About this file

This is a Scope of Work and mix design specification document issued by PennDOT for Beaver County, Pennsylvania, for the procurement of plant-mixed asphalt containing Reclaimed Asphalt Pavement (RAP) material. The solicitation requests quotes for 25mm RAP binder course asphalt with RAP content not to exceed 50% by weight, manufactured in compliance with PennDOT Bulletin 408 specifications and Superpave asphalt mixture design standards. The project encompasses three delivery components: 2,500 tons for Department Force pickup, 250 tons for vendor delivery of asphalt, and 250 tons for vendor delivery of asphalt with millings hauling. All material deliveries are scheduled between August 1, 2026, and November 30, 2026, with expected delivery times within three calendar days of notification and a required delivery rate of 150–175 tons per hour. The material will be placed on State Route 3020 in Beaver County Section 20. Questions regarding Solicitation #6100066076 must be submitted by June 4, 2026, at 11:00 AM EST, with bids publicly opened and read virtually via Microsoft Teams on June 10, 2026, at 11:01 AM EST. The contract includes a three-month (90-day) extension period following the initial validity end date.

Vendors are required to bid on a per-ton price basis for the estimated tonnage of material and must provide QC testing, mix design development, and certification prior to delivery. The awarded vendor will receive up to an estimated 1,500 tons of RAP millings delivered to the plant nearest to the jobsite; these millings are not provided on a one-to-one ton exchange basis and may be credited toward awarded millings the vendor receives. All material certifications, weight tickets, and millings certifications must be submitted daily via email to designated PennDOT representatives. Asphalt cement grades of PG 64S-22 or PG 58S-28 are specified depending on RAP percentage, with air void tolerances and VFA ranges detailed in the provided tables. The vendor must comply with all Pennsylvania state labor and workforce safety laws and submit the Worker Protection and Investment Certification Form (BOP-2201) with the bid. Primary contact for the project is Daniel Lechok, Roadway Programs Technician II, at (724) 774-6610.
