts, or the residue thereof, for thirty (30) calendar days after submission of Contractor’s report to the V.A. free of storage charges. After the initial thirty (30) calendar days, upon written request from the V.A., Contractor shall retain test specimens or samples for a mutually acceptable storage charge and period. Unless requested by the V.A. to hold sample(s) for greater than thirty (30) calendar days, the sample and any articles or substances made with the sample(s) shall be disposed of in a lawful manner by the Contractor or the Contractor’s representative. Contractor assumes full responsibility for the proper disposal of all test samples, test residues, and sample containers, whether hazardous or non-hazardous, at Contractor’s expense

PERIOD OF PERFORMANCE:

This is an annual service contract for a period of one (1) year with four (4) provisional option years.

Estimated start period of performance: April 1, 2026, through March 31, 2027.

UNSCHEDULED SERVICE:

If a callback is required for emergencies or other plant related matters, the COR or designated representative is the only person authorized to call in the contractor.

QUALIFICATIONS/CERTIFICATIONS:

Contractor must possess and keep current a valid S3/C1 Wastewater Treatment Operator License.

SAFETY REGULATIONS:

1. All applicable safety regulations shall be observed during all work of this contract.

1. VA Police will issue identification badges to contractors, employees and subcontractors which must be worn at all times when on VA property

1. The VA Safety Officer shall have full authority to see that the contractor obeys all safety rules and regulations relative to the fulfillment of this contract.

SCHEDULING HOURS OF WORK:

1. All work in areas involved shall be scheduled with the VA Chief of Operations, Boiler Plant Supervisor and plant operations personnel.

1. Work shall be scheduled for proper execution to completion of this contract.

1. Hours of work. The work will be conducted during normal working hours 0800-1630 Monday – Friday including Federal Holidays.

1. The 10 holidays observed by the Federal Government, are New Year’s Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas or any other day specifically declared by the President of the United States to be a national holiday.

The C&A requirements do not apply, and that a Security Accreditation Package is not required.
